UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries. -

EXPLAINING GENDER PARITY REPRESENTATION IN SPAIN: THE INTERNAL DYNAMICS OF PARTIES Monica Threlfall, Loughborough University Paper presented at the European Consortium for Political Research Conference, Budapest, 8-10 September 2005. (Minimally edited version of the draft distributed at ECPR) Abstract: This paper sheds light on the reasons for the rise of women in party politics and public office using the case of Spain and the PSOE as a case study. Structural explanations and the conditioning influence of the electoral system are reviewed before focusing on institutional and party-political explanations. It argues that a key factor in explaining the success of the gender parity project in Spain was its effective implementation at national and regional level in the PSOE, and that this was secured via internal party procedures and controversially, by elite intra-party leadership. The paper then considers how party leaders can be persuaded to implement quotas, suggesting that gender balance in elective office became an instrument of renewal and re-legitimation for a party facing political stagnation. The paper therefore takes the general discussion of parity into the realm of implementation problems, yet argues that parity can be envisaged not as an ‘ethical burden’ to parties, but as a factor of revitalisation and reconnection with the electorate. “Spain is the problem. Europe is the solution”. In this fashion Ortega y Gasset (1986-2011) Years Twenty-Five the First Union: Spain in the European once dramatized the need to “Europeanize” Spain. The results over the first twenty five years of EU membership have been truly impressive. When Spain became a member of the EC, some of the best and brightest of Spain’s govern- mental cadres and universities joined the expanded European institutions, taking on positions of responsibility. The most prominent chaired the European Court of Justice (Gil-Carlos Rodríguez Iglesias) and the Parliament (Enrique Barón, José- María Gil Robles, and Josep Borrell), holding key positions in the Commission, and filling the newly created position of High Representative for the Common Foreign and Security Policy (Javier Solana). Spain, in sum, “was not different”, contrary to what old-fashion tourist publicity for the country used to say. It was a European country like any other that was returning to its natural home after a long exile. Spain, in turn, received considerable benefits from EU membership through funds for regional investment policies, agriculture and rural develop- ment, and the modernisation of national infrastructure. From an index of 60 percent of the European average in 1986, today Spain’s income per head is in the range of 105 percent, with some regions surpassing 125 percent. From being a country that was a net receiver from the EU budget, Spain today is a net contributor. Reflecting this development, the present volume examines different di- mensions of the deepening relationship between Spain and the rest of Europe through membership of the EU (its history, and its impact on policy development on economic growth and on relations with third countries). -

En un período clave para el PSOE, la figura femenina más importante es la de la Presidenta de la Junta de Andalucía. Tras una recopilación inicial de las noticias durante el periodo elegido el total ha ascendido a unas 1200 noticias. A partir de ellas, se pretende analizar los calificativos vinculados a la figura femenina del PSOE, así como el tratamiento de la persona en sí, y entender así las diferencias que existen entre el tratamiento del hombre y la mujer en los medios, en este caso entre Susana Díaz y Pedro Sánchez. -

The Attitude of the European Union and Spain Towards Cuba: An Assessment A Year After Castro’s Illness (WP) Joaquín Roy 4/9/2007 Working Paper 38/2007 The Attitude of the European Union and Spain Towards Cuba: An Assessment A Year After Castro’s Illness (WP) Joaquín Roy* Summary One year after the 31 July announcement regarding Castro’s health, not much has changed in essence, details and spirit in the peculiar relationship between Europe and Cuba. In spite of specific moves implemented by Madrid, the same assessment can be applied to the current chapter of the 'special relationship' between Spain and Cuba. 1 Introduction A year after the dramatic announcement of Fidel Castro’s illness and temporary cession of power to his brother Raúl, the relation between the European Union (EU) and Cuba has returned to a level of normality, matching a previous cycle of freezing by the Cuban authorities and an attempt by European actors to influence or persuade Havana to open up and implement political and economicd reforms.2 After a prolonged period of 'waiting and seeing' by Brussels and some of the most active European governments in the relationship with Cuba (led by Spain), some initiatives were taken with the result of an ambivalent response by the Cuban government, distinguishing between what was perceived as a positive move from certain governments and what has been interpreted as an aggressive attitude from others. However, when the special EU Council's critical conclusions were issued in June 2007, including an offer to the Cuban authorities to meet in Brussels, the answer from Havana was violently and publicly negative, topped by a column written by Fidel Castro. -

10-15 PORTADA+SOPENA ok_14-16 ETA+AGUILAR.qxd 13/11/14 23:04 Página 10 POLITICA Expulsados, imputados, jubilados…, los veteranos del PSOE pierden toda influencia Sánchez liquida la ‘vieja guardia’ Este otoño, el PSOE está viviendo una auténtica tormenta perfecta contra todo lo que suena a ex entre sus filas. Al reciente aterrizaje del nuevo y joven equipo dirigente encabezado por Pedro Sánchez y sus huestes, que ha renovado listas y mensajes, se suma otro tsunami político, el de la investigación de casos de corrupción. Dos mareas que amenazan con llevarse por delante los escasos flecos de influencia que aún le quedaban a la vieja guardia socialista. Algunos de ellos, como Alfonso Guerra, último superviviente del primer Gobierno de Felipe González junto con Joaquín Almunia, también de retirada, se alejan por voluntad propia, para dejar atrás un escenario político en el que ya no tienen mucho que decir. En otros casos se trata de defenestraciones forzosas y anunciadas de antemano, como es el caso de dos expresidentes del partido, Manuel Chaves y José Antonio Griñán, investigados por el Tribunal Supremo. Una muerte, la de la vieja guardia del PSOE, que aunque irrita a muchos, también es asumida como un daño colateral necesario para conseguir darle la vuelta al partido.
