Tridharma Ujung No.1 Kampus USU, Medan, Indonesia 2Center of Excellence for Natural Resources-Based Technology, Mangrove and Bio-Resources Group Universitas Sumatera Utara, Medan, Indonesia Keywords: Mangrove Forests, Carbon Stock, NDVI, Landsat 8 Abstract: Wildlife reserve of KarangGading dan Langkat Timur Laut (KGLTL) in North Sumatra Province is conservation forest area where mangrove forest is the dominant type of land cover. Mangrove forest is important ecosystem because mangrove have rich-carbon stock, most carbon-rich forest among ecosystems of tropical forest. This research was based on the lack of information on the carbon stock distribution in Wildlife reserve of KGLTL. The objective of this study was to formulate the mangrove above ground carbon stock estimation model using landsat 8 satellite imagery, as well as to develop a carbon stock distribution map based on the selected model. The study found that the normalize different vegetation index(NDVI) has a considerably high correlation with the above ground carbon is 0.8280. On the basis of the values of aggregation deviation, mean deviation, bias, root mean square error, paired sample t test, and R², the best model for estimating the mangrove above ground carbon is -172.00 + 552.89 NDVI with the R² value of 68.48%. Potency of above ground carbon in Wildlife reserve of KGLTL is 10.71 to 122.10 ton per ha. -

The purposes of this study were to identify the potency of citrus farming and to recommend citrus seeding development policy in North Sumatra Province. The method used in this study was desk study, and secondary data was analyzing descriptively. Citrus seeding is one of the keys to the success of citrus farming. North Sumatra Province is one of the centers for citrus development in Indonesia. The seed is one of the keys to the success of farming. Currently, citrus development in North Sumatra is still constrained by the availability of seeds. Only a few proportions of the seeds that are currently used by farmers were from local breeders and usually carried out if there was a government program. The shortage of citrus seeds came from outside of North Sumatra Province as the Bangkinang citrus variety which is parent stock source was not guaranteed. -

THE EFFECT OF CONSUMPTION AND THE LABOUR FORCE PARTICIPATION RATE (LFPR) ON ECONOMIC GROWTH IN NORTH SUMATERA PROVINCE Indra Maipita Faculty of Economics Universitas Negeri Medan Email: [email protected] Abstract North Sumatera Provincial Government in implementing regional autonomy and fiscal decentralization policies has tried to implement it based on the needs of each district/city so that a prosperous society is created. The prosperity achieved is not only reflected in high economic growth but is also supported by the fulfillment of realizable consumption needs and the abundant availability of reliable human resources. This study discusses the effect of two variables contained in fiscal decentralization, the level of public consumption and labor absorption on economic growth in North Sumatra. The method used by researchers is regression using panel data (pooled data) or called the panel data regression model. The estimation results show the regression coefficient of the CONS variable is -0.185883. This means that with each increase in CONS by 1 percent, economic growth will decrease by 0.18 percent and vice versa. The effect of the CONS variable on EG is negative and significant at the 95 percent confidence level and the estimation results show the regression coefficient of the Labour Force Participation Rate (LFPR) variable of 0.442641. This means that for each increase in LFPR by 1 percent, economic growth will increase by 0.44 percent and vice versa. The research method used is normative legal research (juridical normative), juridical sociology, and empirical to find the truth related to the enforcement of SME licensing laws that have been stipulated in the regulations. Result of this study, the process for obtaining SME licensing in North Sumatra has been regulated through the One-Stop Integrated Licensing Service Agency based on the Minister of Home Affairs Regulation followed by Governor, Regent, and Mayor regulations through regional regulations. In the implementation, it will be carried out using technology systems and facilities or still manual. From the actual conditions, licensing services are still problematic so that to achieve the goal of law enforcement in empowering the people's economy or even to improve the economy of the community is not yet optimal, because the implementation of regulations has not been implemented properly and correctly so that the people applying for permits still have difficulty obtaining business licenses. From the results of the delegation of the authority of the regional head to the BPPTSP, it has not been fully implemented, there are still other offices that accept delegations so that permit applicants find it difficult and convoluted and their implementation overlaps in the difficult bureaucracy, finally the timeliness and expenditure of costs are not as expected. -

DOKUMENTASI ARTIKEL DAN BERITA LINGKUNGAN HIDUP SURAT KABAR : JAKARTA POST EDISI : 4 /MARET/2014 SUBYEK : KEBAKARAN HUTAN Companies investigated over forest fires in Riau The Riau Police are looking for companies or financiers believed to have hired farmers and residents to clear trees by fire. “We are searching for the financiers,” Riau Police chief Brig. Gen. Condro Kirono told the media at a coordinated meeting at the Riau Haze Disaster Mitigation command post at Roesmin Nurjadin Air Base in Pekanbaru on Monday. He said the police had also instructed residents, especially those living in areas prone to forest fires, not to clear land by burning. The measure, added Condro, was expected to raise awareness of the health hazards from haze as a result of forest and peatland fires. The Riau Police earlier named 40 suspects implicated in forest and peatland fires in various regencies and cities across the province. “They were caught and immediately named suspects over the past few weeks,” said Riau Forest Fire Task Force leader Sr. Comr. Estuning. Estuning added that the police were investigating 31 forest and peatland fires in a number of regencies and municipalities in Riau. On Saturday, Coordinating People’s Welfare Minister Agung Laksono said that local and Singaporean companies were responsible for the haze plaguing Sumatra. Singapore responded to Agung’s statement by demanding to know the names of the Singaporean companies or individuals and the evidence against them.Meanwhile in Jambi, 17 hotspots were detected on Monday, four of them in Batanghari regency, three in West Tanjungjabung, six in East Tanjungjabung and two each in Muarojambi and Tebo. -

Prior to the enactment of regional autonomy, the financial resources of local or regional governments depended on the central financial capacity to be allocated in the form of allowances and financial assistance for regions to finance development and positions in regional government. With regional autonomy, it is hoped that regional governments should be freer in managing their own finances and more efficient in managing their own financial resources. A significant difference in the achievement of regional government financial performance after autonomy is enacted / implemented. This study uses a research sample in the local government in North Sumatra Province, using the Paired T-Test statistical method. Keywords – Financial Performance, Autonomy. I. INTRODUCTION The economic crisis that hit Indonesia in early 1996 and reached its peak in 1997 prompted a strong desire from the central government to relinquish some of the financial management authority to the regions and it was hoped that the regions could finance development activities and community services on the basis of their own financial capabilities. In other words, the decline in overall state revenue has prompted the emergence of initiatives to grant economic status to autonomous regions as stipulated in Law Number 5 of 1974 as the designation for Provincial / City District Governments in the pre-regional autonomy era. -

This study aims to determine the series of traditional wedding reception in North Padang Lawas and the factors of traditional wedding reception as a choice for the people of North Padang Lawas. This research uses descriptive qualitative analysis method. The research data were obtained through interviews and subsequent observations of reading literature relating to the problem and background of the study. Based on the findings in the field and discussion of customary wedding receptions as the choice of the northern Padang people: their implementation in the home of the groom's parents. The ceremony consists of a meeting for the bride 's pick-up, the arrival of the bride, a large deliberation, preparation for a large reception beginning with flags, pitching camp, traditional animal cages, to making decorations in front of the house, gondang group bookings, the implementation of the reception begins with a ceremony to use the ceremony traditional clothes, many traditional animals, activate traditional music and the bride's family pickup, deliberation on giving names, traditional dances, departure and return to the place of greatness to the appearance of traditional treats. -

The problem in this research is to analyze the needs and potential contained therein. The data used is primary data that have been obtained to do data entry based on the guidance obtained from the actors concerned. There is a transfer in the form of qualitative data into quantitative measurement techniques reference instrument activities. From the results of this study indicate that the need for dry printing machines to improve fast results, finding the market for normal prices as well as regular coaching for good unity that will make the industry more competitive. Introduction Social economic community is one of the most valuable things to be able to improve the results of community empowerment to obtain the quality of development. DACREA PREFACE The feasibility reports emanating from the Medan Urban Development, Housing, Water Supply and Sanitation Project were submitted in draft form to the Government of Indonesia (GOI) in February 1980. These reports, together with the earlier master plan reports, were reviewed by GOI in July 1980 and discussed with the Consultant at a series of meetings at that time. The outcome of this review process was that certain changes in content and format were agreed. These changes have been incorporated into the final printed reports. A result of adopting the new guidelines provided by GOI is that differences occur between the Repelita III investments proposed in the master plan studies and those contained in the first stage program recommendations. The latter incorporate the final adjustments and represent the recommended program for Repelita III.
