1. Introduction

1.1 This statement of community involvement is submitted on behalf of Solstice Renewables Ltd in support of a full planning application submitted to Moorlands District Council for the development of a solar farm on land at Fields Farm, south west of Cheadle. Full details of the proposal are contained in the Planning, Design and Access Statement.

1.2 This document explains the applicant’s approach to consulting with the local community and key stakeholders and the influence this consultation has had on the proposals.

1.3 The statement of community involvement is one of a number of documents that have been submitted to the local planning authority. Please refer to the application cover letter for a full list of submitted information.

Solstice Renewables’ approach to consultation 1.4 Solstice Renewables is currently in the process of developing over 100MW of solar photovoltaic (PV) farms across the UK. An important part of all of these proposals involves working with the local community, by consulting with local people and by offering a community fund for each of the sites to help fund local projects to enable local people to benefit from the renewable energy schemes. Solstice Renewables also offers additional funds for educational benefits linked with its solar farms directly to local schools.

1.5 This site on Fields Farm offers the potential to generate approximately 5 MWp of power, enough renewable electricity to supply the equivalent of 1,500 typical homes. Emerging government policy is seeking to ensure that local communities benefit more directly from renewable energy in their local area. The community benefit expectations for wind turbines have already been established, however with solar farms there are no specific guidelines. Solstice Renewables is leading the industry in their approach to community benefits with generous financial and educational benefits.

1.6 In January 2014 (updated in April 2014) the government published its Community Energy Strategy. It identifies at paragraph 95 that responses to the call for evidence and DECC’s Onshore Wind Consultation provided a number of possible models for community involvement in renewable energy developments, including providing a payment per MW installed to a community trust fund. It is proposed that £1000 per MW of installed capacity will be provided to a community fund per year, index linked, for the 25-year lifetime of the project. This would translate to £5,000 a year or over £125,000 for the lifetime of the project. A further £2,000 a year is proposed in funding for educational benefits for local schools.

1.7 During the process of developing the proposals for a solar farm on the site at Fields Farm, Solstice Renewables has sought input from the local community and key stakeholders to understand local issues and concerns. Consideration was given to the advice contained in the adopted Statement of Community Involvement (December 2014), which advocates the involvement of local people early on in the planning process.

1.8 In accordance with Paragraphs of 5.7 and 5.8 of the Council’s SCI, consultation with local residents has taken place, including inviting local people and councillors to attend a public exhibition, which presented information about the proposals and enabled attendees to provide feedback. The event was also publicised through press adverts, a press release and posters in the area.

2. Public Consultation and Engagement Methods

2.1 Letters were sent out to all local residents who were likely to have an interest in the proposed solar farm based on proximity to the site. This letter included a site plan and details of the proposals, alongside an invitation to attend a public exhibition on 21 May 2015 at William Amory Primary School to find out more and discuss the proposals with the Solstice Renewables team and provide feedback. An email address was provided for any additional comments.

2.2 In total, 312 letters were sent to local residents. 50 letters were also sent to politicians including 2 MPs and Councillors from Draycott-in-the-Moors Parish Council, Parish Council, Cheadle Town Council, Parish Council and Staffordshire Moorlands District Council (see Appendix 1 for example letter). A press advert appeared in the 13 May 2015 edition of the Leek Post and Times, the local paper (see Appendix 2).

2.3 10 posters were put up around Forsbrook, a copy of which is at Appendix 3.

2.4 A press release was also sent to local print, online and broadcast media (see Appendix 4). This resulted in articles on the Draycott-in-the-Moors community website and Leek Post and Times.

2.5 The public exhibition was held at William Amory Primary School between 16.15 and 20:00 on 21 March 2015. Local councillors were invited to attend a private session at the public exhibition from 15:45 to 16:15, Councillors from Draycott-in- the-Moors Parish Council. The later finish time of the exhibition at 20:00 allowed people who work during the day an opportunity to still attend, and give feedback. Around 50 individuals visited the exhibition, with six feedback forms completed. These responses are considered in the next section of the report.

2.6 The exhibition comprised of a number of boards explaining the concept of solar farms, details about Solstice Renewables, the proposed site layout and photomontages of potential key viewpoints (see Appendix 5 and Appendix 7). Members of the projects teams from Solstice Renewables and Terence O’Rourke (planning and environmental consultants) were on hand to answer questions from visitors, including:

2.7 Members of staff were on hand to respond to people’s questions and comments, many of which were supportive and in favour of this development. Some concerns were expressed at the event about the principle of this form of development and this particular proposal.

2.8 There were concerns expressed at the event about the suitability of local roads to accommodate the construction traffic. This has been assessed in detail in the submitted construction traffic management plan, which has identified a suitable route for construction traffic.

2.9 There were concerns about the potential impact on some local views. A detailed landscape and visual appraisal report has been submitted with the application.

2.10 Visitors to the exhibition who did not wish to leave feedback were given a postal address in the event they had any further queries or wished to make additional comments.

2.11 Material was made available at the event for people to take away to share, along with details of the Solstice Renewables website where detailed information about the plans was also available, along with copies of the exhibition boards.

2.10 Solstice have been invited to make a presentation to Draycott-in-the-Moors Parish Council, and a date is currently being arranged.

2.11 Away from the exhibition, Solstice have held informal meetings with individuals, including neighbours, to discuss the proposal in detail and look to address their concerns.

3. Detailed Results of Feedback

3.1 A total of six completed feedback forms were received at the public exhibition, on behalf of eight individuals. A blank copy of the feedback form is in Appendix 6.

3.2 All respondents indicated they were local residents.

3.4 All respondents agreed the climate change is an important issue, and the majority supported solar energy, in general.

3.5 Respondents were uncertain as to whether or not the development would benefit the community or not. Two respondents were strongly against the proposal, but did not explain their reasons.

3.6 Support was also expressed for environmental enhancements, including wildflower planting, bird/bat boxes and tree planting. Solstice Renewables are keen to enhance the ecological value of their sites and works with an industry- leading ecologist.

3.7 The final question on the feedback form sought ideas as to where the community fund could be spent to benefit local people. Suggestions for the community fund included the following:

3.8 It is proposed that decisions on allocating funding would be made independently, by the community, for the community. Solstice Renewables will work with

Draycott in the Moors Parish Council on how this can be best used to bring economic, social and environmental benefits to the area.

3.9 In addition to the feedback from the response forms, there has been significant input from the community through the engagement with local stakeholders, including neighbouring landowners. The proposed site layout has been modified, in some areas significantly, in response to this feedback.

4. Conclusion

4.1 Solstice Renewables has sought to engage with the local community in order to provide information about proposals for a solar farm at Fields Farm, to understand local opinion of the scheme and ways in which the proposed solar farm can be developed to take account of these. In addition, ideas on how the community benefit fund might be spent have been sought.

4.2 The pre-application consultation consisted of a range of methods in an effort to achieve meaningful engagement.

4.3 Overall the limited feedback showed that there is support for the proposal, with more half of respondents supporting the development. However, there is some objection regarding specific details with this proposed location.

4.4 The proposed site layout has been amended to respond to the main concerns, in some cases significantly, and represents a very considered development proposal. For further information about the proposals, please refer to the submitted planning, design and access statement.
