Background From 12 October 2005, the Right to Information Act (RTI Act), 2005 became fully operational across India. The Act provides people in India the right to access government-held information and requires systems to be set up for ensuring transparent and accountable government. The Act covers ‘public authorities’ at the national, state and local levels – duty holders who have obligations to deal with citizens’ information needs. The Act includes institutions of self government such as Panchayati Raj Institutions (PRIs) and municipalities within the definition of the term ‘public authorities’. The purpose of the Act is to create an informed citizenry capable of participating in the decision-making processes of government at all levels. A concomitant objective of this law is to empower people to hold government and its instrumentalities accountable to their decisions and actions. Participation in the absence of information about the policies, programmes and processes of decision making is next to the impossible. In this context, the right to information becomes a key tool for ensuring that public authorities more effectively meet their goal of promoting participation and entrenching accountable government at the grassroots level.

People of Samastipur mainly speak Hindi, Maithili & Angika languages Khudneshwar Asthan Khudneshwar Asthan is a Hindu temple devoted to Lord Shiva located 17 kilometers southwest of the Samastipur district headquarters. The name of the temple was inherited from a Muslim woman named Khudni who found the Lingam at this location and became a devotee of Lord Shiva. Her mortal remains were buried one yard south beside the Lingam under the same temple roof. During the British Empire, Narhan estate built this temple in 1858 and appointed a priest as a caretaker. Devotees flock there yearround, but especially during its annual festival of Maha Shivratri and in the month of Shravan, crowds emerge for darshana and worship. In 2008 Bihar Religious Trust Board Chairman Kishore Kunal provided financial assistance from the board and announced it to be developed for tourists to demonstrate Hindu-Muslim unity.

CHAIRMAN: Hon. Members, I refer with profound sorrow to the passing away of Shri Rafique Alam, a former Member of this House on the 3rd of April, 2011 at the age of 82 years. Born at Kashibari in Purnea, Bihar in June, 1929, Shri Rafique Alam had his education at Russel High School, Kishanganj High School, Purnea, and Aligarh Muslim University. An agriculturist, Shri Rafique Alam was associated with several educational institutions in Purnea district of Bihar. Shri Rafique Alam was the recipient of the National Integration Award, 1988. Shri Alam began his legislative career as a Member of the Bihar Legislative Assembly in 1962 and was a Member of that Assembly from 1962 to 1967 and again from 1969 to 1980. He served as Cabinet Minister in the Government of Bihar for several terms, holding portfolios of Transport, Local Self-Government, Irrigation, Housing, Jails, Animal Husbandry, Fishery and Wakf, PWD, Rural Reconstruction and Panchayati Raj.
