Member of IOC, ANOC, ONOC, CGF, PGC & ORADO ______________________________________________________________________________________ 2008 VASANOC ANNUAL REPORT ADMINISTRATION • James Kalo Malau and Henry Tavoa continued in their posts as SDO and CEO of VASANOC. • The establishment of a Sports Development Unit with the presence of Development Officers for Archery, Basketball, Netball, Tennis, Table-Tennis and Beach Volleyball working from the VASANOC Haus. • AYAD Officer, Jonathan Coyne for VSFD Program worked until May. OLYMPIC SOLIDARITY • Talent ID Program held in February 2008 was the first in Oceania and Vanuatu was proud to be the first in the region to pilot the Program that was fully supported by Olympic Solidarity and Oceania Samsung Sports Development Initiative. • Samsung Scholarship awarded to Ms Priscila Tommy of Table-Tennis. • Olympic Day Fun Run organized in conjunction with ANZ Vanuatu Ltd and Telecom Vanuatu Ltd with theme of “Run Crime Out”. Proceeds from registration of runners went the Committee for Businesses Against Crime. • Under the management of ONOC, the Technical Courses under Coaching Program of Olympic Solidarity continues to be used to subsidize the wages of the Development Officers of Archery, Tennis and Table-Tennis. • DNSS was given to Athletics towards end of 2008 and is currently being undertaken at the time of this report by James Goulding. 2008 OLYMPIC GAMES • Vanuatu participated in Athletics and for the first time, Table-Tennis. • The other Vanuatu sports that participated in qualification competitions for the Olympics but didn’t make it were the Girls Beach Volleyball, Men’s Football and Taekwondo. THE NATIONAL FEDERATIONS Athletics • Still in VASANOC’s Elite Program – the NODS (National Olympic Development Squads) Project mainly because of IAAF wildcard system for Olympic Games. • Moses Kamut’s Beijing Scholarship came to an end after the Beijing Olympics. • Arnold Sorina continues with IAAF Scholarship at the HPTC in New Zealand. • Kamut and Elis Lapenmal participate in the Olympics under the IAAF Wildcard Systems. • Participated with three athletes in the Commonwealth Youth Games in Pune, India. • NODS Training Program carried out by James Goulding in May. • DNSS was given to Athletics towards end of 2008 and is currently being undertaken at the time of this report by James Goulding. Archery • Continued with development work by Francis Runa, Junior Development Officer after his return from Egypt in 2007. • Mary Estelle Mahuk appointed as Oceania Development Manager for Archery. Badminton • VASANOC took lead (via SDO) to promote Badminton with assistance from Oceania Badminton Federation. • At the time of this report, VASANOC SDO will be attending an OBF Coaching Clinic in New Zealand. Basketball • Continued employment of Peter Izono as fulltime National Basketball Development Officer. • Conflict between Port Vila League and VBF was main delay in progress of development work in the capital. • Visited by FIBA Oceania Secretary General, Steve Smith and Reagan Kama, helped solve these conflicts. • Most clubs in Port Vila League move to join the Shefa League. Boxing • Performance dropped administratively. • VABA organized competitions with an Australian amateur club side. Cricket • Continues to be the best administrated NF of Vanuatu under leadership of Mark Stafford. • Hosted the visit of HRH Tunku Imran who came to assess whether Vanuatu is ready to have ICC membership upgraded to associate membership. • The only obstacle to this was for Vanuatu to win a match against a current associate member. • Matches against Fiji last year were organized but Vanuatu was unsuccessful. • Participated in the ICC Competition in Jersey. Football • Recent upgrading of Port Vila Stadium for the World Cup matches means that we now have a pitch capable of hosting international matches. • Establishing of U12 National League for Primary Schools with Winners going onto Oceania Play-Offs for Daone Cup. • Launching of Football Academy to start training of youngsters for the future was done early in 2009. Hockey • VHF application to FIH (International Hockey Federation) was recognized. • Wan Smol Bag continues to be the only center for Hockey in the country. • Participated in the 2008 Suva Sixes Hockey International Competition. Netball o With help of VASANOC and AYAD Officer, Jon Coyne, a Project Proposal to the New High Commissioner for Netball was successful. o Full-time employment of a Netball Development Officer, Beverly Ligo currently based in the VASANOC Haus. o Reestablishment of the Vanuatu Netball Center (in Vila) as the official offices for VNA. o VNA is focused on developing it’s youth and has opted not to participate in regional multi-sport games yet. Table-Tennis • Excellent performance in 2008 Oceania Olympic Qualifiers in New Caledonia by the Golden Girls even though no one qualified, they did cause upsets. • Priscilla Tommy wins Samsung Scholarships and Tripartite Place to participate in the Beijing Olympic Games. • Continued benefits from continued Chinese Government assistance for employment of Coach & Training Camps in China. • Building of National Gym currently underway. • Yoshua Shing’s ITTF Scholarship continued in China and New Zealand. • Participated in the Commonwealth Youth Games with three athletes, namely, Priscila Tommy, Stephanie Qwea and Edmond Simon. Tennis • ANZ & VASANOC School’s Program actively underway. • VTF President, Mr Cyrille Mainguy continues to be on OTF Board. Volleyball • Beach Volleyball Commission is recognized as National Volleyball Federation by FIVB. • Fulltime of Employment of a Beach Volleyball Development Officer, Joe Shem. • National Pitch built in 2006 continues to be used. • Girls Beach Volleyball Team participates in their first world series in Adelaide. • Girls U17 Team wins Gold in New Caledonia’s National Youth Games. • FIVB Course in June. New Federations The following sports who formed new Federations and were granted provisional membership of VASANOC were Rowing and Petanque. OTHER DEVELOPMENTS • VASANOC Website • VASANOC’s site www.oceaniasport.com/vanuatu can now be accessed via another domain name, www.vasanoc.com.vu • AYAD Program • Hosted AYAD Officers for VSFD Program. • WADA & ORADO • Vanuatu hosted the WADA Education Seminar and also the ORADO Board Meeting. • Vanuatu’s NADO was set-up under the name “Drug-Free Sports Vanuatu” and it also signed the WADA Code. • At the time of this report, VASANOC has submitted it’s updated Anti-Doping Rules to WADA for approval. • The signing of the UNESCO Convention is still being delayed by changes in the Minister’s of Sports. • Oceania Sports Education Program • VASANOC attended OSEP Trainer’s Workshop in Fiji and qualified it’s SDO, James Kalo. • OSEP Coordinator, Sainimilli Talatoka visited Vanuatu and conducted training for Nabanga Sports Program trainers. • VASANOC has been provisionally recognized by the Vanuatu National Training Council as the National Sports Body to conduct and oversee the conducting of sports courses in the country. The formalities to make this recognition official are under way. • VASANOC is in the VNTC Sport & Recreation Working Group. • Vanuatu Sports For Development Program (VSFD) • The VSFD was launched under the name, “Nabanga Sports Program” and began rolling out in Penama and Tafea Provinces. • National partnership between VASANOC, Ministry/Department of Sport and Ministry/Department of Provincial Affairs in this Program provided new perspective on development of sports on the provincial level. • MOSO • Vanuatu’s Henry Tavoa is appointed as participant in the Management of Olympic Sports Organizations (MOSO) course by ONOC. • This is the first of it’s kind in Oceania. • STOP HIV o VASANOC hosted STOP HIV Workshops in June. o Established a Working Group for STOP HIV using the Vanuatu SDU as Core Group. o Vanuatu SDU Team promotes STOP HIV activities during Netball and Secondary School Sports Games. PARTICIPATION IN INTERNATIONAL MEETINGS/SEMINARS • ORADO Meeting in Vanuatu attended by Timothy Phatu and Henry Tavoa. • ONOC AGM in Fiji attended by Joe Carlo, Seru Korikalo and Henry Tavoa. • CGF Sports Development Conference in Scotland attended by Henry Tavoa. • ANOC AGM in Beijing attended by Joe Carlo, Eileen Nganga and Joel Toa. • ONOC SGs Meeting in Fiji attended by Henry Tavoa. • CGF AGM in Gambia attended by Yama Natuka. James Tompkins automatically becomes a member due to being an IOC member and Carl Probert is our Pacific Games 2 Representative and was elected by his peers at 173 the Games in New Caledonia. Another election for this position will be in 2015 at the games in Papua New Guinea. FIRST ONOC ATHLETES FORUM IN FIJI - APRIL 2013 A very successful 3-day forum was held in Fiji to educate and empower athletes on roles and responsibilities of an athlete’s commission. The forum also covered anti doping education, Stop HIV, Go green and being a leader education. We hope to have these forums every 2 years.     Oceania National Olympic Committees 2006 OLYMPIC SOLIDARITY PROGRAMMES IN OCEANIA – SITUATION REPORT DECEMBER 31 2007 CONTINENTAL PROGRAMMES NATIONAL TECHNICAL PROGRAMMES (including Sports Development Officers and Equipment Grants) The 15 NOCs in Oceania scheduled a total of 102 technical programs and activities through their respective 2006 National Activities budgets. To date ONOC has received 68 reports (68%) from NOCs on completed activities. The majority of NOCs made allocations for the employment of Sports Development Officers. All NOCs made provision for equipment grants of $5,000.00 each. The 2006 budgetary allocation for these programs is US$975,000.00 and to date a total of US$ 854,437.76 or 87.6% of the overall allocation has been remitted to the NOCs upon receipt of confirmed programme details or completed reports on activities undertaken.     SOUTH PACIFIC GAMES - Suva, July 2003 ATHLETICS COMPETITION - FULL RESULTS On the first day of competition - 7th July - the weather conditions were exceptionally bad with driving rain and severe headwinds which are not reflected in the official wind readings. The auto timing malfunctioned during the Men’s 100m, and was totally out of action later in the programme. This accounts for the mixture of fully automatic and hand times. The bad weather conditions and the malfunctioning of the auto-timing system continued on 8th July. While the weather conditions improved somewhat after that, and the auto timing functioned properly, there were still gusty negative winds throughout the competition. CONTINENTAL PROGRAMMES NATIONAL TECHNICAL PROGRAMMES (including Sports Development Officers and Equipment Grants) The 17 NOCs in Oceania have scheduled a total of 98 technical programs and activities through their respective 2007 National Activities budgets. To date ONOC has received 52 reports (53%) from NOCs on completed activities. The majority of NOCs made allocations for the employment of Sports Development Officers. All NOCs made provision for equipment grants of up to $5,000.00 each. The 2007 budgetary allocation for these programs is US$1,025,000.00 (including a special allocation of $45,000.00 for the Marshall Islands) and to date a total of US$ 879,961.75 or 85.8% of the overall allocation has been remitted to the NOCs upon receipt of confirmed programme details or completed reports on activities undertaken.
