City Commission Meeting City Hall Commission Chambers Monday, April 16, 2018 7:00 p.m. MEETING #5095 Warrior Project – Biogas Facility Ribbon Cutting DODGE CITY, Ks. — The City of Dodge City is set to host a ribbon cutting celebrating the completion of the Warrior Project Biogas Facility on Saturday, April 14, 2018 at 10:30 am. The ribbon cutting will take place at the project site located at 11079 Warrior Road, Dodge City, Kansas and a reception will follow at Museum in the Long Branch Saloon. In 1984; the City of Dodge City’s South Wastewater Treatment Plant was completed, with an expansion project completed in 2004. The wastewater treatment plant is a non-discharging facility that treats 5.7 million gallons of waste water a day. Wastewater to the plant comes from National Beef Packing and municipal waste. An anaerobic digestion process produces raw biogas at an average rate of 1.6 million cubic feet of biogas per day. “That number can rise to over 2.25 million cubic feet of biogas per day in the summer months,” said Ray Slattery, Director of Engineering for the City of Dodge City. “For the past 14 years since the completion of an expansion project, City staff has been looking for ways to utilize the raw bio-gas the plant creates.” Utilizing the by-product from the water treatment plant for useful means has the potential to produce revenue as well as cut City expenses, Slattery said. In March 2016, two years after first requesting proposals for biogas reuse, the City of Dodge City selected Eco-Engineers to spearhead the project. During that same month Jacobs, formerly known as CH2m Hill and the operators of the City’s waste water treatment plants, agreed to operate the Warrior Biogas Reuse Project. When a final agreement could not be made with Eco-Engineers due to guarantee issues the City cut ties and decided to take on the project on its own. Since then, many agreements have been made ranging from design and construction to the marketing and sale of the purified biogas. Construction of the plant started in August 2017. As of February 2018, the facility started producing pipeline quality biomethane to be sold as a transportation fuel. “The potential the Warrior project brings will be an immense benefit to our community as a whole,” said Cherise Tieben, City Manager for the City of Dodge City. “The revenue generated will help pay down existing debt, go towards deferred maintenance of infrastructure and help fund future capital improvement projects. As well as being another way for Dodge City to utilize resources in an effort to further our stewardship of the environment.” There will be a short ceremony at the Biogas Facility site prior to the ribbon cutting. Come out and hear from the companies involved with the project, local legislators, and staff. Short tours will also be available for the public to learn more about the facility.

Be sure to allow for a minimum of 15 minutes to get to the site. This time is an estimate based on travel time from City Hall to the facility. Directions to the Biogas Facility site: From the 4 Way Stop intersection of US 283 & US 56/400 at the south edge of Dodge City, proceed south 9 miles to Warrior Rd. Turn Right onto Warrior Rd. Go west approximately 1/3 of a mile to the Warrior Project location on the south side of the road. The address of the plant is 11079 Warrior Rd., Dodge City, Ks. From Western Plains Medical Complex The winner for the 2018 Mercy Award is Bob Schuette!

“At Western Plains, we share LifePoint’s commitment to making communities healthier, and we recognize this is supported by the good work and service of our employees both on and off the job,” said Kerry Tirman, CEO. “We are extremely proud to recognize Bob for his efforts on behalf of our patients and our community. He goes above and beyond each and every day to ensure that every person he encounters receives the highest level of care and compassion.”

Bob truly embodies LifePoint’s mission of Making Communities Healthier. He actively participates in several community service activities, especially when it comes to activities sponsored by Western Plains. Every year, he walks in the annual Dodge City Days Parade and Parade of Lights; often times, he ends up well behind the float because he stops and visits with several people during the route. Bob graciously volunteers his time to help out with hospital community activities, and always does so with a smile on his face.

At the hospital, Bob is often the first person people see when they arrive to the hospital. He greets every patient with a smile and treats them with courtesy and respect no matter who they are. Every person that Bob interacts with is the most important person to him. Even when his work shift is complete he can still be seen helping other employees, patients and visitors. Often times, Bob is seen showing respect to so many patients and their families by attending funerals throughout the community.

Recently, while Bob was working the night shift, a person traveling through Dodge City came to the ED as a result of being physically attacked. The patient had no place to go afterwards, so Bob took him under his wings. Bob arranged for a taxi (which he paid for himself) to pick up the patient and take him to a local hotel. Bob even made sure the patient had something to eat. The next day Bob worked with Administration to purchase a bus ticket so the patient could get home safe. Bob took the patient to get breakfast of McDonald’s until the bus arrived. This is just one example of how Bob goes above and beyond, but Bob has been seen paying for numerous taxi rides out of his own pocket when patients have no other means of transportation. Last Christmas, several angels from the Salvation Army Angel Tree turned up unexpectedly the day they were due. Bob took the remaining angels and purchased gifts that same day even though he had already filled several angel stockings.

When he’s not at the hospital, Bob is active in the community and his parish. He’s a volunteer little- league baseball coach at the Dodge City YMCA and participates in the Dodge City Tournament of Champions Basketball tournament as a team host. Bob is very active in parish, Our Lady of Guadalupe, Sacred Heart Cathedral Catholic School and can be seen volunteering his time for maintenance projects at both facilities. Bob was very instrumental in the Diocesan Vibrant Ministry Program where he had to schedule house visits with parishioners to discuss the fund raising campaign. Bob is also active in Knights of Columbus and works with the Tootsie Roll program that benefits Special Olympics and Arrowhead West in Dodge City.

His genuine compassion, exemplary service to Western Plains and the community make him the perfect recipient for the Mercy Award.

Each hospital winner, including Bob, will be considered for LifePoint’s 2018 company-wide Mercy Award. The company-wide winner will be announced this summer and will be honored at a special celebration in Nashville, Tenn., in August, along with all other hospital winners.

The Dodge City Convention and Visitors Bureau is pleased to announce the third year of availability for funding for the City Departments’ Marketing Grant.
