Chinese Politics in the Xi Jingping Era: Reassessing Collective Leadership
CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized. -

Li, China Leadership Monitor, No.1 After Hu, Who?--China’s Provincial Leaders Await Promotion Cheng Li China’s provincial leadership is both a training ground for national leadership and a battleground among various political forces. Provincial chiefs currently carry much more weight than ever before in the history of the PRC. This is largely because the criteria for national leadership have shifted from revolutionary credentials such as participation in the Long March to administrative skills such as coalition-building. In addition, provincial governments now have more autonomy in advancing their own regional interests. Nonetheless, nepotism and considerations of factional politics are still evident in the recruitment of provincial leaders. Emerging top-level national leaders--including Hu Jintao, Zeng Qinghong, and Wen Jiabao--have all drawn on the pool of provincial leaders in building their factions, hoping to occupy more seats on the upcoming Sixteenth Central Committee and the Politburo. At the same time, new institutional mechanisms have been adopted to curtail various forms of nepotism. The unfolding of these contradictory trends will not only determine who will rule China after 2002, but even more importantly, how this most populous country in the world will be governed. During his recent visit to an elementary school in New Mexico, President George W. Bush offered advice to a child who hoped to become president. “If you want to be President, I would suggest you become a governor first,” said President Bush, “because governors make decisions, and that’s what presidents do.”1 What is true of the career path of American leaders seems also to be true of their counterparts in present-day China. -

Glossary of Chinese and enGlish Terms The main Chinese and English terms, slogans, and names used in the book are listed here with their equivalents in Chinese characters and in pinyin, the standard form of romanization used in the PrC. An asterisk indicates a personal name. achieving a basically well- off society成就小康社会 chengjiu xiaokang shehui. A slogan developed by Hu Jintao, ccp Secretary from 2002 to 2012, and declared by Xi Jinping to be an objective that China should achieve by 2021. agricultural production mutual aid groups 农业生产互助组 nongye shengchan huzhuzu. Mutual aid groups (also called mutual aid teams) were created by the ccp during the first stage of land reform in the 1950, prior to the creation of communes. The groups shared labor and some capital but individual households remained the basic unit of ownership and production. By 1960, eight thousand mutual aid teams had been established in Tibet. amban 安办 anban. The Manchu term for the imperial commissioners posted to Tibet and other areas during the Qing dynasty to oversee and liaise with local rulers. anti- splittism 反分裂主义 fan fenlie zhuyi. A term used by regime critics and dissidents from the late 1990s onward to mock officials who exaggerate reports of “splittism” (see below) in order to enhance their positions or to increase their access to government funding. April 1 Directive 四‧一指示 siyi zhishi. Instructions issued by Mao and the Central Cultural Revolution Small Group in April 1967 ordering the military to stop suppressing rebels and Red Guards. While some discussion will take place in Beijing, rounds of informal negotiations are expected to take place in the beach town of Beidaihe outside the capital, where retired CCP elders and some current leaders are known to vacation in private villas each summer. The tightly guarded and opaque process has forced Chinese media and citizens to read between the lines of publicly available information in an effort to anticipate potential changes. These include the possibility that the CCP’s nine-member Politburo Standing Committee—China’s top decision- making body—will be reduced back to its pre-2002 format of seven members, with the powerful portfolios of propaganda and public security demoted to the 25-member Politburo. -

By providing an assessment of current position of dialogue, this paper surveys the factors which are likely to impact the future dynamics of engagement under theoretical framework of the security dilemma, framing the Sino-Tibetan conflict as a dilemmatic and dynamic interplay of the Chinese Party-state and Tibetan nation. This research argues that Beijing’s mix signals in the dialogue define as bad faith justified by its diplomacy with Tibetan part throughout the process of engagement. With thorough assessment and justification of the position on the current discourse, this dissertation end with two fold prospects of the Sino Tibetan discussion and subsequent personal proposition on the importance of establishing a dialogue between two parties to settle a long standing dispute. The year 2007 witnessed the convening of the 17 th National Congress of the Chinese Communist Party (CCP). General Secretary Hu Jintao further consolidated his power by bringing his trusted officials into the Political Bureau and having his “Scientific Development” concept enshrined in the Party Constitution. 2. Nevertheless, the Party Congress was not a landslide victory for Hu, who reportedly made a compromise with the Shanghai Clique and the Princelings Group by making Xi Jinping the frontrunner to succeed him in five year’s time. 3. Li Keqiang, two years younger than Xi and favored by Hu, joined the Standing Political Bureau Committee. He is to become vice premier in March 2008 and expected to succeed Wen Jiabao as premier five years later. 4. Besides Xi and Li, several new Political Bureau members in their 50s, including Li Yuanchao, Wang Yang, Bo Xilai and Wang Qishan, have the potential to stay in the core leadership for another ten years and may even stand a chance to become General Secretary or Premier.
