The Board shall be called the "BRITISH AMATEUR ATHLETIC BOARD" and shall bfc composed of the Amateur Athletic Association, the Northern Ireland Amateur Athletic Association, the Scottish Amateur Athletic Association and the Welsh Amateur Athletic Association, the Women's Amateur Athletic Association, the Northern Ireland Women's Amateur Athletic Association, the Scottish Women's Amateur Athletic Association and the Welsh Women's Amateur Athletic Association. Throughout these rules, tie phrase "the Associations" means the Bodies enumerated above. OBJECTS 2. The objects of the Board shall be:~ (i) To encourage, promote and control international Amateur Athletics in the United Kingdom of Great Britain and Northern Ireland. (ii) To promote and control International Athletic matches and competitions in the United Kingdom and elsewhere. (iii) To select competitors to represent the United Kingdom in International matches and competitions and manage any team of competitors so selected. (iv) To affiliate to the International Amateur Athletic Federation, as the governing Athletic Association for the United Kingdom of Great Britain and Northern Ireland. (v) To secure, as far as practical, a uniform policy in all matters affecting the administration and development of athletics in the United Kingdom, and to that end to co-operate with the Associations and, where appropriate,to accept responsibility for carrying out any functions which may be transferred on terms to be agreed between the Association concerned and the Board. REPRESENTATION J. (i) The Council of the Board shall consist of:- SIX representatives from the Amateur Athletic Association; TWO representatives from the Northern Ireland Amateur Athletic Association; THREE representatives from the Scottish Amateur Athletic Association; TWO representatives from the Welsh Amateur Athletic Association; THREE representatives from the Women's Amateur Athletic Association; ONE representative from the Northern Ireland Women's Amateur Athletic Association; ONE representative from the Scottish Women's Amateur Athletic Association; ONE representative from the Welsh Women's Amateur Athletic Association; ONE representative from the Men's International athletes; ONE representative from the Women's International athletes. It is recommended that the representatives appointed by the Women's Associations should be women. (ii) Each Association shall pay an annual subscription at the rate of £10.00 per Representative Member. (iii) The Honorary Secretary of each of the Associations shall forward to the Secretary of the Board 14 days before each Annual General Meeting the names of the Members so nominated. Each Association shall be at liberty to change any of its representatives at any time, but it is recommended that, as far as possible, representatives should be re-appointed during the four years between the Olympic Games. In the case of the two members representing the International Athletes , the Secretary shall arrange that any athlete who has received full International Colours during the period of the two previous financial years shall receive a voting paper at least one month before the Annual General Meeting, which paper shall be returned withing fourteen days. The men athletes may vote only for the men's representative and the womeii athletes for the women's representative. 8 OFFICERS OF THE BOARD, ETC. 4- (i) The Officers of the Board, shall consist of a President, not more than sit I Life Vice-Presidents, a Chairman, Honorary Secretary and Honorary Treasurer, and, if so decided by the Council, an Assistant Honorary Secretary and Assistant Honorary Treasurer. (ii) The Chairman (who shall not normally hold office for more than four years), Honorary Secretary and Honorary Treasurer, shall be elected at each Annual General Meeting, and shall hold office until a successor is appointed. Life Vice-Presidents shall be appointed at an Annual General Meeting. (iii) The Council may appoint annually an Assistant Honorary Secretary and an Assistant Honorary Treasurer and such honorary secretaries of sub- committees as the Council may from time to time require. These appointments will normally be made at the first meeting of the Council following the Annual General Meeting. (iv) The Life Vice-Presidents, Chairman, Honorary Secretary and Honorary Treasurer shall have no voting powers under the provisions of Rule 6, save that the Chairman shall possess a casting vote. Any representative member who is appointed to any of these posts shall cease to be a representative member. (v) Any representative member appointed as either Honorary Assistant Secretary or Honorary Assistant Treasurer, shall retain his right to vote under Rule 6. (vi) The Council shall have power to co-opt annually, or to invite the attendance at any particular meeting, anyone whose attendance or services the Council requires. Such person shall not have any voting power. MEETINGS 5. There shall be a minimum of three meetings of the Council annually, such meetings may be summoned at the discretion of the Secretary or within 28 days of a written requisition signed on behalf of two of the Associations accompanied by a copy of the proposals for discussion. Each representative shall receive at least 21 days' notice of any meeting. No report of any meeting of the Council shall be issued to the Press unless it is approved, or signed by the Secretary or, in his absence, by the Chairman. QUORUM AND VOTING 6. At all meetings of the Council ten shall form a quorum. Each representative present shall be entitled to exercise one vote, and a representative of any Associ- ation present may exercise by proxy, if so authorised in writing by the Association concerned, the vote of any representative not present at the meeting. MINUTES 7. The Secretary shall keep a record of all business transacted and matters decided upon at meetings of the Council,and a copy of the Minutes shall be transmitted to the Secretary of each Association for the information of its General Committee. DUTIES 8. The duties of the Council shall be:- (i) To control finance and issue to all Associations as soon as possible after the end of each financial year a duly audited financial statement made up to the Jlst March in each year. (ii) To promote International Matches and Competitions. (in) To select competitors to represent the United Kingdom and manage tRamn of competitors so selected. (iv) To superintend the exchange of visits between British and foreign athletes and clubs. (v) To admit as Associate Members, without votes, Overseas Clubs and Associations. 9 (vi) To appoint representatives to attend, meetings of the International Amateur Athletic Federation.
