Cambodia Coronavirus Disease 2019 (COVID-19) Situation Report #2 13 July 2020 Report as of 13 July 2020, 11:30 am ICT Situation Summary Highlights of Current Situation Report • As of 13 July 2020, 156 confirmed cases of COVID-19 have been reported from Cambodia to WHO, of which 133 have recovered. 118 cases were acquired overseas, representing 10 nationalities in addition to Cambodian, with the rest locally acquired. Eight patients are currently being treated in Khmer Soviet Friendship Hospital and 15 at Chakangre Health Centre, both in Phnom Penh. • 79 contacts are being monitored daily over 14 days for possible development of symptoms through automatic voice calls using the 115 hotline system. • The 15 most recent cases identified on 12 July are Cambodian men between the ages of 21 and 33, who travelled from Saudi Arabia and were detected as a result of extensive airport screening measures for all incoming passengers. • Points of Entry measures are currently being strictly implemented including testing on arrival and 14-day quarantine for all airport passengers and at border crossings. • Joint high-level field missions, led by the Secretary of State, Ministry of Health (MOH) and the WHO Representative, have been undertaken to the north eastern and to the north western regions (total 7 provinces) to assess and advise on strengthening provincial-level preparedness and response. Upcoming Events and Priorities • On 15 July, the Ministry of the Interior will host a high-level meeting between the Royal Government of Cambodia (RGC) key institutions and the UN Country Team (UNCT) on the joint programme to support returning migrants during COVID-19. -

Hun Sen’s Talks and Cambodia’s Tourism Development: the Discourse of Power Vannarith Chheang1 Summary This paper discusses the talks/speeches made by the Cambodian Prime Minister Hun Sen in respect of tourism development policies in Cambodia. Thirty eight speeches were identified and analyzed using textual analysis and the discourse of power. Nine factors to develop tourism were found discussed: security and safety for tourists; infrastructure and tourism facilities development; stakeholder collaboration; cultural heritage preservation; environmental protection; human resources development; tourism products marketing and promotion; simplification of travel procedures; and regional cooperation. Introduction Tourism is a highly political phenomenon, the implications of which have been only rarely perceived and almost nowhere fully understood. (Richter, 1989: 2) Tourism studies have developed over the last few decades. Many approaches have been developed from different disciplines to examine and explain the tourism phenomenon. However, there is little literature on tourism from the political science perspective (Hall, 1994:1). The seminal studies of the politics of tourism include the works of Elliott (1997), Hall (1994), Hall and Jenkins (1995), Jeffries (2001), Matthews, 1975, 1978, and Richter (1989). These studies mainly focus on the state and the use of power in managing and mismanaging tourism. The discourse of power is one of the starting points for looking at tourism from a political perspective. For instance, Xiao (2006) analyzes five talks made by Deng Xiaoping in respect to tourism development in China. In a similar vein, this paper attempts to analyze the speeches and talks made by the Cambodian Prime Minister Hun Sen which are pertinent to tourism development in Cambodia. -

AU J.T. 8(4): 178-184 (Apr. 2005) Khmer Civilization in Isan Khemita Visudharomn School of Architecture, Assumption University Bangkok, Thailand Abstract Follow the footsteps of Khmer civilization from Angkor Wat to the center of cultural heritage in northeastern Thailand, Phimai, Phanom Rung and Mueang Tam. This paper is both an introduction and guide to Khmer temples in Isan. The first part begins with historical details tracing the Angkorean from the 8th to 12th century, and introduces a background to the religious traditions of the Khmer, which both inspired and governed the concept and execution of all their art and architecture. The second part is an emphasis on architecture and decorative art, which appear in Khmer temples. In its heyday the main concentration of Khmer temples extended far west to the border and associated with an area of the middle Mekong River in the southern part of northeastern Thailand. Cambodia: Human Rights Before and After the Elections
May 1993 Vol.5 No.10 CAMBODIA: HUMAN RIGHTS BEFORE AND AFTER THE ELECTIONS I. INTRODUCTION Cambodians will go to the polls on May 23 in an atmosphere of political and ethnic violence and renewed civil war. The elections are the culmination of a 17-month United Nations presence, the largest, most ambitious and most expensive peace-keeping effort ever, which was supposed to bring about an end to the conflict. Instead, Cambodia is faced with as much fighting as when the United Nations Transitional Authority in Cambodia (UNTAC) entered the country in March 1992, and a spiralling level of serious human rights abuses. The "neutral political environment" that was supposed to be the precondition for elections is entirely absent. The five permanent members of the Security Council and other drafters of the 1991 Paris peace accords, formally known as the Agreements on a Comprehensive Political Settlement of the Cambodia Conflict, are determined to go ahead with the elections regardless. But what happens on May 23 is almost less important than what happens in the days after the results are announced. Asia Watch believes that an analysis of the missteps that led to the current human rights situation is critically important to determining how, or perhaps whether, human rights of Cambodians can be protected under whatever government comes to power then. The reasons for the deterioration in the human rights situation in late 1992 and early 1993 are complex. None of the parties to the conflict has a history of respect for human rights and one, Democratic Kampuchea, better known as the Khmer Rouge, has one of the worst human rights records in modern history. -

Vietnamese and Cambodian Refugee Crisis Cecilia Bobbitt, Paige Amico, Emily Poehlein, Sara Seper, Megan Caveny, Bianca Zarrella, Shiqi Lin, Ashley LaMere Introduction and Causes of Crisis: The Vietnamese and Cambodian refugee crisis spanned from 1969 to 1973. During the 1960’s, America and Vietnam were participating in the Vietnam War, which, along with internal conflict, was responsible for the displacement of not only Vietnamese but also Cambodian people. Due to the violent conditions from the war, many Vietnamese fled the country. Many were referred to as “boat people” because they escaped by boat on a dangerous trip to refugee camps in neighboring countries like Thailand. The Vietnam war also strongly had an effect on the lives of Cambodian citizens. Cambodia served as a transport route between North and South Vietnam. Cambodia remained neutral during the war; however, they were bombed heavily due to the presence of Vietcong Army bases. In 1975, a communist group called the Khmer Rouge that was led by Pol Pot took control of Cambodia and attempted to create an agrarian utopia. Cities were evacuated and destroyed. 1.5 million Cambodians (~20% of the country’s population) was murdered by the Khmer Rouge. In 1979, the Vietnamese army invaded Cambodia, causing many to flee the country to refugee camps in Thailand. Over 100,000 refugees relocated in the United States. Surveys conducted in Cambodia, Laos, and Myanmar have shown that several citrus species were showing HLB-like symptoms. PCR analysis of leaf midrib samples indicated that “Candidatus Liberibacter asiaticus” infects various citrus cultivars in all the sites visited. Diaphorina citri, the Asian psyllid vector of HLB, was also seen in Cambodia, Laos and Myanmar. Huanglongbing (HLB) has been and in Laos in 1997. A New Date for the Phnom Da Images and Its Implications for Early Cambodia NANCY H. DOWLING SCHOLARS FAMILIAR WITH SOUTHEAST ASIAN ART HISTORY are well aware of a confusing chronology for early Cambodian sculpture. One reason for this situa tion is obvious. For nearly fifty years, Cambodian art history has been wed to the work of George Coedes. Praised as the dean of Southeast Asian history, he was a member of an elite group of French scholars who worked in Cambodia for decades before World War II. In 1944, he wrote Histoire ancienne des hats hindouses d'Extreme-Orient, in which he established a chronological framework for early Southeast Asian history based on an interplay of Chinese texts and indigenous inscriptions. Most Southeast Asian historians readily admit that "his book remains the basic source for early South East Asian history, and while much recent re search, based upon new inscriptional evidence or re-readings, modifies some of Coedes' specific conclusions, the structure remains his" (Brown 1996: 3). Such a singular dependency on Coedes had a stifling effect on Cambodian art history. When Jean Boisselier, carrying on the work of Philippe Stern and Gilberte de Coral-Remusat, made a comprehensive attempt to set in order Cambodian sculpture, the French art historian fitted the works of art into Coedes' ready made chronology. Unfortunately, this all happened as if it were preferable to adjust Cambodian sculpture to a preconceived notion of history rather than ques tioning the model. In this way, some basic mistakes have been made, and these seriously affect the chronology and interpretation of early Cambodian sculpture. -

For more information contact [email protected] ASEAN Intervention in Cambodia: From Cold War to Conditionality Lee Jones Abstract Despite their other theoretical differences, virtually all scholars of the Association of Southeast Asian Nations (ASEAN) agree that the organisation’s members share an almost religious commitment to the norm of non-intervention. This article disrupts this consensus, arguing that ASEAN repeatedly intervened in Cambodia’s internal political conflicts from 1979-1999, often with powerful and destructive effects. ASEAN’s role in maintaining Khmer Rouge occupancy of Cambodia’s UN seat, constructing a new coalition government-in-exile, manipulating Khmer refugee camps and informing the content of the Cambodian peace process will be explored, before turning to the ‘creeping conditionality’ for ASEAN membership imposed after the 1997 ‘coup’ in Phnom Penh. The article argues for an analysis recognising the political nature of intervention, and seeks to explain both the creation of non- intervention norms, and specific violations of them, as attempts by ASEAN elites to maintain their own illiberal, capitalist regimes against domestic and international political threats.
