    ARI 54/2021 (English version) 12 May 2021 Latin American democracy after a year’s pandemic Carlos Malamud | Senior Analyst, Elcano Royal Institute | @CarlosMalamud Rogelio Núñez | Senior Research Fellow at the Elcano Royal Institute and visiting professor at the Institute of Latin American Studies (IELAT) of the University of Alcalá | @RNCASTELLANO Theme This year the pandemic has triggered not only important one-off changes in Latin America, transforming political and institutional dynamics, but has also aggravated the magnitude of structural problems that were already afflicting some of Latin America’s democratic systems, which are emitting new and alarming signs of weakness and indeed crisis. Summary The pandemic has aggravated Latin America’s historical problems –social, political and economic– and deepened the decline in the region’s democracies. The increasing and renewed fragility of Latin American democratic systems stems first from the inefficiency of the administrative machineries in providing an adequate response to the public’s longstanding demands, as well as from the current healthcare and socio-economic challenge deriving from COVID-19; and, secondly, the crisis of Latin American democracies stems from the problems the political and party systems have in channelling the claims of a society that is increasingly dissatisfied, polarised and fragmented, which in turn provides a breeding ground for the emergence of renewed versions of populism and charismatic, personality-based and authoritarian leadership. Analysis The first case of SARS-CoV-2 in Latin America was officially announced in Brazil on 26 February 2020. Thus began a year that has accelerated trends, most of them pre-dating the pandemic, and has exacerbated the magnitude of many of the existing shortcomings, which have acquired even greater importance and urgency.

The explosion in the availability of natural language data in the era of social media has given rise to a host of applications such as sentiment analysis and opinion mining. Simultaneously, the growing availability of precise geolocation information is enabling visualization of global phenomena such as environmental changes and disease propagation. Opportunities for tracking spatial variations in language use, however, have largely been overlooked, especially on small spatial scales. Here we explore the use of Twitter data with precise geolocation information to resolve spatial variations in language use on an urban scale down to single city blocks. We identify several categories of language tokens likely to show distinctive patterns of use and develop quantitative methods to visualize the spatial distributions associated with these patterns. Our analysis concentrates on comparison of contrasting pairs of Tweet distributions from the same category, each defined by a set of tokens. Our work shows that analysis of small-scale variations can provide unique information on correlations between language use and social context which are highly valuable to a wide range of fields from linguistic science and commercial advertising to social services. Hornbeck Specialist in International Trade and Finance Foreign Affairs, Defense, and Trade Division Summary Argentina’s current crisis resulted from a confluence of events, some external to Argentina’s policy process, others directly related to its political and economic choices. Although it is not easy to discern at what specific point in time Argentina’s economic situation turned into a crisis, it is clear that by early 2001, political, economic and social events had taken a significant turn for the worse. The following is a summary of these events from before Argentina’s adoption of the currency board in 1991 to developments in early 2002. This report will be updated periodically. Chronology of Events1 1980s Argentina suffers through an extended period of economic instability including the Latin American debt crisis and hyperinflation. 1989 Peronist candidate Carlos Menem is elected President of Argentina and appoints Domingo Cavallo as Minister of Economy. Together they enact a major structural adjustment program including tax reform, privatization, trade liberalization, deregulation, and adoption of a currency board. April 1, 1991 Argentina’s Congress enacts the Convertibility Law, which legally adopts the currency board guaranteeing the convertibility of peso currency to dollars at a one-to-one fixed rate and limiting the printing of pesos only to an amount necessary to purchase dollars in the foreign exchange market. Effectively, each peso in circulation is backed by a U.S. dollar and monetary policy is forcibly constrained to uphold that promise.

The Argentine Collapse of 2001 Reassessed* Andrés Malamud** Abstract In 1995, the Peronist party held Argentina’s presidential office, a comfortable majority in both congressional chambers, and most provincial governorships and municipalities. In 2006, the political landscape looks exactly the same. However, between 2001 and 2002 the country arguably went through its most serious crisis ever, which led to massive popular uprisings, the early resignation of two presidents, and the largest debt default in international history. This article questions the widespread vision that sees the political collapse as a spontaneous and definite rupture with the past. Instead, it argues that the social revolt (a composite of cacerolazos, piquetes and asambleas) detonated in December 2001 was not only temporally and territorially limited, but also politically nurtured and institutionally bounded. The nature of the new ministry, and the timing of the announcement, however, led to charges that the move was essentially a maneuver executed by Menem's powerful Economy Minister, Domingo Cavallo. Critics assailed the proposal, suggesting that creation of the new ministry was actually aimed at controlling social unrest leading up to the 1995 presidential elections. The ensuing cabinet crisis was the worst Menem has faced in the last three years. The crisis unfolded in the days just prior to inauguration of a new Constituent Assembly, which will consider, among other things, a change in the Constitution to allow Menem to run for reelection in 1995.

Many studies of federal countries have regarded governors as national veto players even though they do not have such a constitutional status. However, the statistical tests of comparative legislative studies and those of comparative federalism have not succeeded in showing gubernatorial effects on a national political arena. In this dissertation, I study the conditions under which governors can be national veto players by focusing on the treatment of presidential bills between 1983 and 2007 in the Argentine Senate. The dissertation shows that the Senate serves as an arena for subnational governments to influence national politics.

She earned her doctorate degree in Comparative Politics from the London School of Economics and Political Sci- ence, and currently researches and teaches at the Center for Basque Studies at the University of Nevada, Reno. She has conducted unparalleled fieldwork and investigation with Basques from communities in over twenty coun- tries and regularly serves as a consultant for institutions in the Basque Country. Her work has been awarded and recognized internationally, including the Vasca Mun- dial, Worldly Basque, award in 2003, and when selected as the President of the Committee of Academic Experts from the Eusko Ikaskuntza, or Basque Studies Society, initiative for EuskoSare, a worldwide network for Basque studies. Dr. Totoricagüena collaborates in various research projects with homeland institutions and with those of the Basque diaspora.
