About the northwoods league About the Northwoods League: • 2018 will be the 25th year of the Northwoods League. • Largest summer collegiate league in the country with 20 teams spanning from the Dakotas to Canada to Michigan. • Waukesha would be the 11th NWL team in the state of Wisconsin. • 7 of the top 10 teams in the League in attendance are located in Wisconsin. • 181 NWL alumni have made it to the Major Leagues. • Waukesha franchise would feature the top local collegiate players. • All players live in the community with host families. About the northwoods league Why waukesha? • Largest market in the NWL footprint without a franchise. • Have an opportunity to be Waukesha's team. • If not Waukesha, an NWL franchise will likely locate west of Milwaukee in the near future. • Frame Park offers an ideal location for customers in Waukesha and beyond. Big top waukesha Myth: Big Top is looking to replicate the Madison Mallards stadium at Frame Park. Fact: This is not true. Warner Park has a capacity of 6,750. Big Top is proposing 2,500 seats and a capacity of 4,000. The proposed facility would be more inline with Kenosha’s Simmons Field. Big top waukesha Myth: That the baseball field improvements will encompass the entire park. Fact: The proposed improvements are focused on the baseball field. The footprint of the baseball field would be increased by approximately 10 percent of the current size. The Rotary building, bike path, riverfront, amphitheater and formal gardens are not touched. The improvements are approximately 240 feet from the closest point of the Formal Gardens. This proposal and the improvements are exclusive to the baseball diamond. Big top waukesha Myth: The baseball field at Frame Park will not continue to be a public park. Fact: There was 73 games played on the field in 2017. Frame Park is and will always be a public park. Under the proposal, the field would actually be opened to more users with the installation of artificial turf. The field would now be able to host soccer and community events in addition to baseball. Finally, under Big Top’s management, the facility will have 12 community use days where the facility would be open to anyone in the community free of charge. This does not currently happen at the Frame Park baseball field. Example: Under the City of Madison Parks System management in 2015, Breese Stevens Field hosted 38 events and attracted approximately 8,000 guests. In 2017, under the management of Big Top Events, Breese Stevens Field hosted 186 events and more than 80,000 guests. Big top waukesha Myth: Big Top’s use of the park is inconsistent with current Parks Policies. Fact: There are currently other private operators in Frame Park and other public parks in Waukesha and around the state. Seven of the nine Northwoods League franchises in the state of Wisconsin operate private businesses in a public park (two are located on college campuses). Big top waukesha Myth: Northwoods League baseball would be inconsistent with the prior use of the park. Fact: The Frame Park baseball field has hosted both professional and amateur baseball for nearly 100 years. In the 1940s, the baseball field had seating for more than 2,500 guests and hosted Milwaukee Brewers exhibition games and St. Louis Cardinals tryouts. Andrew Frame was involved with the Waukesha Diamonds that played at the baseball park. The Northwoods League is an amateur league and the proposal calls for exclusively amateur baseball including the Northwoods League, Carroll University, Waukesha North, Waukesha South and other youth amateur teams. Big top waukesha Myth: There are other parks in the City of Waukesha that are feasible to host Northwoods League baseball. Fact: There is not another park in the City of Waukesha that would be suitable for Northwoods League baseball. The Frame Park baseball field has the dimensions and infrastructure, but lacks seating, concessions and restrooms. Building a stadium from scratch would cost more than two and half times the proposed renovation budget. This is not financially feasible for either party. Furthermore, other sites do not have the economic development opportunities that exist in the Whiterock Avenue corridor. Big top waukesha Myth: The project will be funded by taxpayer dollars. Fact: The initial funding for this project will come from tax increment financing and not from taxpayer dollars or have any impact on the tax levy. Between Big Top’s financial contributions ($3.5 million) and economic development in the surrounding area, a positive cash flow is projected over the term of the agreement. Big top waukesha Myth: The previous proposal for Northwoods League baseball at Frame Park was not approved. Fact: The proposal in 2008 was approved by the Common Council by a 10-4 vote. Frame park improvements Frame park improvements Proposed design • Design takes into account feedback from previous proposals. • Stadium is 2 stories at its highest point. • Seating is low and close to the playing field to preserve the view of the Fox River and Frame Park. • Proposed façade ties into surrounding structures. • Riverwalk path will not be disturbed or modified in any way. The perimeter of the field would be approximately 237 feet from the edge of the formal gardens. • There is no proposal for a towering video board that would be out of place in the park. • Advertising on the outfield wall would be completely digital, allowing for the advertising not to be visible when the stadium is not in use. • Roof structures are a tribute to the Spring House shape and design to tie to the history of Waukesha. Frame park improvements Field usage • Carroll University, Waukesha North and Waukesha South will all continue to use the facility and will co-exist with Big Top Waukesha. • In addition to Northwoods League baseball, Big Top Waukesha plans to bring a summer collegiate soccer franchise to Frame Park. • Artificial surface will allow for multi-use including community and charitable events. parking • Big Top has experience managing parking situations in neighborhoods throughout the state. • Big Top Waukesha has identified more than 1,000 spots in the immediate area that could potentially be accessed for events at Frame Park. This does not include the available on street parking surrounding the facility. • There is limited parking in all five facilities that Big Top operates in. In each market, Big Top provides a well training and highly visible parking staff to safely direct guests to available parking spots. • Big Top works with local non-profits and businesses to staff their parking lots, secure their lots, and clean their lots while also insuring thee lots. • Big Top will reserve parking for general park use, Schuetze building visitors and events at the Rotary Building.
