McNamaraʼs support for withdrawal from Vietnam between 1962 and 1964, during the John F. Kennedy administration and during the transition to the Lyndon B. Johnson presidency. It offers a reassessment of McNamaraʼs role as one of the primary architects of the Vietnam War. From a methodological point of view, it approaches McNamaraʼs recommendations on Vietnam from the bureaucratic perspective of the Office of the Secretary of Defense (OSD), explaining the evolution of the office and the balance of civil-military relations during his tenure. Through a bureaucratic lens, McNamaraʼs support for a policy aimed at disengagement from Vietnam is logical. First, the withdrawal plans – the Comprehensive Plan for South Vietnam (CPSVN) – supported a strategy informed by the counterinsurgency thinking of the Kennedy administration. McNamaraʼs changes at the OSD were designed to align defense tools to civilian strategy. As a result, as Kennedy and McNamaraʼs counterinsurgency advisers suggested, the CPSVN put the onus on self-help (i.e. the South Vietnamese doing the fighting themselves), clear-and-hold strategies and the strategic hamlet program that was buttressed by paramilitary, rather than traditional military, forces. Gavin Mira Rapp-Hooper What price should the United States – or any leading power – be willing to pay to prevent nuclear proliferation? For most realists, who believe nuclear weapons possess largely defensive qualities, the price should be small indeed. While additional nuclear states might not be welcomed, their appearance should not be cause for undue alarm. Such equanimity would be especially warrantedWORKING if the state in question PAPER: lacked DO other attributesNOT CITE of power. OR Nuclear acquisition should certainly notCIRCULATE trigger thoughts of WITHOUT preventive militar PERMISSIONy action, a phenomena typically associated with dramatic shifts in the balance of power. The historical record, however, tells a different story. Throughout the nuclear age and despite dramatic changes in the international system, the United States has time and again considered aggressive policies, including the use of force, to prevent the emergence of nuclear capabilities by friend and foe alike. What is even more surprising is how often this temptation has been oriented against what might be called “feeble” states, unable to project other forms of power. The evidence also reveals that the reasons driving this preventive thinking often had more to do with concerns over the systemic consequences of nuclear proliferation, and not, as we might expect, the dyadic relationship between the United States and the proliferator. Factors 1 typically associated with preventive motivations, such as a shift in the balance of power or the ideological nature of the regime in question, were largely absent in high-level deliberations.

The Embassy noted that Vietnamese Govern- ment troops may have fired into the crowd, but most of the casualties resulted, the Embassy reported, from a bomb, a concussion grenade, or “from general melee”. The Embassy observed that although there had been no indication of Viet Cong activity in connection with the incident, the Viet Cong could be expected to exploit future demon- strations.

The programme is designed to take a retrospective look at guests who had appeared on the now legendary show, Barend en van Dorp and Willem Oltmans had been a frequent guest. Clips were shown, discussed, and questions followed. Once again the re-occurring theme reared its head. ‘Would Willem be remembered as a great journalist or as a charlatan?’ Without presumption I say that I probably knew Willem better than anyone else, and the word ‘charlatan’ does not enter my vocabulary. I saw Willem as a man who hated lies, hypocrisy and cover-ups. His diaries, meticulously notated, and which he himself referred to as ‘my brain’, speak for themselves. Willem was also capable of being Spartan with detail when the noted facts were painful to him. 19th of May 1979, thirteen years exactly to the day that we first met, he writes of a painful incident and refers to it simply as ‘a sort of rape’. I was the subject of that rape and the same uninvited, explosive sexual attack was forced on me again two weeks later in the home of his mother. We never spoke of it, and so I find it a revealing characteristic of the complex Oltmans brain that he chose to acknowledge his darker sides and demons, albeit without any emotion.
