    Vexilobaires 2005 Proceedings of the XXI International Congress of Vexillology (fig.48) 7 February was the day of Sri Lanka Military Forces. I have discovered so many flags it is impossible to present all these flags in that lecture. I have decided to present you a few for each force. ARMY The first meeting was organized in the Sri Lanka Army Headquarters, Baladaksha Mw, where Officer Brigadier Moses, his assistant Captain Mutumala and members of his staff welcomed us offering tea and toasts. I walked to the stadium where all the Army flags were displayed. Later they offered a copy of all these flags (fig 49). (fig.49) You can look at 6 of the 24 flags discovered: -Volunteer Force in the Sri Lanka Army: The flag background is yellow. In the middle there is a Tusker who is in a saluting by holding it's trunk over the head. Tiny white line is encircled the Tusker. There are two cross swords under the Tusker. The sentence "Volunteer Force in the Sri Lanka Army" is stated in the background of the talipot shaped opened book. There is a reason to use yellow and black colours in the flag according to a retired senior army personnel, the kilt Uniform which was worn by the British Highland Battalion in a state where the governor of Sri Lanka at that time, used these yellow and black colours (fig 50).     AN OVERVIEW ABOUT DIFFERENT SOURCES OF POPULAR SINHALA SONGS Nishadi Meddegoda Abstract Music is considered to be one of the most complex among the fine arts. Although various scholars have given different opinions about the origin of music, the historical perspectives reveal that this art, made by mankind on account of various social needs and occasions, has gradually developed along with every community. It is a well-known fact that any fine art, whether it is painting, sculpture, dance or music, is interrelated with communal life and its history starts with society. Art is forever changing and that change comes along with the change in those societies. This paper looks into the different sources of contemporary popular Sinhala songs without implying a strict border between Sinhala and non-Sinhala beyond the language used. Sources, created throughout history, deliver not only a steady stream of ideas. They are also often converted into labels and icons for specific features within a given society. The consideration of popularity as an economic reasoning and popularity as an aesthetic pattern makes it possible to look at the different important sources using multiple perspectives and initiating a wider discussion that overcomes narrow national definitions. It delivers an overview which should not be taken as an absolute repertoire of sources but as an open pathway for further explorations.     THIRD SPOT REPORT How the International Community’s Passivity Has Enabled Further Mass Atrocities in Sri Lanka: the Case of Ongoing Illegal Detention, Torture, and Sexual Violence 7 March 2018 * * * MAP – Third Spot Report Page 1 of 34 EXECUTIVE SUMMARY 1. In October 2015, the Government of Sri Lanka (GSL) committed to a broad transitional-justice agenda pursuant to UN Human Rights Council (HRC) Resolution 30/1. The measures included accountability mechanisms to address some of the worst crimes of the 21st Century. Since then, the GSL has proceeded in bad faith, reneged on its international commitments, and violated its legal obligations to victims. To make matters worse, Sri Lankan security forces have continued to commit serious crimes—including arbitrary deprivations of liberty, torture, and sexual violence—with impunity. Seemingly, the failure of the international community to hold Sri Lanka to account for past crimes has encouraged the continuation of violations. 2. Since the filing of the MAP’s last report in November 2017, the GSL has made zero progress on its transitional justice agenda, despite damning assessments by UN Special Rapporteurs and human rights organizations. Calls for a time- bound benchmarked action plan for implementation of Resolution 30/1 have fallen on deaf ears. The US and EU appear to be more interested in nurturing bilateral relationships with the GSL in reaction to China’s increasing influence. And President Sirisena has maintained his position that any special court set up to investigate war crimes will not include foreign participation. Observers lament that ‘Sri Lanka has shown how it’s possible to hoodwink the international community, always asking for space and time’.
