Sam Rainsy asked Cambodian farmers to turn to the system of rice intensification planting technique. Opposition leader Sam Rainsy did not remain still during his forced exile from the lawsuits initiated y the against him by the Cambodian government. During the Cambodian New Year celebration, from France, Sam Rainsy called on Cambodian farmers – who in the past had to rely entirely on nature to bring in rain water – to turn to the system of rice intensification (SRI) planting technique instead. The SRI is a modified rice planting technique which requires the selection the proper type of rice plant and the proper use of fertilizer in order to produce high crop yield. In his letter dated 11 April, Sam Rainsy claimed that the SRP, his party, is paying great attention to the training of a new farming technique to the farmers in the entire country so that they may obtain high crop yield, and the SRP is also looking for market for the farmers so that they may sell their crops at a reasonable price. In doing so, Sam Rainsy claimed that the SRP would raise and ease the livelihood of Cambodian farmers. Yang Saing Koma, director of the CEDAC NGO, commented that Sam Rainsy’s appeal was correct and that it will push Cambodian farmers to pay attention the SRI. Yang Saing Koa explained that the change from a farming technique that depends on nature to the SRI farming technique will only bring benefit to the Cambodian farmers. • Armed Conflicts Report - Cambodia
Armed Conflicts Report - Cambodia Armed Conflicts Report Cambodia (1978 - first combat deaths) Almost a decade after the 1991 Paris Peace Accords mapped out a peace process for Cambodia, the country has been removed from the list of armed conflicts because both years 2000 and 1999 saw fewer than 25 deaths arising from political conflict. The recent disbandment of the Khmer Rouge and a beginning to demobilization of government troops reinforced the relative peace. Summary Type of Conflict Parties to the Conflict Status of the Fighting Number of Deaths Political Developments Background Arms Sources Summary: 1999 After final defections to the government, the Khmer Rouge ceased to be a military threat. Extrajudicial killings by the police and military continued, but there were no reports of politically- motivated killings. 1998 Following a February ceasefire between forces loyal to Prince Ranariddh and the government, armed clashes largely arose from government pursuit of the remnants of Khmer Rouge troops in northern Cambodia. Several villagers died in Khmer Rouge attacks, but most of the more than 70 civilian deaths in 1998 were attributed to political killings by government forces, and to violence before and after July elections. 1997 After months of escalating political tension and violence, government forces loyal to Asecond@ Prime Minister Hun Sen staged a July coup that ousted Afirst@ Prime Minister Norodom Ranariddh and executed leaders of his royalist troops. Despite mass defections and internal divisions that resulted in the execution of a former defence minister and the reported imprisonment of leader Pol Pot, Khmer Rouge guerrillas continued extrajudicial killings and, after July, cooperated with royalists in fighting government troops.

  • Cambodia: Rule of Law Ignored As Cambodia Prepares for Polls
News Service 142/98 AI INDEX: ASA 23/19/98 EMBARGOED FOR 0001 GMT FRIDAY 24 JULY 1998 Cambodia: Rule of law ignored as Cambodia prepares for polls PHNOM PENH -- On the last day of campaigning before the 26 July elections in Cambodia, Amnesty International representatives in the country today condemned the ongoing violence and intimidation. Operating in a climate of institutionalized impunity, members of the security forces controlled by the ruling Cambodian People’s Party (CPP) are able to commit human rights violations without fear of being brought to justice. Lack of concrete action by the state is compounded by near silence from the international community on cases of concern, thus perpetuating the cycle of violence, the representatives said. “The human rights situation in Cambodia has become so twisted that victims are blamed for their suffering, and investigators are condemned for their efforts to protect the victims,” an Amnesty International spokesperson said. “Much of the international community plays down the level of violence, sanitises the trauma of victims and ignores the impact of human rights violations on freedom of association and expression.” “Activists have been intimidated, politicians have been threatened, party agents have been shot and killed, and prisoners have been illegally arrested and badly beaten by policemen while held in detention.” The majority of the victims are associated with the two major opposition parties, FUNCINPEC and the Sam Rainsy Party. On 22 July, Amnesty International delegates located Danh Teav, a FUNCINPEC Ministry of Interior employee who had been arrested without a warrant in the evening of 20 July and held in incommunicado detention by the Phnom Penh Criminal Police.

The work by Lijphart (1969, 1975, 1977, 1985, 1999) on consociational democracy and later also consensus democracy constituted a breakthrough in the thinking about democracy in divided societies as it showed that the two are not as incompatible as was often thought and claimed, not least by authoritarian rulers trying to justify their non-democratic regimes by invoking the overriding need for national unity. Lijphart’s research demonstrated that democracy in divided societies was possible if elites cooperated, even when the masses remained divided.

  • Cambodia: Human Rights Situation Deteriorates As Election Results Are Challenged
News Service: 147/98 AI INDEX: ASA 23/20/98 EMBARGOED FOR 00 01 GMT 31 JULY 1998 Cambodia: Human rights situation deteriorates as election results are challenged Phnom Penh-- As opposition parties in Cambodia challenged the unofficial results of last Sunday’s election, Amnesty International delegates in Phnom Penh today drew attention to the deteriorating human rights situation in the country. There is mounting evidence of widespread threats and intimidation of local activists from the main opposition parties which are contesting the results. In the five days since the polls, scores of opposition party supporters from the rural areas of the country have been making their way to the capital, seeking refuge in their party headquarters. "One after another, terrified people are fleeing their villages in fear of their lives, " Amnesty International said. "They have received death threats and their houses have been surrounded and shot at by security forces." "Most of these rural activists come from areas where the opposition is challenging the poll results," Amnesty International said. "It is essential that the CPP-controlled security forces cease their intimidating behaviour immediately." The Cambodian elections -- for which some international observers were present -- took place on 26 July. The Cambodian People’s Party (CPP) has claimed victory in the polls, but many parties, including the two main opposition parties FUNCINPEC and the Sam Rainsy Party (SRP) have disputed the results, citing alleged counting fraud and other irregularities. Amnesty International delegates in Phnom Penh have talked to FUNCINPEC and SRP activists in the days since the election, and all of them have similar complaints.

  • KINGDOM of CAMBODIA Demonstrations Crushed with Excessive Use of Force
KINGDOM OF CAMBODIA Demonstrations crushed with excessive use of force As Foreign Ministers from a number of the “Friends of Cambodia” group of countries meet in New York, Amnesty International calls on the international community to recognise the fact that serious human rights violations -- including killings and beatings of peaceful demonstrators -- have taken place in Cambodia. They should urge the Cambodian authorities to exercise restraint and lift the restrictions on freedom of movement of opposition politicians and Buddhist monks. There has been almost complete silence from other governments on the violations of human rights that have occurred in recent weeks, just as there was on the violations that took place before the elections. Amnesty International believes that the crushing of opposition protests in Phnom Penh from 7 September was a violation of international human rights standards to which Cambodia is a state party, and involved excessive use of force on the part of the authorities. By using this level of force to break up what had been largely peaceful demonstrations, the authorities violated the rights of their own people and directly caused loss of life and personal injury. Among the victims are monks and young people. The organization also knows that many more people were detained than has been admitted by the government, and it fears for their safety, particularly given the large number of credible reports of bodies being found in Phnom Penh and the surrounding area. Thousands of opposition party supporters from many walks of life in Cambodia, including students, factory workers and Buddhist monks took to the streets of the capital Phnom Penh in recent weeks, to protest against alleged electoral irregularities in the 26 July 1998 elections.
