This logbook has been designed to help you progress along the Officials Pathway from Level 1 to 3. It will initially enable you to My Athletics Portal document your officiating experiences as you work your way along the officials’ pathway starting with Level 1. https://myathletics.uka.org.uk/portal/members/Login/ As you will see from the pathway below, there is additional dedication, commitment and knowledge required to officiate at Levels 2 and 3. Other Officials might act in a capacity of a “mentor”. Please feel free to detail those mentoring sessions or occasions that you benefit from. As you work towards Level 3 evidence of mentoring is required.

If you would like to develop your officiating further, do get in touch with your Home Country Athletics Federations (HCAFs) and UKA (UK Athletics) should you require any further support. Their details are at the end of this logbook. Full details of the roles of officials and the full range of qualifications can be found in Appendices in the UKA rule book.

The pathway to becoming an Athletics Technical Official.

There are two starting points to becoming a Technical Official. Volunteers can either start by doing the Assistant Officials award, or Officials Level 1 award.

The tiered structure for Officiating and the level they are likely to operate at looks like this:

3 4 HOW DO I QUALIFY? HOW DO I QUALIFY?

Now that you have completed the Level 1 Discipline Specific Course, you should complete the following actions to become a licensed 5. Once you have undertaken the minimum 4 meetings, send the application form (available in the post course resources Technical Official: and on the UKA website) preferably via email to your HCAF. Do ensure your personal details are on the form. Provided all is satisfactory they will update your record to show you 1. Arrange to get your police records check done as instructed by your HCAF. have completed the award. A licence will be issued within 4-6 weeks provided your police records check has been received and is satisfactory, and you have supplied a passport photograph. For individuals in England and Wales you can do this through your ‘My Athletics Portal - https://myathletics.uka.org.uk/portal/members/ Login/ In the personal details box you will see a line for DBS and this will allow you to complete the DBS process if it needs to be completed. Continue to officiate and record your experience – this will contribute to you progressing to the next level. 2. Complete a Health and Safety Course. These are now available to complete online.

Go to https://athleticshub.co.uk and login (login is the same as for your My Athletics Portal). Click on the Qualifications and CPD tab. Then in the course search box select ‘Online Health and Safety Course’ from the drop down menu and click Book now.

3. Arrange to officiate at some athletics meetings where you can be supported by licensed Technical Officials.

Wales - please go to the following website; www.welshathletics.org/en/page/official-s-resources then scroll down to Event Availablity and complete the availablity form. Scotland - please go to https://www.scottishathletics.org.uk/officials/officials-availability/ and complete the form on this page. Northern Ireland - for help with finding events to gain competition experience please email [email protected].

You will need to officiate at aminimum of four meetings under the supervision of a qualified licensed official and undertake the following:

Track Judge Judge and umpire a range of differing events at 4 track meetings Timekeeper Time a range of differing distances and places at 4 track meetings Starter / Starter’s Assistant To qualify as a starter/starters’ assistant you must have had 4 experiences in each role either for a complete meeting or a substantial part of a meeting. You cannot qualify as a Starter without also being a Starters’ Assistant Starter’s Assistant Act as a Starters’ Assistant at 4 meetings Field Judge Ensure you judge a variety of field events undertaking differing roles (e.g. zero end of tape, pull through, call up) at a minimum of 4 meetings. These must include vertical and horizon- tal jumps, long throws and shot Photo Finish Work as a member of a Photo Finish team at 4 meetings Race Walk Judge Shadow or work under the supervision of a qualified official at a minimum of 4 meetings/ events at least 1 of which must be an “A” race under full IAAF rules. They may be on the track or road

4. After each meeting document the events and roles you undertook whilst officiating and name the Officials who supported you. You may wish to note down some key learning that will help you do something better next time or, something that you should do again as you did it very well but that is not compulsory at Level 1. The Record of Experience form is where that can be done. The record of experience can also be completed electronically in your ‘My Athletics portal’ and can be exported to be submitted with your application for accreditation. Once logged in the Record of Experience tab can be found in the left hand navigation panel towards the bottom of the page. These questions must be submitted for assessment. In most cases your tutor will assess your Level 2 questions. If your tutor is prepared to mark your questions they will let you know at your course. If your tutor has not offered to mark your Receive licence to Officiate questions you should contact your HCAF using the email addresses below. If you are still unsure of who will assess your LEVEL 1 questions then please contact your HCAF using the email addresses below.

You will need to achieve 75% to successfully complete the questions. If this is not achieved you will be able to receive feedback, review and then resubmit the questions for assessment.

Mentoring & Supported Practice

Individuals learn to officiate in different ways. For this reason, Mentoring is a requirement of the Level 3 accreditation.

Your mentor (or mentors) should be someone that you can trust and someone who is committed to helping you to develop as an official. It is important that, in addition to helping you to improve your knowledge as an official, your mentor also listens to you and respects your opinion and is able to help you to plan your own development.

To qualify as a Level 2 (County) Official you need to:

1. Have obtained an officials’ licence (which requires an enhanced Police Records Disclosure check) 2. Complete the Record of Experience form in detail for at least 10 meetings in your chosen discipline (of which 4 may have already been submitted for level 1). A minimum of 6 of these must have been completed after attending the Level 1 course. 3. Have one positive report completed by an official in the same discipline who has been Level 3 or above for at least 2 years. For field judges this must include working on a long throw and showing understanding of the long throws proto- col. Discipline specific report forms can be found on the UKA website. 4. Complete the questions on your discipline which you will find on the UKA website. There is no reason why you should not discuss your answers with other officials, including your mentor. These questions are here to help you to devel- op as an official and you will need to use your rule book when answering them. They will need to be assessed by an appointed assessor who will also assess the Record of Experience. The required pass mark for the questions is 75%. If you do not achieve this you will receive feedback. You can then review the questions and resubmit for assessment.
