2014-2015 A COMPREHENSIVE PLAN The Midland City Council held a retreat in March 2014 to refine its strategic vision in light of Midland’s rapid growth. This growth is expected to cause Midland’s population to swell to 200,000 sometime in the next 20 years. In addition to strategic initiatives, a road map to guide comprehensive planning was adopted by the City Council to reflect the needs of our growing community. Staff will work under the direction of Council to implement the plan to improve quality of life and prepare for future needs of the City of Midland. THE ROAD MAP PRESENTED INCLUDED THE FOLLOWING AFFIRMATIONS: 1. Areas of potential growth are expected to happen outside of Loop 250 as our populations grows toward 200,000. Areas of high density are expected to remain within Loop 250. 2. City boundaries are expected to grow with development. Strategic annexations will allow City Council to manage growth as the city expands from its current limits of 73.7 square miles to an expected 120.1 square miles. Strategic initiatives 3.
