Wendron Parish Council WENDRON PARISH COUNCIL TENDER FOR THE MAINTENANCE OF PUBLIC FOOTPATHS Introduction Under the Local Maintenance Partnership Scheme, Wendron Parish Council undertakes to maintain the Public Rights of Way within the Parish. There are 13.561km of paths classified as Gold and 67.927km of paths classified as Silver All Gold paths should be cut once a year: 7.235km of them should be cut twice All Silver Paths should be cut once a year. There are 24 stiles which should be cut back once a year: 8 of those stiles are cut a second time In the year 2017/2018 Wendron Parish Council cut • 12.812km of Gold Paths once and 6.985km a second time • 63.39km of Silver Paths • 24 stiles were cut once and 8 of them cut a second time Conditions 1. All clearance work is to be carried out to the satisfaction of Wendron Parish Council 2. The full width and sides of banks of footpaths shall be cleared by lopping, cutting and clearing vegetation and obstructions. Any growth from the top of the banks which may cause obstruction to the footpath shall also be cleared. A clear height of at least 2 metres is to be maintained over the width of the path. Footpaths shall be cleared as follows (these are minimum dimensions):- Track 1 metre either side of centreline of track Field edge 1.5 metres away from field edge Across open field 1 metre width Height 2 metres Bridleways should be cleared to a width of 2.5 metres and to a height of 3.5 metres 3. All trimmings and fallen debris shall be gathered tidily to either side of the path so as not to cause any obstruction. Particular care should be taken to ensure that water courses are not blocked by debris and that all natural drainage is also clear of cuttings 4. Japanese Knotweed must not be flailed or mown. Cutting with sharp hooks or slashers is recommended. The Clerk must be notified of the location of knotweed. (It is an offence under the Wildlife and Countryside Act, 1981 if you cause Japanese Knotweed to spread) 5. Hand tools and suitable machinery may be used. No chemicals are to be used for clearing purposes unless specifically authorised in advance by the Parish Council in writing. 6. Clearance shall not start before May 1, 2018 and the first cut should be completed by the end of July. The contract is to be completed by February 1, 2019 unless otherwise agreed. 7. Payment will be made upon completion of each phase of the work following submission of a time sheet detailing simply the date of the cut or minor works and the hours spent. This time- sheet will be provided by the Parish Council. A check may be made by a member of the Parish Council prior to payment. 8. All contractors must have public liability insurance up to a minimum £5,000,000 (£5M). A copy of the insurance schedule is to be enclosed with the tender as verification. 9. Contractors are reminded that vehicular access to footpaths for the purpose of maintenance work is usually on private property and permission should be sought from landowners prior to using the vehicle. 10. Additional work as specified by the Clerk must be completed within fourteen days. 11. Wendron Parish Council requires one month’s notice from a contractor should he/she wish to cease working for the Council. Similarly Wendron Parish Council reserves the right to serve one month’s notice on a contractor for which the reasons will be explained at the time. 12. Maps showing the exact line of Gold and Silver paths (including those Gold Paths which should be cut twice) will be supplied by the Clerk on the award of the contract. All rights reserved. Cornwall County Council 100019590, 2008. Location Upland plateau located south of Redruth/Camborne. Designations AONB on the very southern fringes [LDUs 163, 164]; 3 separate WHS in LDUs 163, 168, 258; LDU 258 has SSSI; 2 LDU have SMs and 3 LDUs have CGS. Description The area is an elevated undulating granite plateau with outcrops in places and incised by stream valleys towards the edge. It is boggy in places and the soils are impoverished and humic. The area is open and exposed with few trees on the tops although there are some limited broadleaved plantations in the valley heads and bottoms. The field pattern varies from small fields within a medieval landscape of Anciently Enclosed Land around the fringes of the upland, bounded by sinuous Cornish hedges or hedgerows, to more recent enclosure of former rough ground into strongly rectilinear field patterns. Some areas of rough ground survive. The land is mainly down to permanent pasture with some rough grazing. The heath and wetland habitats are small and fragmented but most link along the stream valleys to form valuable ecological corridors. Some fields are being invaded by scrub. The settlement pattern is of dispersed farmsteads and small clusters of modest cottages, single or in terraces, in former industrial areas. There are also some larger industrial settlements such as Troon, Beacon and Pengegon, based primarily on terraces. Mining (tin and copper) and quarrying have been of major importance in the area in the past.

This charter is confirmed in substance by a note in the custumal of Otterton Priory that the church had by gift of Count Robert 2 plough lands in TREMAINE 3 in Traboe 3 in Lesneage 2 in Tregevas and 2 in Carvallack besides pasture for all their beasts ( i.e. on Goonhilly) CORNISH MANORS.     Cornwall Council Preliminary Flood Risk Assessment ANNEX 5 – Chronology of Major Flood Events in Cornwall June 2011 1800 – 1899 A storm caused coastal flooding affecting a number of communities along the south coast on 19-20 January 1817. Polperro harbour was destroyed by this storm and Looe was badly damaged. Truro suffered from numerous flooding events during the 1800s (1811, 1815, 1818, 1838, 1841, 1844, 1846, 1848 (twice), 1869, 1875, 1880, 1882 (twice), 1885, 1894 and 1899). These were usually associated with high river flows coinciding with high tides. Known as the Great Flood of 16 July 1847, due to an intense rainstorm event on Davidstow Moor water collected in the valley and forced a passage of water down the Camel and Inney. Bodmin - Dunmere Valley and the whole area below Dunmere Hill was flooded by the River Camel. Dunmere Bridge was washed away as was the new 40 feet (12 m) high railway bridge. At St. Breward, bridges from Gam Bridge to Dunmere were washed away by a wall of water 12 to 18 feet (3.5-5.5 m) above normal along the River Camel. The devastating floods that swept down from Davidstow Moor washed away all but two of the bridges along the River Camel - Wadebridge and Helland being the only survivors. Serious flooding occurred in Par and St Blazey in November 1852. November 1875 saw heavy rain resulting in serious flooding in Bude, Camelford, Polmorla, Hayle, St Just, Penzance and Truro. Extreme rainfall in October 1880 resulted in serious flooding in both Bodmin and Truro. High tides at the end of September and early October 1882 resulted in flooding in Boscastle, Truro, Wadebridge and Padstow.
