1. Welcome and Introductions: CPML Welcomed everyone to the meeting 2. Apologies: Cllr Keith Flunder (Checkley PC). 3. Masterplan Blythe Vale - DW has received communication from High Peak Planning department regarding S106 funding for Open Space Playing fields. DW has asked Sally Curley and Ben Hayward to keep both Forsbrook and Draycott Clerks informed regarding any progress with the S106 and to involve all the Parishes in a Consultation when High Peak notify us that funds have been received. DP explained that the S106 information is on the Planning portal. A discussion was had about playing fields after the developments are complete. A maintenance plan should be built into the S106 plan so that the Parish Councils do not have to pick up the bill for ongoing maintenance. DW asked to write to High Peak to gain more clarification on the process. 4. Masterplan Letter SMO drafted a letter to be sent to The Planning Department requesting a copy of the Masterplan. It was agreed that the Master Copy would be passed to the Draycott and then to Forsbrook Parishes for the letter to be approved and signed at the next Council meetings in November. DW to collect letter from SMO then pass onto DP. 5. Forsbrook Community Asset Update CIH and CPJ explained the situation with the Old Police Post in and outlined the Council's wish for the buildings to be developed as a Community facility and to include some space for Youth provision. Forsbrook Parish Council have called the Planning proposal into Committee and arranged a meeting with the Police Crime Commissioner. DP thanked the surrounding Parishes for their letter of support. 6. A521 Closure So far, the road closure has not caused any major problems. There have been some complaints regarding diversion signage not being clear enough and not enough of them. DW will contact Highways and Highways to ask for the signage to be assessed.

7. Neighbourhood Development Plan updates Draycott and Forsbrook explained at what stage they are at with their NDP process. SMO explained that as the process progresses more members of the public seem to get involved. A simple SWOT analysis is needed for each Parish (Strengths, Weaknesses, Opportunities and Threats) It was decided that the next public engagement session should be a joint one and that representatives from both Parishes could hold a drop in at the Blythe Centre. This could be linked with a Police surgery to encourage as many visitors as possible. DP to look at possible dates and to discuss with Urban Vision. 8. Saturday Surgeries A discussion was had around Councillor representation at the Saturday Police Surgeries at Great Wood Hall, Tean and The Blythe Centre. DW will add to Draycott P.C. Agenda to ask if Draycott Councillors would become representatives. Checkley have a rota to share the duty. CIH and CPJ often represent Forsbrook if possible. The surgeries are held in Forsbrook on 2nd Saturday of the month 9.30am -12noon. 9. RoSPA Training. DP has found a training course at the cost of £200 per head. Training needs to be done annually. If our Lengthsman were trained there would be no need to hire RoSPA inspectors every year to test the play equipment. DP will check as they may train two people at the same time for less cost.

10. Open Floor CIH wants to see Climate Change policy to be incorporated into the Neighbourhood Plans. CPW lead a discussion on the 5G Government Consultation in England. There is a questionnaire for Councils to complete, the deadline is 4th November. This 5th Generation telecom technology is extremely powerful and uses thermal waves. The waves can pass through concrete. The health implications are not yet known and also the data security implications and the effects it could have on ecology. Planning permission is usually sought for antennae to be erected. If this gets passed without Planning regulation the antennae will appear everywhere. Some countries have banned 5G already. There is no mention of Wales, Scotland and Ireland. CPW feels they could be using England as the test area. CPW asked for the collective feeling from the Councillors on this issue. It was agreed for the Clerks to spread the link to the Consultation on Social media. If the clerks can get a majority vote by email from their Councils, they can then fill in the Consultation as the Parish Council to represent the organisations views. CPML asked DW to write to Staffordshire County Council to locate the 1.2 million Highways Infrastructure Grant for Blythe Park, Cresswell.
