Known as moral foundations theory, Haidt’s model currently lacks any application to Canadian political leadership. The following study seeks to bridge this gap by (psycho-)analyzing Canadian Prime Ministers Stephen Harper and Justin Trudeau through the lens of moral foundations theory. Specifically, it will consider whether the personal character of Canadian political leaders are significant factors in assessing their potential for enacting institutional reform—particularly in the context of moral conservatism. The moral similarities found between Trudeau and Harper contain compelling insights into the superficiality of ‘left- right’ ideological division, ultimately suggesting that differences in moral character may bear greater predictive capacity. Additionally, the findings give credence to the centrality of ‘agency’ in the debate between the roles of institutional structure and individual leadership in the policy-making process. Character is fate —Heraclitus (535-475 BCE) ix Chapter 1: Introduction The following section not only seeks to explain what the proceeding study is, but also to justify its importance. To date, a great body of literature has analyzed political personalities and leadership traits, fitting neatly into the tradition of “elite analysis”. However, little attention has been paid to the substance of elites’ moral psychology. With this study, I intend to carry the tradition of elite analysis into the moral realm. I contend that this will yield greater predictive insights with respect to Canadian public policy, especially those with explicit moral dimensions (e.g., state surveillance, border security, etc.). To this end, Jonathan Haidt’s moral foundations theory will figure prominently. Through this lens, Canadian Prime Ministers Stephen Harper and Justin Trudeau will be used as case studies in which qualitative inferences will be drawn from source material. However, because these subjects haven’t submitted to interviews or questionnaires pertaining to moral foundations theory, I will rely on secondary sources such as biographical and autobiographical texts to draw inferences independently. 1.1 Elite Moral Analysis: What and Why Margaret Hermann does well to point out that when most of us talk politics, we talk about personalities.1 We talk about leaders, candidates, parties, and the ideas they represent. We have a natural interest in the people behind them, which explains why it’s often the personality and not the policy that make for memorable headlines and viral news

This chapter is organized around a series of questions about Stephen Harper’s political and ideological character. Is he really, as his support- ers claim, “the smartest guy in the room”? To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic? When Stephen Harper first came to the attention of political observers, it was as one of the leading “thinkers” behind the fledgling Reform Party of Canada.

Using a semiotic approach based on the work of Roland Barthes, this dissertation explores marijuana’s signification within the House of Commons and Senate debates between 1891 and 2018. When examined through this conceptual lens, the ongoing parliamentary debates about marijuana over the last 127 years are revealed to be rife with what Barthes referred to as myths, ideas that have become so familiar that they cease to be recognized as constructions and appear innocent and natural. Exploring one such myth—the necessity of asserting “paternal power” over individuals deemed incapable of rational calculation—this dissertation demonstrates that the processes of political debate and law-making are also a complex “politics of signification” in which myths are continually being invoked, (re)produced, and (re)transmitted. The evolution of this myth is traced to the contemporary era and it is shown that recent attempts to criminalize, decriminalize, and legalize marijuana are indices of a process of juridification that is entrenching legal regulation into increasingly new areas of Canadian life in order to assert greater control over the consumption of marijuana and, importantly, over the risks that this activity has been semiologically associated with.

    2021 YEAR AHEAD Claudio Brocado Anthony Brocado January 29, 2021 1 2020 turned out to be quite unusual. What may the year ahead and beyond bring? As the year got started, the consensus was that a strong 2019 for equities would be followed by a positive first half, after which meaningful volatility would kick in due to the US presidential election. In the spirit of our prefer- ence for a contrarian stance, we had expected somewhat the opposite: some profit-taking in the first half of 2020, followed by a rally that would result in a positive balance at year-end. But in the way of the markets – which always tend to catch the largest number of participants off guard – we had what some would argue was one of the strangest years in recent memory. 2 2020 turned out to be a very eventful year. The global virus crisis (GVC) brought about by the coronavirus COVID-19 pandemic was something no serious market observer had anticipated as 2020 got started. Volatility had been all but nonexistent early in what we call ‘the new 20s’, which had led us to expect the few remaining volatile asset classes, such as cryptocurrencies, to benefit from the search for more extreme price swings. We had expected volatilities across asset classes to show some convergence. The markets delivered, but not in the direction we had expected. Volatilities surged higher across many assets, with the CBOE volatility index (VIX) reaching some of the highest readings in many years. As it became clear that what was commonly called the novel coronavirus would bring about a pandemic as it spread to the remotest corners of the world at record speeds, the markets feared the worst.

In particular, Strategic Political Communication (SPC) is becoming the dominant form of political communication between Canada’s executive branch of government and the public, both during elections and as part of a “permanent campaign” to gain and maintain public support as means to political power. This dissertation argues that SPC techniques interfere with the public’s ability to know how they are governed, and therefore undermines the central right of citizens in a democracy to legitimate elected representation by scrutinizing government and holding it to account. Realization of that right depends on an authentic political communication process that provides citizens with an understanding of government. By seeking to hide or downplay blameworthy actions, SPC undermines the legitimation role public discourse plays in a democracy.

CHOICE OR CONSENSUS?: THE 2006 FEDERAL LIBERAL AND ALBERTA CONSERVATIVE LEADERSHIP CAMPAIGNS INTRODUCTION Two of Canada’s most prominent political dynasties experienced power-shifts on the same weekend in December 2006. The Liberal Party of Canada and the Progressive Conservative Party of Alberta undertook leadership campaigns, which, while different in context, process and substance, produced remarkably similar outcomes. In both instances, so-called ‘dark-horse’ candidates emerged victorious, with Stéphane Dion and Ed Stelmach defeating frontrunners like Michael Ignatieff, Bob Rae, Jim Dinning, and Ted Morton. During the campaigns and since, Dion and Stelmach have been labeled as less charismatic than either their predecessors or their opponents, and both of the new leaders have drawn skepticism for their ability to win the next general election.1 This pair of surprising results raises interesting questions about the nature of leadership selection in Canada. Considering that each race was run in an entirely different context, and under an entirely different set of rules, which common factors may have contributed to the similar outcomes? The following study offers a partial answer. In analyzing the platforms of the major contenders in each campaign, the analysis suggests that candidates’ strategies played a significant role in determining the results. Whereas leading contenders opted to pursue direct confrontation over specific policy issues, Dion and Stelmach appeared to benefit by avoiding such conflict.

The article draws on thematic analysis of content from counter-jihad websites and interviews with movement activists, sympathizers and opponents, in order to characterize the counter-jihad’s organizational infrastructure and political discourse and to theorize its relationship to fascism and other far-right tendencies. Although the political discourses of the counter-jihad, Trumpian Republicanism and the avowedly racist “Alt-Right” are not identical, I argue that all three tendencies share a common, counterrevolutionary temporal structure.
