Staff Reports and Other Business 8.1 CAO Verbal Update 8.2 Information Report - Recreation Services Manager June Update 29 - 31 8.3 Information Report - 2017 First Quarter Financials - PVUS 32 - 47 Services 8.4 Request for Decision - Pemberton Youth Centre Short-Term 48 - 50 Borrowing for Renovations THAT it be recommended to the Regional Board: THAT the Squamish-Lillooet Regional District 2017-2021 Financial Plan be amended to increase the Pemberton Youth Centre building improvements cost and the corresponding 5 year short-term borrowing loan to be $43,100 in the next amendment of the Plan; THAT a total amount not to exceed $43,100 (forty-three thousand, one hundred dollars), as approved in the Squamish-Lillooet Regional District 2017 – 2021 Financial Plan Bylaw 1518-2017 as amended, be borrowed from the Municipal Finance Authority (MFA) for a maximum of 5 (five) years under section 403 of the Local Government Act to finance the Pemberton Youth Centre building improvements. Repayment of the principal portions of debt will be made annually, in accordance with the 5-year financial plan. Interest will be paid monthly as required by the MFA. There are no rights of Page 2 of 111 Item Item of Business and Page Number Page renewal after five years; and THAT the Chair and/or the CAO be authorized to sign all of the corresponding documentation with respect to the 5-year loan from the MFA for the Pemberton Youth Centre building improvements. 8.5 Request for Decision - Pemberton and District Recreation 51 - 64 Services Fees and Charges Bylaw No. 1530-2017 THAT it be recommended to the Regional Board: 1. THAT Bylaw No. 1530-2017, cited as “Squamish-Lillooet Regional District Pemberton and District Recreation Service Fees and Charges Bylaw No.1530-2017” be introduced, and read a first, second, and third time. 2. THAT Bylaw No. 1530-2017, cited as “Squamish-Lillooet Regional District Pemberton and District Recreation Service Fees and Charges Bylaw No. 1530-2017” be adopted. 8.6 Request for Decision - Adoption of Riverside Wetlands / 65 - 93 Ském’em Community Park Management Plan THAT it be recommended to the Regional Board: THAT the Riverside Wetlands/Ském’em Community Park Management Plan as attached to this Request for Decision be adopted. THAT a Crown land application be submitted to the BC Ministry of Forests, Lands and Natural Resource Operations for a nominal rent tenure or license of occupation for a community park over the lands known and described as: Riverside Wetlands/Ském’em Community Park: 10 M south of the SE corner of DL 5546; then 715 M west, then following the natural boundary of the Lillooet River downstream to return to the point of commencement. 8.7 Pemberton Soccer Field Update (Village of Pemberton) 8.8 Recreation Service Delivery Discussion 9. Correspondence for Action 10.1 Request for Funding - Boomerang Bags Pemberton Project 94 - 99 (2:15 PM; Presented by Frances Dickinson, Chief Administrator, Boomerang Bags Pemberton) Boomerang Bags Pemberton requests $930 from the Pemberton and District Community Fund to fund monthly meeting space at the Pemberton and District Community Centre to cut and sew Page 3 of 111 Item Item of Business and Page Number Page Boomerang bags, etc. 10.2 Request for Funding - Stewardship Pemberton Society - 100 - 109 Crabapple Project (2:15 PM: Presented by Dawn Johnson, Executive Director, Stewardship Pemberton Society) The Pemberton Stewardship Society requests approximately $1,700 from the Pemberton Community and District Fund for the use of the community kitchen at the Pemberton Community Centre to process crabapples. 10.3 Request for Funding - Pemberton Grad 2017 - Sound 110 - 111 Equipment Pemberton Grad 2017 requests $102 from the Pemberton and District Community Fund for rental fees for the use of the sound system owned by the Pemberton Recreation Services for their Pemberton prom event. 11. May 30, 2017 PLAN-Y WELLNESS DIRECTORY - REQUEST FOR ADMINISTRATIVE MANAGEMENT Introduction: PLAN-Y.ca is a web-based Wellness Directory of local and other services and support designed for youth of the Pemberton, Lílwat� Nation, Lower Lakes, Squamish-Lillooet Regional District Area C, and N’Quatqua communities. PLAN-Y.ca acts like a “mobile application” for a smartphone or device, but can be used on computer. Being online, it replaces paper directories. Plan-Y is built on the commonly-used WordPress platform. Plan-Y was developed by Denim & Steel, a Vancouver company who designed NSYouth.ca for the three municipalities of the North Shore; the City of North Vancouver allowed us to use NSYouth.ca as the model for Plan-Y. Rollout to Youth: Plan-Y.ca was introduced to Pemberton Secondary School in May. 18 leadership students at PSS demonstrated it to 290 of their student peers during 13 Home Room classes on May 11th. Feedback was very positive! There are plans to roll out to students at Xet’olacw and Skatin community schools as well. The goal of the Pemberton Local Action Team is that all youth in our community have Plan-y.ca bookmarked on their devices and/or smartphones and know how to use it; it is easy to navigate. It is a great resource for service providers and others in the community as well. Plan-Y was funded by the Pemberton Local Action Team (LAT) as part of the Child and Youth Mental Health and Substance Use Collaborative (CYMHSU). The CYMHSU is funded in partnership by Doctors of BC and the BC Government, and is funded for the 2017 year, but not beyond.
