DRAYCOTT in the MOORS PARISH COUNCIL the Annual Parish DRAYCOTT IN THE MOORS PARISH COUNCIL The Annual Parish Assembly Meeting held on Thursday 9th May 2019 7.00pm at Draycott Church Hall, Church Lane, Draycott, ST11 9AG MINUTES 1 Welcome: The Chairman Cllr P. McLaughlin welcomed everyone to the Annual Parish Assembly Present: Cllr. P McLaughlin (Chairman), Cllr Winfield (Vice Chairman), Cllr S. McLaughlin, Cllr. Bradshaw, Cllr. Myatt and 17 members of the public. All elected Councillors present signed their acceptance of office. 2 Apologies: Cllr. Holdcroft, Cllr. Deaville 3 To resolve the minutes of the Annual Parish Assembly meeting held on 14th May 2018 are a true record. As there were only two of the Council present from last year’s Assembly the Chairman decided to take these minutes to the Annual Meeting of the Council on 13th May when a full Council should be present. 4 Chairman’s Report: Cllr. P McLaughlin 1 DRAYCOTT IN THE MOORS PARISH COUNCIL 2 DRAYCOTT IN THE MOORS PARISH COUNCIL 5 Speakers from the Community: Glyn Johnson – Cresswell Community Phone Kiosk Glyn thanked the residents, the VVSM and the Parish Council for their support. 3 DRAYCOTT IN THE MOORS PARISH COUNCIL Tara Burndred - Tasu Kai Dojo, Blythe Business Park, Cresswell – Tara thanked the Council for supporting the club by granting £500 from the Solar Array Fund towards an Olympic standard mat for the Dojo. There are classes for all types of people and Tara hopes that the club can provide an environment for people of any age to come to keep fit and learn about Well being. She has Post natal classes and Anti natal classes, Toddler and Mums classes, Spinning and fitness training as well as the core martial arts classes. Tara is a beliver in well being and helping people feel good about themselves. The club is open to all age groups. There is soon to be an AMA National Competition held at the Dojo for 7 – 16 year olds sponsored by local company Browns Distribution. The club is in the old Blythe Colours works. Tara hopes to attract some stars to this event. Brian Blackwood – Staffordshire Moorlands Community Transport - Local volunteer Brian explained the new service that is now available to the community in the Draycott in the Moors Parish areas. 4 DRAYCOTT IN THE MOORS PARISH COUNCIL 5 DRAYCOTT IN THE MOORS PARISH COUNCIL John Clarke – St Margaret’s Church Fair – John told everyone about all the plans for St Margaret’s Church Fair on Saturday 13th and Sunday 14th July 2019 to raise funds for St Margaret’s Church. New volunteers were needed this year to keep the event running. The problem with clashing with Cheadle Carnival last year has been resolved and they have now moved their date. The aim of the fair is to entertain people, attract families and make people happy. To have a stall in the marquee is £15 or a stall on the field is £10. 6 DRAYCOTT IN THE MOORS PARISH COUNCIL Alana Wheat – Gaming Potion – https://www.facebook.com/GamingPotion18/ https://sites.google.com/view/gamingpotion Charlotte Beeby – Forsbrook District Commissioner – Girl Guides and Draycott Brownie Leader. Draycott Brownies meet at the Church Hall on Wednesdays at 6.15 – 7.45pm. Charlotte is recruiting as she needs more adult helpers. 7 DRAYCOTT IN THE MOORS PARISH COUNCIL 8 DRAYCOTT IN THE MOORS PARISH COUNCIL Lee Warburton – Community Planters for the Parish. Lee explained that he is still waiting for confirmation that he is allowed to start work on the planters. The Clerk said she will chase up the license and let Lee know after the Annual meeting of the Parish Council on Monday 13th. Nola Ward – Horseshoe Cottage – Holiday Let – Nola told everyone about her newly opened holiday let. 9 DRAYCOTT IN THE MOORS PARISH COUNCIL Andy Bird – Fenton District Angling Society – Fly Fishing, Course Fishing, Game Fishing, affordable, £10 juniors and £40 adults, £30 senior citizen. 4 pools at Dilhorne, Sutton Brook and a 2 mile stretch of the River Dove and lots more. If anyone wants to chat to Andy about fishing please get in touch. 6 Refreshments served 7 Open Forum Meeting ended at 8.45pm 10 .

Masterplan Blythe Vale - DW has received communication from High Peak Planning department regarding S106 funding for Open Space Playing fields. DW has asked Sally Curley and Ben Hayward to keep both Forsbrook and Draycott Clerks informed regarding any progress with the S106 and to involve all the Parishes in a Consultation when High Peak notify us that funds have been received. DP explained that the S106 information is on the Planning portal. A discussion was had about playing fields after the developments are complete. A maintenance plan should be built into the S106 plan so that the Parish Councils do not have to pick up the bill for ongoing maintenance. DW asked to write to High Peak to gain more clarification on the process. 4. Masterplan Letter SMO drafted a letter to be sent to The Planning Department requesting a copy of the Masterplan. It was agreed that the Master Copy would be passed to the Draycott and then to Forsbrook Parishes for the letter to be approved and signed at the next Council meetings in November.

    “Counting our heritage” – an example of how local authorities can use volunteers Richard Tuffrey How do we assess the condition of our heritage assets? • In the order of 500,000 listed buildings in England (Historic England) • Of these, approximately 92% (460,000) are listed as Grade II (Historic England) • From 2006-2017, number of specialist heritage staff employed in local government declined from approx. 800 FTE to 500 FTE – a fall of approx. 38% (IHBC) Counting our heritage • One of 19 pilot schemes arranged by English Heritage in 2013 • Objective to test the practicality of working with non- professional volunteers to carry out a survey of all Grade II listed buildings • Project ran across the whole of High Peak and Staffordshire Moorlands (outside the National Park) Counting our heritage The process Remember: • Volunteers are acting as agents of the Council and so the same duty of care applies to both them and the public: o Act in professional manner o Health and safety • Owners of properties can be understandably suspicious: o Why is the Council undertaking the survey? o Why are volunteers being used? Introduction 1.1 Integrated Transport Strategies have been developed for the eight District / Boroughs in Staffordshire to help prioritise the County Council’s expenditure on transport improvements in the short term and during the period of the planning authority’s Local Plan. The objectives of the Staffordshire Moorlands Integrated Transport Strategy are as follows: Objectives of the Transport Strategies • Summarise the key highway and transport issues • Integrate transport and planning policy • Identify transport solutions that will help to: o Achieve Staffordshire County Council vision and outcomes o Deliver the Local Plan o Support Local Enterprise Partnership objectives o Reflect communities concerns • Outline funding options and delivery mechanisms 1.2 Delivery of this Transport Strategy will help achieve Staffordshire County Council’s vision for Staffordshire and three interconnected priority outcomes that are identified in the County Council’s Strategic Plan for 2018 to 2022. Vision ‘A Connected Staffordshire, where everyone has the opportunity to prosper, be healthy and happy’. The people of Staffordshire will: • Be able to access more good jobs and feel the benefit of economic growth • Be healthier and more independent • Feel safer, happier and more supported in and by their community 1.3 It will also help to achieve the Stoke-on-Trent and Staffordshire Local Enterprise Partnership (LEP) objectives of creating Competitive Urban Centres and a Connected County.

Working on 17 plans at the moment. Checkley, Brown Edge and Biddulph. Offices in Leek and Liverpool. A diversity of size of plan. Invited questions – up to £9K of financial support to do consultations, technical reports – heritage, housing needs, site allocations, Community rights. Apply on Locality website. Joanne Bagnall at SMDC. Help in gathering evidence and guidance on ways to move forward. Costs vary according to needs and wants. UVE set tasks rather than number of days needed. They would guide through what needs a professional and what could be done by us. Aim to help communities achieve what they want. Workshop on Housing site allocations then repeat surveys can be undertaken without support. Question from the floor – is it worth doing? No neighbourhood plan = no right of reply to SMDC plans on our behalf. Maybe timing on a questionnaire needs to be looked at again. Door knocking would seem to be the way forward to getting a bigger size sample. How would a question translate into planning policy? UV would expect to obtain a 40% representative sample. Checkley rep says their plan wouldn’t be where it is if it wasn’t for the input of UV.
