Oceania National Olympic Committees Oceania National Olympic Committees 2007 OLYMPIC SOLIDARITY PROGRAMMES IN OCEANIA – SITUATION REPORT DECEMBER 31, 2007 Financial amounts quoted are still subject to audit. CONTINENTAL PROGRAMMES NATIONAL TECHNICAL PROGRAMMES (including Sports Development Officers and Equipment Grants) The 17 NOCs in Oceania have scheduled a total of 98 technical programs and activities through their respective 2007 National Activities budgets. To date ONOC has received 52 reports (53%) from NOCs on completed activities. The majority of NOCs made allocations for the employment of Sports Development Officers. All NOCs made provision for equipment grants of up to $5,000.00 each. The 2007 budgetary allocation for these programs is US$1,025,000.00 (including a special allocation of $45,000.00 for the Marshall Islands) and to date a total of US$ 879,961.75 or 85.8% of the overall allocation has been remitted to the NOCs upon receipt of confirmed programme details or completed reports on activities undertaken. VAN NOC Sports Development Officer; support for IOC Scholarship holder Moses Kamut for competitions in Europe. IF / ONOC Technical Experts’ Programme On the basis of expert’s reports and claims submitted by the relevant International Federations, reimbursements are made for course experts’ travel and per diems. Official project-related travel and per diem costs for ONOC Staff are also claimed against this budget. 2007 Budget: $103,500.00 Paid to date: $103,194.36 (99.7%) OCEANIA SPORTS INFORMATION CENTRE 2007 Budget: $50,000.00 Paid to date: $50,000.00 2007 Solidarity Report 31/12/07 2 OLYMPOCEANIA 2007 Budget: $195,000.00 Paid to date: NIL REGIONAL PROJECTS Collaboration with Regional Federations In 2007, ONOC has budgeted for support grants to the following International Federations / members of the Olympic Sports Federations of Oceania to assist with their development activities in the region. • Baseball Confederation of Oceania • FIBA Oceania • Oceania Athletics Association • FITA • Oceania Judo Union • Oceania Softball Federation • Oceania Table Tennis Federation • Oceania Tennis Federation • Oceania Badminton Federation • Oceania Hockey Federation • Oceania Weightlifting Federation 2007 Budget: $275,000.00 Paid to date: $224,337.90 (81.6%) Regional Training Centres Support grants for the operations of regional training centres have been paid as follows: • IAAF High Performance Training Centre, Auckland, NZL • IWF Regional Weightlifting Institute, Apia, SAM • ITF Regional Training Centre, Lautoka, FIJ 2007 Budget: $60,000.00. Paid to date: $60,000.00 (100%) Oceania Sport Education Programme The OSEP Coordinator is now based at the ONOC Secretariat and we are now seeing an uptake in this budget. Costs incurred include: • training programs for staff of the PNGNOC • pilot projects • coordinator advertising and recruitment expenses • coordinator’s salary • Incoming Secretaries General Training program 2007 Budget: $80,000.00. Paid to date: $74,584.84 (93.3%) Sporting Pulse 2007 Solidarity Report 31/12/07 3 The 2006 support grant of $50,000.00 for ongoing development of the oceaniasport.com web portal, NOC websites and competition management software has been paid. SPORTS ADMINISTRATION PROGRAMME Payments have been made to the FSMNOC, the NZOC and the American Samoa NOC for a series of Sports Administration training programs in 2007. 2007 budget: $150,000.00. Paid to date: $35,250.00 (23.5%) REGIONAL / NATIONAL GAMES ORGANISATION Support grants were paid to the Organising Committees of the XIII Pacific Games, Apia, Samoa, 2007 and the VIII Pacific Mini Games, Rarotonga, Cook Islands. Assistance was provided for the 2007 Pacific Games Chefs de Mission Meeting in Apia SAM in March. Support grants for the organization of National Games were paid to the NOCs of Palau, Papua New Guinea, Samoa and the Marshall Islands. 2007 Budget: $235,000.00 Paid to date: $234,928.08 (99%) WORLD PROGRAMMES REGIONAL OLYMPIC FORUM The 2007 Regional Olympic Forum, focusing on preparations for the 2008 Olympic Games in Beijing, was held in Sydney AUS on 29 th and 30 th October. This ws followed by an ONOC Secretaries General Meeting from 31 st October to 2 nd November. 2007 Budget: $40,000.00 Paid to date: $40,000.00 (100%) NOC ADMINISTRATION SUBSIDY ONOC is now responsible for paying NOCs their annual administration subsidy of $25,000.00. This is paid on receipt of annual reports and the most recent audited financial statements from the NOC. 2007 Budget: $400,000.00 Paid to date: $287,500.00 (71.9%) NOC PREPARATION – REGIONAL & CONTINENTAL GAMES This year funding under this program was primarily aimed at assisting athletes who were preparing for the 2007 Pacific Games in Apia, Samoa. The Land Resources Division (LRD) continued to focus its activities on the outputs of its Integrated Strategic Plan 2005–2008. In developing work plans, special attention was given to aligning activities to national priorities elaborated in national and sectoral strategies. The management structure, which encourages integration and sharing of resources, has, among other benefits, added much value to the division’s human and financial resources. 2. Increased attention was given to LRD’s facilitation role in helping PICTs develop policy, legislation and plans. For the Pacific Islands’ voice to be heard and listened to, active engagement at the international level is important. LRD has engaged in a number of important forums and conventions during the year, such as the United Nations Forum on Forests (UNFF), UN Convention to Combat Desertification (UNCCD) and International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA). 3. The Regional Germplasm Centre (RGC) has been renamed Centre for Pacific Crops and Trees (CePaCT) and the depth and scope of its work and that of the Pacific Agricultural Plant Genetic Resources Network (PAPGREN) and the Forests and Trees thematic area group have increased, particularly with the additional support provided by the transfer of the South Pacific Regional Initiative on Forest Genetic Resources (SPRIG) project to LRD.

    Economic Recovery Support Program (Subprogram 2) (RRP SAM 43191) ECONOMIC AND FISCAL ANALYSIS A. Development Performance 1. The Samoan economy is led by the tourism, agriculture, and fisheries sectors, which are vibrant sources of employment and economic growth. However, Samoa, like other Pacific island countries, faces constraints imposed by a small domestic market, high transportation costs, inefficiencies in the state-owned enterprise (SOE) sector, weaknesses in physical infrastructure, and a weak business climate. 2. The economy is also highly exposed to external global conditions, and adverse weather, natural disasters, and crop disease—that is, factors beyond its control. The balance of payments, for example, relies heavily on the continued inflow of private remittances, official grants, and international tourism receipts (which are highly dependent on economic conditions in major trading partner markets such as Australia, New Zealand, and the United States). The economic cost of several cyclones in the early 1990s (which saw the ratio of government expenditure to gross domestic product (GDP) peak at more than 80% in FY1993), as well as the extensive damage to local food production as a result of the taro blight, offer other examples of the economies vulnerability. 3. Yet Samoa has overcome these inherent limitations through political stability, and prudent and decisive policy action based around major economic and public sector reforms. Macroeconomic and fiscal stability, liberalized financial markets, public service reforms, reduced government presence in commerce, improved infrastructure, and increased liberalization of the telecommunications and aviation markets have significantly improved the business environment. As a result, Samoa is widely regarded as a success story of the Pacific.

    MAE KOIME - Athletics Profile Following the World Athletics Day in 2001, Mae Koime was selected as part of a small international group of young athletes to attend the World Championships in Athletics in Edmonton, Canada. They were to be the guests of the I.A.A.F. She had a VIP pass to watch the very best athletes in the world compete against each other and record fantastic performances. From then on Mae’s heart was set on doing the best that she could in the sport to represent and actually compete at these big global meetings. She had already tasted international travel the year before when she competed in the Oceania Championships in Adelaide, just before the Sydney Olympic Games, but her appetite for greater things was now beginning to emerge. Over the next decade Mae had the chance to compete in some of the great stadiums in the world. In 2002 she had the opportunity to travel to the “Home of Sprinting” – Kingston Jamaica – to compete in the World Junior Championships, where she qualified for the semi-final of the 100m event. The following year it was to Paris for the World Championships, and then in 2004 to the birthplace of the Ancient and Modern Olympic Games - Athens, Greece where Mae competed in the 100m event. 2005 saw her participate in the World Championships in Helsinki Finland, and in 2006 it was closer to home with the Commonwealth Games in Melbourne at the famed Melbourne Cricket Ground. In Melbourne she progressed to the 2nd round of the 100m and joined the other PNG sprinters to finish fifth in the 4 x 400m Relay.
