ARI 54/2021 (English version) 12 May 2021 Latin American democracy after a year’s pandemic Carlos Malamud | Senior Analyst, Elcano Royal Institute | @CarlosMalamud Rogelio Núñez | Senior Research Fellow at the Elcano Royal Institute and visiting professor at the Institute of Latin American Studies (IELAT) of the University of Alcalá | @RNCASTELLANO Theme This year the pandemic has triggered not only important one-off changes in Latin America, transforming political and institutional dynamics, but has also aggravated the magnitude of structural problems that were already afflicting some of Latin America’s democratic systems, which are emitting new and alarming signs of weakness and indeed crisis. Summary The pandemic has aggravated Latin America’s historical problems –social, political and economic– and deepened the decline in the region’s democracies. The increasing and renewed fragility of Latin American democratic systems stems first from the inefficiency of the administrative machineries in providing an adequate response to the public’s longstanding demands, as well as from the current healthcare and socio-economic challenge deriving from COVID-19; and, secondly, the crisis of Latin American democracies stems from the problems the political and party systems have in channelling the claims of a society that is increasingly dissatisfied, polarised and fragmented, which in turn provides a breeding ground for the emergence of renewed versions of populism and charismatic, personality-based and authoritarian leadership. Analysis The first case of SARS-CoV-2 in Latin America was officially announced in Brazil on 26 February 2020. Thus began a year that has accelerated trends, most of them pre-dating the pandemic, and has exacerbated the magnitude of many of the existing shortcomings, which have acquired even greater importance and urgency. -

The explosion in the availability of natural language data in the era of social media has given rise to a host of applications such as sentiment analysis and opinion mining. Simultaneously, the growing availability of precise geolocation information is enabling visualization of global phenomena such as environmental changes and disease propagation. Opportunities for tracking spatial variations in language use, however, have largely been overlooked, especially on small spatial scales. Here we explore the use of Twitter data with precise geolocation information to resolve spatial variations in language use on an urban scale down to single city blocks. We identify several categories of language tokens likely to show distinctive patterns of use and develop quantitative methods to visualize the spatial distributions associated with these patterns. Our analysis concentrates on comparison of contrasting pairs of Tweet distributions from the same category, each defined by a set of tokens. Our work shows that analysis of small-scale variations can provide unique information on correlations between language use and social context which are highly valuable to a wide range of fields from linguistic science and commercial advertising to social services. Artundo A lo largo de su vida, Oliverio Girondo (1890-1967) reunió en su biblioteca más de 6.000 libros. Una biblioteca de la que sólo ha quedado un registro parcial en algunos documentos de la década de 1970. Esta “Biblioteca de Oliverio Girondo” es, precisamente, una reconstrucción que se basa en el catálogo de la venta realizada por la firma Adolfo Bullrich y Cía. Ltda. en 19731 y en el listado de la donación realizada por Norah Lange (1905-1972) hacia 1970 al Museo de Arte Hispanoamericano “Isaac Fernández Blanco”.2 A ellos se suma el listado de libros que Norah conservó consigo luego del fallecimiento de Oliverio y que hoy son propiedad de su sobrina Susana Lange. En su conjunto, este nuevo corpus sólo llega a representar un 25% del total de su biblioteca. Un porcentaje sin duda menor pero que posee singular relevancia a la hora de abordar a Girondo desde otros lugares, en especial, la bibliofilia, independientemente de que su biblioteca aporte datos invalorables acerca de muchos otros de sus intereses. -

Considering the artistic world of the Croatian painter Zdravko Dučmelić in Argentina as a case study, the main aim of the article is to explore how the sum of the ac- quired artistic/aesthetic habitus that mediated his artistic activities, memories and personal experienc- es was combined in the artist’s creative process. To this end we will present the formation of Dučmelić’s artistic and aesthetic habitus, and his insertion into the Argentinian sociocultural and artistic context, in order to explore Dučmelić’s creative process, paying special attention to the way that personal expe- riences, emotional stimuli and memories were resignified into artistic, symbolic and oneiric images. El Gobierno Peronista Y Las Artes Visuales
EL GOBIERNO PERONISTA Y LAS ARTES VISUALES Daniela Lucena Universidad de Buenos Aires / CONICET (Argentina) [email protected] Resumen Los años del gobierno peronista han sido objeto de una importante cantidad de estudios y análisis que presentan una gran variedad de visiones e interpretaciones sobre este actor crucial del ámbito político argentino (1). En este trabajo nos interesa abordar una zona escasamente explorada del peronismo, la de sus relaciones con el campo de las artes visuales. Tomando como punto de partida los estudios publicados sobre esta temática y también nuestros propios avances de investigación sobre el movimiento de Arte Concreto intentaremos complejizar las caracterizaciones más difundidas sobre este tema: aquellas que asemejan la política artística del peronismo con la implementada por regímenes como el nazismo y el fascismo o ponen el énfasis en el desprecio del peronismo por la “alta cultura” y su gran interés por la cultura popular. Con este objetivo nos proponemos reponer un conjunto de prácticas e intercambios que ponen en evidencia que los vínculos entre el gobierno peronista y el campo de las artes visuales fueron, durante aquellos años, mucho más fluctuantes y complejos que lo que se ha establecido en varios de los análisis historiográficos existentes. Las imágenes del peronismo Luego del golpe militar de 1943 y de los sucesivos gobiernos encabezados por Ramírez y Farell, el Coronel Juan Domingo Perón ganó las elecciones de febrero de 1946 y se convirtió en el nuevo presidente de la Republica Argentina. En aquella ocasión Perón gobernó durante seis años y en 1951 fue electo nuevamente presidente, pero este mandato fue interrumpido por un golpe militar en el año 1955. -
