Copy No. UNCLASSIFIED NATO UNCLASSIFIED FOREWOR D The History of SHAPE is being prepared in a series of volumes of which the first three cover the periods of command of Generals Eisenhower, Ridgway, and Gruenther. Volume I, for the Eisenhower Command, and Volume II, for the Ridgway Command, have been issued. Volume III, which covers the Gruenther Command, is in draft form. Beginning with Gênerai Nor stad's Command (end-1956), the History of SHAPE has been undertaken on a calendar year basis. This volume covers SHAPE History for the year 1958, and is being published simultaneously with the SHAPE History for 1957. Both volumes, which previously existed in draft form, are being issued to make available to members of the SHAPE Staff background information that is oftèn needed for a valid recommendation or decision. Published volumes of the SHAPE History for 1959 and for the period 1960-1965 have been distributed within the SHAPE Staff and are available through the SHAPE Central Registry and Records Section, PANDA Division, SHAPE. His second year as SACEUR wan marked fey the adoption of his strategic concept of a minimum force. The North Atlantic Council approved this concept in April. SACEUR and his staff studied the implications of this approval. Many NATO nations were reluctant to commit funds for the future without a very close examination of the cost of weapons, infrastructure, radar warning systems and other essential requirements. Although there was no major crisis within NATO - or involving NATO nations comparable to the Suez crisis in 1956, - certain political events caused SACEUR some anxiety. SACEUR's Mission, Responsibilities and Powers (MC 53, MC 70). MC 53, issued in July 1955, had set forth SACEUR's responsibilities. His mission was broadly to maintain peace in Western Europe and, fail- ing that, to defend Western Europe successfully against attack. His peacetime function was to ensure that, if an emergency occurred, the NATO forces made available by nations for the defense of ACE were organized, equipped, trained, supported and ready to implement agreed war plans. The approval of MC 70 in April 1958, while not fundamentally changing the powers and responsibilities given to SACEUR enlarged and DECLASSIFIED - PUBLICLY DISCLOSED - PDN(2012)0008 - DÉCLASSIFIÉ - MIS EN LECTURE PUBLIQUE LECTURE EN - MIS - DÉCLASSIFIÉ - PDN(2012)0008 DISCLOSED - PUBLICLY DECLASSIFIED clarified his responsibilities.     HISTORICAL MATERIALS IN THE DWIGHT D. EISENHOWER LIBRARY OF INTEREST TO THE NAZI WAR CRIMES AND JAPANESE IMPERIAL GOVERNMENT RECORDS INTERAGENCY WORKING GROUP The Dwight D. Eisenhower Library holds a large quantity of documentation relating to World War II and to the Cold War era. Information relating to war crimes committed by Nazi Germany and by the Japanese Government during World War II can be found widely scattered within the Library’s holdings. The Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group is mandated to identify, locate and, as necessary, declassify records pertaining to war crimes committed by Nazi Germany and Japan. In order to assist the Interagency Working Group in carrying out this mission, the Library staff endeavored to identify historical documentation within its holdings relating to this topic. The staff conducted its search as broadly and as thoroughly as staff time, resources, and intellectual control allowed and prepared this guide to assist interested members of the public in conducting research on documents relating generally to Nazi and Japanese war crimes. The search covered post- war references to such crimes, the use of individuals who may have been involved in such crimes for intelligence or other purposes, and the handling of captured enemy assets. Therefore, while much of the documentation described herein was originated during the years when the United States was involved in World War II (1939 to 1945) one marginal document originated prior to this period can be found and numerous post-war items are also covered, especially materials concerning United States handling of captured German and Japanese assets and correspondence relating to clemency for Japanese soldiers convicted and imprisoned for war crimes.

Thomas, born about 1884 in Cleveland, Tennessee, came to El Paso, Texas in the early twentieth century, where he practiced law and later served as judge. He married Lillian Farr. Their son, Paul Farr Thomas, was born on September 15, 1920, and became a real estate broker and prominent farmer and rancher in Fabens, Texas. He graduated from Austin High School in El Paso and Amherst College in Massachusetts. During World War II, he was a ball turret gunner in a B-24 plane in the South Pacific. He served as Superintendent of the El Paso County Livestock Show and Rodeo, Director of the El Paso Valley Cotton Association, President of the Farmers’ Gin, and Democratic Chairman of Precinct 90 for thirty years.

Slessor, 1936 ȱ ȱ ȱ ȱ ȱ ȱ ȱ ȱ ȱ ȱ Ȃȱ work, Air Power and Armies, the published version of lectures he presented to his army brethren at the Staff College, Camberley in the mid-ŗşřŖǯȱ ȱ Ȃȱ ǰȱ ȱ paper is focused historically on an air effort to defeat an enemy army, or in this case an army groupȯField Marshal ȱȂȱ¢ȱ ȱǰȱȱȱȱ to which Adolf Hitler entrusted his last, desperate gamble to win World War IIȯa campaign that became known in history as the Battle of the Bulge. But in keeping with ȱ ȱ ȱ ȃ ȱ ǰȄȱ t will relate the course and consequences of that campaign to an ongoing doctrinal debate in the American armed forces over a concept known as Effects-Based Operations, or EBO.
