Press Release 18 August 2020 CHED calls out on remaining private colleges and universities with no TES billing submissions The Commission on Higher Education (CHED) and the Unified Student Financial Assistance System for Tertiary Education (UniFAST) urge the remaining private higher education institutions (HEIs) that have not done their Tertiary Education Subsidy (TES) billing submissions at the TES Management System (TMS) Portal to immediately comply with the requirements of the Private Education Assistance Committee (PEAC), an organization that processes and endorses TES billing claims of private HEIs to CHED and UniFAST for payment, resulting in the delay of disbursements of TES stipends for Academic Year 2019-2020. On June 9, 2020, CHED released a list of 264 private higher education institutions (HEIs) with no billing submissions to PEAC thus affecting more than 6,000 TES grantees waiting for their educational government subsidy. To date, the number is down to around 46 private HEIs out of more than a thousand participating private schools to implement the TES Program. According to PEAC, ten of these schools are working on their billing documents while 36 have been contacted but they were not able to get any reply or reason why they have not yet been able to do their submissions. “The TES funds cannot be given to the qualified student-grantees if their respective private HEIs do not have the necessary submissions and they have been waiting on this financial assistance especially now that we are starting the new academic year,” said CHED and UniFAST Board Chairman J. Prospero E. De Vera III. The CHED regional offices were able to download the TES grants to compliant private HEIs even during the community quarantine nationwide but some HEIs have expressed their difficulties in complying due to restrictions and disruptions in their normal work operations. “The Commission is seriously concerned with the non-compliance of these HEIs. They signed a Memorandum of Agreement (MoA) with CHED to ensure that their students could be assisted by the government through RA 10931. We are now reviewing possible violations of this MoA and these HEIs may be delisted from inclusion in the programs under RA 10931,” De Vera added. The TES is a grant-in-aid program of the government to support the cost of tertiary education of Filipino students who are enrolled in public and private HEIs. Students eligible for TES in private HEIs can receive PhP 60,000.00 per academic year if they belong to the Listahanan 2.0 of the Department of Social Welfare and Development (DSWD) or they reside and study in a city or municipality where there is no existing state university or college.
