A copy of the tender notice is enclosed herewith as Chapter-II. 2.0 The tender document is hereby being issued to you on your request and on your having deposited the requisite cost of the tender document as per aforesaid details. The tender document is being issued with further condition that you agree to abide by the conditions laid down hereinafter in the tender document before submitting your tender. In case, the tenderer has used the documents downloaded from the internet, it is construed that the tenderer has agreed to as aforesaid. 3.0 The Railway, before the due date of opening, may on its own or in response to any clarification requested or suggested by any person including that of the Tenderer, may modify the tender document at its sole discretion. 4.0 The tender document includes various chapters, drawings and annexure as enclosed, which are integral parts of the tender documents. Railways Unified Standard Schedule of Rates (USSR) Engineering Department 2012, as amended by updated correction slips hereinafter referred to as East Central Railway’s “Unified Standard Schedule of Rates (USSR 2012), Engineering Department 2012” Indian Railway unified Standard Specifications for (Works and Materials) Engineering Department 2010 as amended by updated correction slips and all other books/codes/manuals etc. mentioned else where in these documents. These books are hereinafter called the “Books of Reference”. General arrangement drawings enclosed with these documents are only for guidance and may change during detailed design approval/execution stage. 6.0 All the above mentioned chapters and above named documents, taken together, if not scored off, shall constitute the complete tender document hereinafter referred to as “tender document” and have to be read together and acted upon accordingly. No part of the tender document can be relied upon or acted upon in isolation. 7.0 In the event of any conflict between the Books of reference and contents of various chapters of these documents and references therein, the matter shall be referred to Engineer, whose decision in this regard shall be final binding and conclusive. 8.0 Scope of the Work: Scope of the work under this work has been described in detail in Para 3 of Chapter III. 9.0 Approximate cost of the work: The tender assessed cost of the work covered by this tender is approximately Rs. 5,54,79,177/- (Rupees Five crore fifty four lakh seventy nine thousand one hundred seventy six only) as per details given in Annexure. 10.0 Date of dropping and opening: As per tender notice and corrigendum(if any) as per chapter –II of these documents. 11.0 Credentials: Tenderers should submit the details of their credentials in the Annexure I & II of Chapter-III of tender document with supporting documents. Tenders submitted without credentials as per Annexure I & II of Chapter-III of Tender document are liable to be rejected. 12.0 Opening of the tender: The Tender will be received/dropped in the office of CAO/Con/EC Rly. Mahendrughat, Patna on the date of dropping as indicated in Tender Notice till 12.00 hrs when the tender box would be closed, and will Page 5 of 86 be opened at 12.30 hrs as indicated in Tender Notice at CAO/Con/EC Rly. Mahendrughat, Patna only in presence of the Tenderers or their authorized representatives who wish to remain present. In case the tender dropping day is declared a holiday on account of any reason, the tender box shall be closed at the same time on the next working day and if opening day is also declared a holiday , the tender box shall be opened at the same time on the next working day. 10.0 Amount of Earnest Money: Rs. 4,27,400/- (Rupees Four lakh twenty seven thousand four hundred only). The amount of earnest money required to be deposited along with the tender has been indicated in the tender notice/Corrigendum. 13.0 Validity of the tender: Tenderer shall keep his tender open for a period of 120 days from the date of opening of the tender. 14.0 Period of Completion: 12 (Twelve) Months. The successful Tenderer shall complete the entire work within the period specified in the tender notice viz. 06 (Six) months. The period starts from the date of issue of the letter of acceptance by the Railway to such Tenderer. 15.0 Schedule of Items: Schedule of Items: The tenderer shall fill in his rates for doing this work on the prescribed page/sheet of the chapter VII of these documents. Rebate, if any should be quoted in Schedule “D” as contained in Chapter VII. Various items of the works covered under this work have been detailed in Schedules ‘B-I’ to ‘B-VI’ which includes five annexures viz. B-I (for schedule B-I), B-II (for schedule B-II), B-III (for schedule B-III), B-V (for schedule B-V) & B-VI (for schedule B-VI) enclosed in chapter VII of this tender documents. Rates shall have to be quoted as percentage above or below for each schedule separately. Tenderers must not quote item wise rates. In case any tenderer quotes unified percentage for each schedule and also quotes item wise rates against individual items, no cognizance would be taken for the item wise rates quoted by the tenderers. However, railways reserves their right to cancel any tender wherein item wise rates have been quoted. 16.0 Specifications of the work: The work shall be carried out as per specifications contained in the tender document or otherwise referred to. 17.0 Advance to the Contractor:-Not Applicable in terms of clause 37A of chapter – III. 18.0 Price variation clause: - Applicable in terms of clause 35 of chapter –III. 19.0 Purchase preference clause: - Not Applicable in terms of clause 9 of Chapter- III. 20.0 Incentive Bonus Clause: - Not Applicable in terms of clause 37 of chapter-III. 21.0 Accepting Authority: The acceptance of this tender rests with the CE/Con/North West for and on behalf of the President of India. Madhubani is the cultural heart of Mithilanchal, being the birthplace of many literary people and home to Madhubani paintings . Madhubani has maintained a distinct individuality of its own. Madhubani is bounded in the north by the hilly region of Nepal, and districts of Darbhanga, Sitamarhi and Supaul in south , west and east respectively. The rivers that flow near Madhubani are Kosi river, Kamla Balan, Bhutahi Balan, Adhwara, Kareh, Gehuan, Supen, Trishula, Jeevachh, Bachharaja, Dhous and Ghaghr. HISTORICAL BACKGROUND The name Madhubani is derived from the word "Madhuban" meaning “ forest of honey". Also, the word Madhubani is got by joining the words "madhu" and "vaani", meaning "sweet voice/language". There are no pre-historic sites in Madhubani though remains of the earliest aboriginal population known as the Tharus, Bhars, Kiratas, etc., can be seen here. They wielded power in Madhubani region prior to its Aryanisation and Shiva worship was in vogue. The kingdom of Videha, ruled by a successive line of kings known as Janakas, included Madhubani. The royalty and nobility- although the vanguard of Aryan culture, took to worshipping Shiva in consonance with the faith of their subjects. According to Mahabharata tradition, the Pandavas during their exile stayed in the region of Madhubani district. Bimbisar, the founder of the Magadhan empire, and his son Ajatshatru aspired to rule over the whole of Aryan land.

    The Madhubani district was carved out of the old Darbhanga district in the year 1972 as a result of reorganisation of the districts in the State. This was formerly the northern sub-division of Darbhanga district. It occupies a total area of 3501 sq. kms , consists of 5 Sub -divisions and 21 Development Blocks . Bounded on the north by a hill region of Nepal and extending to the border of its parent district Darbhanga in the south, Sitamarhi in the west and Supaul in the east, Madhubani fairly represent the centre of the territory once known as Mithila and the district has maintained a distinct individuality of its own. It is located at a Longitude of 25º-59' to 26º-39' East and the Latitude is 85º-43' to 86º-42' North. It is 80 meters above the sea level. Practically there are no prehistoric sites in the district though remains of the earliest aboriginal population can be seen in some parts of the district. Hunter in his "Statistical Accounts" has referred to the existence of the people, known as the Tharus in the erstwhile old subdivision of Madhubani. The Bhars are also believed to have belonged to some aboriginal race though nothing positive about them is known from any reliable source. The Bihar settlements Page 1 of 6 in the north-eastern part of the district indicate that they possibly wielded some power in the remote part. From the work of Dr. Suniti Kumar Chatterji entitled 'Kiratajanakirti' it appears that Kiratas also inhabi ted the district for a considerable period.
