War and Legitimacy: the Securement of Sovereignty in the Northwest Indian War
i ABSTRACT WAR AND LEGITIMACY: THE SECUREMENT OF SOVEREIGNTY IN THE NORTHWEST INDIAN WAR During the post-revolution period, the newfound constitutional government of the United States faced a crisis of sovereignty and legitimacy. The Old Northwest region, encompassing what is now Ohio, Indiana and Illinois, was disputed between several groups. The U.S. government under George Washington claimed the region and sought to populate the land with white settlers, British officials in North America wished to reestablish British hegemony in the Ohio River valley and Native-Americans wished to protect their ancestral homeland from foreign invasion. In the 1790s, war broke out between a British backed alliance of Native tribes and the United States of America. Historians have named this conflict the Northwest Indian War. Examining government records, personal correspondences between Washington administration officials and military commanders, as well as recollections of soldiers, officials and civilians this thesis explores the geopolitical causes and ramifications of the Northwest Indian War. These sources demonstrate how the war was a reflection of a crisis which threatened the legitimacy to American sovereignty in the West. Furthermore, they also demonstrate how the use of a professional federal standing army was used by Washington’s government to secure American legitimacy. ACCESS: Restricted access: materials fragile; access by request at Main Library archives only; material does not circulate. VOLUME: 8 storage boxes and books, 10 LF. BIOGRAPHICAL NOTE: Virginia Chase Bloetscher was a local author, storyteller, and historian who lived in Cuyahoga Falls and specialized in local Native American history. Her book, Indians of the Cuyahoga Valley and Vicinity was published in 1980 by the North American Indian Culture Center, Inc. The second revised edition was published by Cuyahoga Valley Archaeological Society in 1997. SCOPE AND CONTENT: The collection consists of a wide variety of documents from Ms. Bloetscher’s manuscripts, presentation notes, slides and photographs, research notes, clippings, posters, artifacts, copies of treaties and maps, and fiction and non-fiction books pertaining to Native Americans. The collection also includes correspondence, manuscripts, articles and clippings from various people she networked with from the 1970s through the 1990s. ARRANGEMENT: Arranged by format and types of materials. NOTE: All measurements are approximate. Box measurements include lid. Bennett, Ph.D. ABSTRACT Much work on U.S. grand strategy focuses on the twentieth and twenty-first centuries. If the United States did have a grand strategy before that, IR scholars often pay little attention to it, and when they do, they rarely agree on how best to characterize it. I show that federal political elites generally wanted to expand the territorial reach of the United States and its relative power, but they sought to expand while avoiding war with European powers and Native nations alike. I focus on U.S. wars with Native nations to show how domestic conditions created a disjuncture between the principles and practice of this grand strategy. Indeed, in many of America’s so- called Indian Wars, U.S. settlers were the ones to initiate conflict, and they eventually brought federal officials into wars that the elites would have preferred to avoid. I develop an explanation for settler success and failure in doing so. I focus on the ways that settlers’ two faits accomplis— the act of settling on disputed territory without authorization and the act of initiating violent conflict with Native nations—affected federal decision-making by putting pressure on speculators and local elites to lobby federal officials for military intervention, by causing federal officials to fear that settlers would create their own states or ally with foreign powers, and by eroding the credibility of U.S. -

Winter 2016 $3.00 Newton County: Indiana’s Youngest County Newton County Indian Trails and Pioneer Roads In this issue .... by Beth Bassett The wilderness in the early days was marked by many Indian trails, caused by different parties of Indians travelling frequently over the same routes to hunt or trade. Their path usually Indian Trails and Pioneer Roads followed that of least resistance, avoiding swamps, bogs and stony places; choosing light and dry ground. Sometimes they would follow the traces made by buffalo and deer, going to salt The First To Arrive: Early Settlers licks and watering places. Ideally, the session would cover not just what you did, but what you learned from the process that can be helpful to historical sites as they work on their own similar projects.” Abstract The Northwest Indian War Battles of the Wabash (1791) and Fort Recovery (1794) involved multiple tribes and the U.S. military. Archaeological research supported by the Fort Recovery Historical Society has evolved from sharing to reviewing to collaborating with descendent American Indian tribes. Some ethnologists believe the Shawnee descended from the Fort Ancient people. The Shawnees were wanderers, who lived in many places in the south. They became associated closely with the Delaware in Ohio and Pennsylvania. Able fighters, the Shawnees stubbornly resisted white pressures until the Treaty of Greene Ville in 1795. At the time of the arrival of the European explorers on the shores of the North American continent, the American Indians were living in a network of highly developed cultures. Each group lived in similar housing, wore similar clothing, ate similar food, and enjoyed similar tribal life. In the geographical northeastern part of North America, the principal American Indian tribes were: Abittibi, Abenaki, Algonquin, Beothuk, Cayuga, Chippewa, Delaware, Eastern Cree, Erie, Forest Potawatomi, Huron, Iroquois, Illinois, Kickapoo, Mohicans, Maliseet, Massachusetts, Menominee, Miami, Micmac, Mississauga, Mohawk, Montagnais, Munsee, Muskekowug, Nanticoke, Narragansett, Naskapi, Neutral, Nipissing, Ojibwa, Oneida, Onondaga, Ottawa, Passamaquoddy, Penobscot, Peoria, Pequot, Piankashaw, Prairie Potawatomi, Sauk-Fox, Seneca, Susquehanna, Swamp-Cree, Tuscarora, Winnebago, and Wyandot.
