The purpose of the meeting was to present and discuss proposed recommendations to address accommodation pressures at Regal Road Junior Public School, Perth Avenue Junior Public School and their neighbouring schools. Introductions: o Sandra Tondat, Superintendent of Education – LN27 (Regal Road, Carleton Village and Rawlinson) and PART Chair. o Trustee Marit Stiles, Ward 9 (Regal Road, Perth Avenue, Carleton Village, Rawlinson and Brock) and Trustee Shelley Laskin, Ward 11 (Winona Drive) o Jane Phillips-Long, Superintendent of Education - LN26 (Perth Avenue and 1 Item / Presenter Discussion Attachments / Actions / Results Brock). (slides) Program Area Review Reviewed the TDSB’s Long-Term Program and Accommodation Strategy (LTPAS), webpage: first approved in 2014 (and updated annually), identifies a number of studies to be http://www.tdsb.on.ca/Abou undertaken to resolve existing and future accommodation pressures in the City. t-Us/Strategy- Planning staff and Trustees review every year (slide 4). Reviewed LTPAS Program and Accommodation drivers (slide 5). o Program Drivers: program choice, equity, fair access to specialized program and schools, and viability. 2 Item / Presenter Discussion Attachments / Actions / Results o Accommodation Drivers: good distribution of schools, minimal transitions, minimal use of portables, service integration, good utilization, distinct attendance areas, and efficient use of space. Question (Q): Are the ‘drivers’ weighted or is there a rubric? Answer (A): Try to meet all drivers. There are instances when some drivers are more important. Program Area Review Outlined Program Area Review Process (slides 6 and 7). Process Study identified for 2017- 2018 Sandra Tondat September 2017: study approved by the Central Accommodation Team (CAT) made up of Board staff. Local Feasibility Team (LFT) formed (membership includes directly affected superintendents, principals, trustees, planning and other central staff as required). October 2017 to February 2018: LFT met three times. Looked at status quo, enrolment projections, reviewed data and discussed impacts of any proposed changes. LFT agreed on recommendation and reported back to CAT March 2018: CAT approval to move to a PART. March to April 2018: Program Area Review Team (PART) – currently at this stage in the process. Role of the PART: o PART members receive data and ask questions. o PART members review data, discuss impacts, and make a recommendation to proceed or not to proceed with any change. o PART could ask for other recommendations or request other information and data. o PART’s role is advisory – will make recommendations to inform staff /or Board members. Recommendations may be modified by staff and/ or Board members (CAT, Planning & Priorities, Board of Trustees). o Goal of the PART is to reach consensus. If consensus can’t be reached, move to a vote. Only the principal and parent representative vote (central staff and trustees do not vote). 1 parent vote for each school as not every school has 2 representatives present. In the event of a tie, the superintendent (PART Chair) casts the deciding vote. o 3 PART working meetings and 1community meeting to receive broader feedback (2 meetings prior to the community meeting and 1 after). o April 26 PART working meeting – feedback from community meeting. PART finalizes recommendations. 3 Item / Presenter Discussion Attachments / Actions / Results o Once PART has reached a decision, superintendent and staff prepare a report with recommendations to go to the Central Accommodation Team (CAT). o PART’s role is advisory – will make recommendations to inform staff /or Board members. Recommendations may be modified by staff and/ or Board members (CAT, Planning & Priorities, Board of Trustees). May to June 2018: After considering the committee’s recommendations, central staff shall present its own recommendations to the Planning and Priorities Committee (June 13) and then to a regular meeting of the Board of Trustees (June 20). Delegation Request form o Delegation Process - June 13, 2018 meeting of the TDSB’s Planning and provided at the meeting. Priorities Committee: PART public meeting attendees informed that Delegation Process - community members may have the opportunity to present their comments, Addressing Committees suggestions, etc. to the Planning and Priorities Committee by submitting a written statement or speaking. PART public meeting attendees had the opportunity to write questions, suggestions, comments on sticky notes and place on boundary maps outside the auditorium after the presentation. Feedback will be reviewed by staff and PART members. Local Feasibility Team’s Sandra invited Joyce Kwong, Educational Planner to present the LFT’s recommended (LFT) Recommended scenario, information, data, status quo projections and the impact of the scenario on the Scenario schools involved in the PART. Joyce Kwong Joyce presented the LFT’s recommended scenario (as amended as per PART feedback). Junior Attendance Area Changes (slide 8) o Boundary change between Regal Road Jr. PS and Carleton Village Jr. & Sr. SWA to direct portion of Regal Road’s junior attendance area to Carleton Village. o Boundary change between Perth Avenue Jr. PS and Carleton Village Jr. & Sr. SWA to direct portion of Perth Avenue’s junior attendance area to Carleton Village. o Boundary change between Regal Road Jr. PS and Rawlinson CS to direct portion of Regal Road’s junior attendance area to Rawlinson CS.
