Northants 50+ Network Evaluation

Introduction

The Northants 50+ Network is a network of people over the age of 50 who live in Northamptonshire. There are approximately 2,000 members, the Network have established a management board and activity coordinators have been set up throughout the county. There is a regular quarterly network newsletter to keep members informed of what is happening for older people in the County and details of local activities in all areas. The Network has been operating for one year in its current format. Northamptonshire County Council (NCC) supports the Northants 50+ Network through an annual grant of £5000 and support from with the Public Engagement and Partnerships Team in Health and Adult Social Care Directorate. The work of the Network assists NCC to meet its core purpose.

Northamptonshire County Council has defined its core purpose as:

We are here to help you help yourself We are here to help you when you can't help yourself We want you to see us as a trusted advocate

The work of the Network is to promote health and well being amongst older people enabling them to lead more fulfilled and active lives living independently at home.

Background

The Public Engagement & Partnership team has completed an evaluation of the Northants 50+ Network. The purpose of the evaluation was to measure the effectiveness of the Network in promoting Health and Well being, reduce social isolation by providing activities and social events and giving relevant information to older people.

The Northants 50+ Network is run by a central board of volunteers who oversee the networks activity coordinators and the work of the Network Facilitator. The board gather information about older people‟s issues in the County and responds to consultation and influences organisations through a range of meetings, for example sitting on the Scrutiny Committee for Health and Social Services.

There are 5 volunteer activity coordinators groups based around the County who organise activities for members in their locality.

In 2009 they organised over 30 events ranging from Laughter Afternoon to consultations around “Building a Society for all Ages”. Nearly 1900 older people accessed these events.

The quarterly newsletter is sent out to over 2000 individuals, parish councils and groups with contributions from around the County.

Methodology

A questionnaire was designed jointly between board members and members of the Public Engagement team based at the County Council. The questionnaire was based

4

Northants 50+ Network Evaluation on the Adult Social Care Outcomes Tool (ASCOT) for measuring outcomes for health and adult social care and locally developed questions agreed through NCC research governance. This was discussed with Board members and activity coordinators. The final questionnaire was produced with the assistance of a Board member taking into consideration feedback from the groups.

The questionnaire was sent out to a random sample of 646 members (approximately one third of members) in 7 different areas across the county. The initial response returned approximately 150 returns which was not statistical viable for the evaluation.

This was followed up with telephone calls and written reminders. A final total of 236 questionnaires were returned giving a return rate of 37% with a confidence ratio of 5.08%. (A confidence ratio of 5% or less is considered statistically viable, for the purposes of this evaluation we decided to accept this ratio). Summary of findings

Newsletter 91% of respondents thought the newsletter was fairly important/very important to them 96% of respondents liked receiving the newsletter 95% respondents felt the newsletter helped to inform them of events

Activities 84% of respondents thought the activities arranged by the Network were fairly important/very important to them 60% of respondents felt the Network arranged events that suited their needs The main reasons cited for not taking part in activities were caring responsibilities, cost and travel issues

Northants 50+ Network Evaluation

26 respondents felt that the Network made them feel more likely to volunteer

About the Respondents 67% feel safe in the their lives 55% had no problems taking part in activities, whereas 45% experienced some problems or were unable to take part in activities 34% had some difficulties in terms of mobility 96% considered themselves to have reasonable health although 194 respondents indicated some form of illness or disability

Issues Activities are often not held in the area the respondent lived and there were difficulties with transport to the events Activities suit much older people and many people had there own networks of social activities such as U3A People are still at work and can not get to day time events Caring responsibilities and health issues prevented people from attending

Suggestions Having the newsletter more often Including more information on issues for older people Develop a befriending service to help more people participate More activities in each of the areas

Future Options

The options for future development of the services the 50+ Network provide will be limited by the capacity of network members and the level of funding made available to the network.

1. The Network could continue to provide the current level of services.

Action The network would be able to meet this option within current resources but it does not take account of the planned development of the website and the opportunities this will offer; consider how the website can help develop additional services.

2. The Newsletter is very popular and seems to give people the information they want. This could be developed to provide more information about health and social care services for older people and current issues or concerns. By increasing the newsletter production to 6 issues instead of 4 it could accommodate more information and provide more timely articles on activities and groups for older people to get involved with.

Action There is currently no planned increase in the funding allocated to the Network by NCC or capacity at NCC to undertake this work. It would therefore be

6

Northants 50+ Network Evaluation

necessary to consider how this could exploit the development of the Network website development.

3. The provision of a range of activities is important work of the network and seen as important by members, this should be reviewed to ensure that the Network is appropriately focusing activities and enabling people to access activities and events.

Action The priorities of the Network should be discussed to determine which age group are most in need of the additional activities and these should be developed accordingly.

4. With and increasing number of older people living at home it is important that people are enabled to access activities and events.

Action The network should consider how a system for buddying up around transport may help people to access more of the activities

5. There is capacity to work across a number of organisations to consider how the network can develop. NCC has recently commissioned a new Centre for Independent Living (CIL) and a range of new services for carers.

Action The network should consider how it can develop linkages to the carer‟s initiative which may help those with caring responsibilities and to the CIL.

Recommendations

The Network reviews its target group for activities It explores ways of providing more timely information to members It explores ways to make events more accessible to those with transport issues Explores ways to develop more activities or to capture and share the activities that are already happening in localities Identifies the most popular suggestions for activities and works at developing them for members It explores closer working links with the CIL and the Carers Centre Acknowledgements

Section 2 Activities

Q. 5 Thinking about the activities that the Network arranges, do they suit your needs. Which of the following statements best describes your situation?

Of the 221 responses received respondents stated The activities suit my needs 18% The activities are adequate for my needs 43%

12

Northants 50+ Network Evaluation

The activities do not suit my needs 14% I don‟t get to the activities 25%

If you don’t get to any of the activities, please tell us why? Not the type of activities for me (6) There does not appear to be any activities in my area (8) There are no activities in the Rothwell, Kettering area, other, other activities are too far or too expensive I have not had the opportunity yet to take part in any activities advertised as I am already involved in other activities offered by Age Concern. I hope to remedy this situation soon, and I do enjoy reading the newsletter No transport (12) Events not always on a bus route (2) Sometimes too far to travel (7) Illness (6) I work full time (9) Too Busy (2) Being deaf, people don‟t include me to a great extent, also have to look after pets Very much involved in “Moving on” project Trips mainly too expensive or clash with my U3A dates I have a vision problem and do not like to be out after dark Work and family commitments (9) Social Commitments (4) Normally received too late to plan to attend activities or particular activities are of no interest Not a lot in East Northants I am already involved in quite a few local activities and I have not found any advertised that suit my needs (2) Need more different activities and local to Kettering Nothing I have been interested in has been local to me Not interested (2) Not sufficiently interested Not many in my area, Eastern District Very little in Thrapston None has really reached me. Few seem to be where I live or have clashed with other things Cannot see or hear well If the activities are not in the Rushden-Higham Ferrers area there is no transport available I do not mix well with people, like my own company I went to the first one at a hotel in Corby where there was a discussion on health which I enjoyed. I felt that most of the folk there are negative about health, do not eat properly or exercise and expect the N.H.S. to look after them At present I have a wide range of interests and am able to access them; however I think that for a lot of people the newsletter would help open up opportunities. I can also see that if circumstances changed the newsletter and activities would be very useful I have had car problems but alright now

13

Northants 50+ Network Evaluation

Because we live in Thrapston and have no car, we have only managed to go on one outing Lack of mobility makes something‟s difficult, but with help of another 50+ member I get to some activities At present I have adequate activities outside the 50+ network (2) At the moment I‟m a bit tied for time due to work commitments but those may vary so I may make activities in the future I am uninterested in the activities you provide but at the present time I am fully occupied with voluntary work and previous activities (3) I find that either activities are available on days when I already go to Tea Dances or else they are too far away I get to those in Corby, if they are near a bus stop otherwise I have no transport, so don‟t go to many of the activities I live in the south of . There are no events close to me. I want to do more active events. This network is too static. Also Northants is a large county Not many (none) activities held in my area, Harpole Not many in the Towcester area & some are quite expensive for pensioners (3) Perhaps for the trips, bus pick up in Brackley? There is a little group in Daventry locality and what there is has been at a time of day when I am not able to attend Time to fit them in (3) Variety, lack of transport, not interested, personal view – don‟t like long, out of area day trips on a coach. Not able to organise monthly activities – works against network We live in Brackley & so many activities are mot in this area. (2) Dates may not be convenient Quite a few activities to attend in Richmond Village. I work part time and look after my 93 year old mother As I live in Northampton and don‟t drive, I will stick to those in the town Out of reach for South Northants Too old Too unfit to travel far All the activities seem to be in Wellingborough or Kettering. Too expensive to travel due to fuel cost Most are held over north of county Suffering from depression Hesitate to join in Limited mobility Not enough in Wellingborough Not enough going on in Corby I have joined the Rushden and Higham U3A and find that really covers everything I need in extra activities I am busy with voluntary work At the moment I enjoy local activities outside of the Northants 50+ network but can see a time when I will take part in some Northants 50+ My wife is disabled and not will not go alone Member of age concern Registered blind

14

Northants 50+ Network Evaluation

Most of the activities are in Northampton, nothing in Rushden Would prefer more notice of events

If the activities do not suit your needs, please tell us why? I have so much going on in my week, I like people and socialise a great deal, but all your efforts to engage people is excellent and very commendable. You provide another avenue of opportunity to lead fulfilling lives. Laugh and the world laughs with you - uplifting To far away (2) and no transport (3) Many activities and social gatherings are not for men I do not travel Can not make day time activities because of full time employment I am still working full time (2) Being deaf, people ignore me and deaf activities are to stressful on my ears Trips too expensive, and things like tea dances do not interest me Not all suit my interest (5) I am already involved in quite a few local activities and I have not found any advertised that suit my needs In some cases it requires a partner i.e. dancing Any of interest have been at the other side of the County I rely on bus transport, I would like to do more but find getting there a problem (2) I have other interests and I do not look to the network for social contacts There are very few activities in Rushden. I can only attend local activities unless transport is arranged Health problems (8) I am far to busy I am fortunate to have an active life style and independent transport, so can do a lot of things, this does not mean I am not interested in see what the network offers I am limited in what I can do Not always available Usually not in my area Not enough dance theme activities Although I am ell past the age of 50 and almost in the seventies. I still do many activities that I did in my 30 – 40s. Therefore visits to recognised retirement activities to me are like inviting me to feel old! Despite my age I feel I am mentally alert enough to take part in stimulating mental as well as physical activities. Family activities/responsibilities, leisure pursuits I am 51 and find the majority of activities are aimed at much older people I attend other social activities I play in a pool team weekly some of them Location access to other members who might want to do more active things than the network currently offers My not be at a time convenient to me My needs are not met elsewhere The nearest seem to be in Towcester (10 miles) or Brackley (7) or they are at night 15

Northants 50+ Network Evaluation

There appears to be little in the Wellingborough area They are not in my area They are not regular meetings to meet up with new friends I‟m making like Pam. They seem to be tea dances and such like It seems I am not really a „clubby‟ person Work commitments (2) Social Commitments I work full time (2) I work full time but this would change when my working pattern/hours change Too old Too unfit to travel far Location – very little in South Northants I have joined the Rushden and Higham U3A and find that really covers everything I need in extra activities Too busy to take part Wrong time of Day Awkward venue for travelling Not enough variety Generally too sedate for my needs at present I don‟t ride a bike nor wish to I am not particularly interested in history My wife is disabled and will not go alone We have just moved house No spare time Not enough in Corby As I already do exercise classes and Tai Chi, there is not much that I am not interested in I have a mobility scooter but do not have the confidence to drive very far
