Introduction In 2012, City Council directed staff to carry out an Environmental Assessment (EA) Study to investigate solutions to relieve traffic congestion on St Clair Avenue West between Keele Street and Old Weston Road. The first step in this process was a Functional Planning Study completed in May 2015 that identified a list of long-term alternatives to be carried forward for further analysis through a Transportation Master Plan. The Transportation Master Plan Study commenced in Fall 2015 to meet the requirements of the Municipal Class Environmental Assessment and is expected to be completed in Spring/Summer 2016. The Study will evaluate the following solutions: 1. Widen St. Clair Avenue West to provide 2 lanes per direction between Old Weston Road and Keele Street. The streetcar would continue to operate in a dedicated right-of-way shifted north or south to allow for additional lanes. Both options will be evaluated. 2. Extend Gunns Road from Weston Road to Union Street. Gunns Road would extend from Weston Road to Union Street, either under or over the rail corridor. Both options will be evaluated. 3. Connect Davenport Road to Lloyd Avenue. Davenport Road would extend either under or over the rail corridor. Both options will be assessed. 4. Extend Keele Street south to meet the Gunns Road extension between Weston Road and Union Street. The new east-west Gunns Road connection between Gunns Road and Turnberry Avenue would either be under or over the rail corridor. Both options will be assessed. 5. Extend Davenport Road northwest to Union Street, and implement Option 4. Potential road extensions would either be under or over the rail corridor and St.Clair Avenue West. Both options will be assessed. Extending Davenport Road without inclusion of Alternative 4 would be of little benefit. Both connections are needed to enhance connectivity. 6. One additional alternative will be considered. This report summarizes the public consultation process and feedback received from November to December 2015, including Public Information Centre #1. Stakeholder Consultation In addition to comments received via phone and email, the following opportunities for stakeholder consultation took place: Public Information Centre #1 Property Owner Consultation Turnberry Residents Association Consultation Agency Consultation Aboriginal Consultation Workshop with students at Parkdale Collegiate Institute 3.1 Aboriginal Community Consultation The Notice of Commencement was sent to Mississauga's of the New Credit First Nation on October 5, 2015 via registered mail. No response was received to the letter or follow up email correspondence. Notification for PIC 1 was sent to Mississauga's of the New Credit First Nation on November 18, 2015 via registered mail. No response was received to the letter, or first follow up email. A response was received to the second follow up email on November 26, 2015. 3.2 Agency Consultation The Notice of Commencement was sent on September 25, 2015 to all relevant agencies and utilities to inform them of the project. Agencies were requested to provide the City with any comments regarding the project by October 9, 2015. To inform agencies of the proposed alternative solutions, a second letter was sent on November 19, 2015 asking them to indicate if they were interested to provide input on the study, how they would like to participate, and included an invitation to attend PIC 1. A total of 13 agencies corresponded with the project team through this process. All comments were recorded and responded to. 3.3 Consultation with Property Owners All alternative solutions potentially affect property owners in the study area. The City sent a letter to all potentially impacted property owners on November 17, 2015. The letters described the project process, alternative solutions being studied, and included an invitation to PIC 1. Property owners were invited to schedule individual meetings to discuss the potential impacts to their properties. In this research, the tree inventory and questionnaire method were used. The questionnaire results show that respondents who moved in prior to 2007 view gentrification more negatively than residents who moved in after. The study found that there is a net growth of trees in the study area.

Toronto, ON M5H 2N2 Dear Mayor Tory and City Councillors, Re: It’s (finally) time to make Bloor St. safe for Toronto Toronto has fallen behind other major cities in making its roads safe for residents and visitors who ride bicycles, or who would ride if they felt safe. Forty years after the installation of the ​ ​ city’s first bike lane, Toronto still lacks a coherent network of bike lanes. It’s time for City Hall to remedy this shortcoming, and to catch up with other major North American cities. A good place ​ to start is the extension of the Bloor bike lane westward from Shaw St. to High Park. Bike lanes on Bloor have been comprehensively studied many times, including in 1978, 1992, 2008, and 2017. Each of these studies confirmed the popularity of Bloor as a cycling route and the potential for significant growth in ridership. Each study likewise highlighted the value of Bloor as a key connecting route for a cycling network. The 2017 study of the Bloor bike lane pilot from Avenue Rd. to Shaw was, according to the city’s transportation manager, one of the most comprehensively studied road projects in recent North American history. ​ The failure to move forward on bike lanes on Bloor, despite the obvious need, is part of a larger failure to implement Toronto’s 2016 Bike Plan. A mere 27 km of bike lanes have been installed in the last three years — leaving the city far off track from the 335 km of lanes and roadside paths envisioned over the plan’s ten-year timeframe.

Transportation Services is responding to a request from Councillor Ana Bailão to report on a number of requests in the Junction Triangle Area. The area is bounded by Bloor Street West to the south, Lansdowne Avenue to the east, and the CN tracks to the north and west. The residents have numerous traffic concerns, including vehicle speeds and volumes, parking activity, turn prohibitions and signal timings. The proposals in the Junction Triangle Area that are delegated items will be addressed in a separate report to Toronto and East York Community Council entitled "Traffic Management Plan - Junction Triangle Area (Delegated Items)". RECOMMENDATIONS Transportation Services recommends that: 1. City Council not approve the installation of a pedestrian crossover at the intersection of Symington Avenue and Paton Street/Ernest Avenue. 2. City Council not approve a left-turn prohibition for eastbound Bloor Street West at Perth Avenue operating from 7:00 a.m. to 7:00 p.m., daily. Much of the theoretical and conceptual literature on gentrification comes from the former, while this is not surprising as gentrification originated in cities such as London, New York and Toronto, more conceptual and theoretical attention is needed on the differences in spatial form, built environment and conflicts which can exist in different types of cities. This paper will describe and analyse the similarities and differences between various forms of contemporary gentrification in old‐industrial and post‐ industrial cities. It will build conceptual spatial models of gentrification in these types of cities. This exploratory paper should be seen as a starting point towards more comparative research along this path and it will conclude by highlighting several gaps in the academic literature which have been uncovered by this study.   • Record the Changes
    Executive Summary Davenport West, one of Toronto’s most diverse communities, has been increasingly impacted by gentrification in recent years- signified by an influx of affluent residents, artists, and university-educated individuals; a diminishing immigrant population; a loss of rental stock; a spike in the development of new ownership dwellings; rising rent costs; and some changes in business composition (such as an increasing number of cafes and speciality food shops catering predominantly to a wealthy clientele). As a result, low-income, immigrant, and vulnerable groups as well as existing small business-owners are subject to heightening displacement pressures. This report documents and examines the challenges being faced by this evolving community. It begins with a brief discussion of the context and history of Davenport and a review of relevant literature to define key change indicators and provide a theoretical basis for the sections that follow. Next, findings from the quantitative research, literature review, and key informant interviews are presented through a neighbourhood change analysis, which includes a high-level summary of results; an examination of local planning projects and studies (serving as catalysts or inhibitors of change); an analysis of population, household, and income change over time (both area-wide and by census tract); and an investigation of development pressures and commercial change. Following this, critical community assets are identified and mapped. Finally, interview responses are engaged along with a scan of other jurisdictions to inform strategy recommendations that can be used to mobilize community resources and build capacity in the face of local gentrification. The report concludes by identifying limitations and setting out future directions.
