Sanction Letter LALIT NARAYAN MITHILA UNIVERSITY Kameshwaranagar, Darbhanga _H_QT,IFICAT_`ILQJ± ln pursuance of the Education Department, Government of Bihar, Patna, Letter No. 15/A2-Ol/2014-943 dated 22.05.2018, and the Departrpental S¢#kcz/p No. 1594 dated 20.08,2014, advertisement for engagement of Guest/Part-Time Teacher+s was issued by the University in different national dailies and on the Unive].sity Website, vide Advt. No.: PTT- 01/2018, follpwed by the meeting of Selection Committee of Physics held on 24.10.2018. On the reconimendation of Selection Committee, the following persons are hereby engaged as Guest/Part-Time Teacher in Physics purely on temporary basis on a fixed honorarium of Rs. 1000/= (one thousand only) per class, with a maximum of Rs. 25,000/= (twenty-five thousand onlly) in a month, in anticipation of the approval of the Syndicate. However, the benefit of provident fund, Pension, etc. normally given to regular teachers of the University, shall not be admissible to Guest/Part-Time Teachers. The tenure of engagement of the Guest/Part-Time Teachers will not be of more than one academic session (equivalent to eleven months), and his/her engagement will automatically be terminated on the 31S` May of every year and will remain so till the University re+opens after surmer vacation, for which no payment or claim for payment shall be admissible. Head/Principal concerned, if satisfied with .the perfomance of the candidate, will issue hihaer the Letter of Renewal on the day. Department/College re-opens after summer vacation, and will inform the univer,sit}' accordingly. \ Their.service can be terminated at any point of time by the University with ten days I notice. In future, they will have no claim for permanent job/absorption on the basis of this contractual ehgagement. The Act includes institutions of self government such as Panchayati Raj Institutions (PRIs) and municipalities within the definition of the term ‘public authorities’. The purpose of the Act is to create an informed citizenry capable of participating in the decision-making processes of government at all levels. A concomitant objective of this law is to empower people to hold government and its instrumentalities accountable to their decisions and actions. Participation in the absence of information about the policies, programmes and processes of decision making is next to the impossible. In this context, the right to information becomes a key tool for ensuring that public authorities more effectively meet their goal of promoting participation and entrenching accountable government at the grassroots level.

    DISTRICT PROFILE MADHUBANI INTRODUCTION Madhubani district is one of the thirty-eight administrative districts of Bihar. Formerly the northern sub-division of the erstwhile Darbhanga district, Madhubani was notified as a district in 1972. Madhubani district is a part of Darbhanga division. Madhubani is the cultural heart of Mithilanchal, being the birthplace of many literary people and home to Madhubani paintings . Madhubani has maintained a distinct individuality of its own. Madhubani is bounded in the north by the hilly region of Nepal, and districts of Darbhanga, Sitamarhi and Supaul in south , west and east respectively. The rivers that flow near Madhubani are Kosi river, Kamla Balan, Bhutahi Balan, Adhwara, Kareh, Gehuan, Supen, Trishula, Jeevachh, Bachharaja, Dhous and Ghaghr. HISTORICAL BACKGROUND The name Madhubani is derived from the word "Madhuban" meaning “ forest of honey". Also, the word Madhubani is got by joining the words "madhu" and "vaani", meaning "sweet voice/language". There are no pre-historic sites in Madhubani though remains of the earliest aboriginal population known as the Tharus, Bhars, Kiratas, etc., can be seen here. They wielded power in Madhubani region prior to its Aryanisation and Shiva worship was in vogue. The kingdom of Videha, ruled by a successive line of kings known as Janakas, included Madhubani. The royalty and nobility- although the vanguard of Aryan culture, took to worshipping Shiva in consonance with the faith of their subjects. According to Mahabharata tradition, the Pandavas during their exile stayed in the region of Madhubani district. Bimbisar, the founder of the Magadhan empire, and his son Ajatshatru aspired to rule over the whole of Aryan land.
