Culture Wars' Reloaded: Trump, Anti-Political Correctness and the Right's 'Free Speech' Hypocrisy
The 'Culture Wars' Reloaded: Trump, Anti-Political Correctness and the Right's 'Free Speech' Hypocrisy Dr. Valerie Scatamburlo-D'Annibale University of Windsor, Windsor, Ontario, Canada Abstract This article explores how Donald Trump capitalized on the right's decades-long, carefully choreographed and well-financed campaign against political correctness in relation to the broader strategy of 'cultural conservatism.' It provides an historical overview of various iterations of this campaign, discusses the mainstream media's complicity in promulgating conservative talking points about higher education at the height of the 1990s 'culture wars,' examines the reconfigured anti- PC/pro-free speech crusade of recent years, its contemporary currency in the Trump era and the implications for academia and educational policy. Keywords: political correctness, culture wars, free speech, cultural conservatism, critical pedagogy Introduction More than two years after Donald Trump's ascendancy to the White House, post-mortems of the 2016 American election continue to explore the factors that propelled him to office. Some have pointed to the spread of right-wing populism in the aftermath of the 2008 global financial crisis that culminated in Brexit in Europe and Trump's victory (Kagarlitsky, 2017; Tufts & Thomas, 2017) while Fuchs (2018) lays bare the deleterious role of social media in facilitating the rise of authoritarianism in the U.S. and elsewhere. IMFG No. 14 / 2016 perspectives National Urban Policy: A Roadmap for Canadian Cities Abigail Friendly About IMFG The Institute on Municipal Finance and Governance (IMFG) is an academic research hub and non-partisan think tank based in the Munk School of Global Affairs at the University of Toronto. IMFG focuses on the fiscal health and governance challenges facing large cities and city-regions. Its objective is to spark and inform public debate, and to engage the academic and policy communities around important issues of municipal finance and governance. The Institute conducts original research on issues facing cities in Canada and around the world; promotes high-level discussion among Canada’s government, academic, corporate and community leaders through conferences and roundtables; and supports graduate and post-graduate students to build Canada’s cadre of municipal finance and governance experts. It is the only institute in Canada that focuses solely on municipal finance issues in large cities and city-regions. IMFG is funded by the Province of Ontario, the City of Toronto, Avana Capital Corporation, and TD Bank Group. Author Abigail Friendly is the 2015–2016 Postdoctoral Fellow at IMFG. She received her PhD in planning from the Department of Geography and Planning at the University of Toronto. Her research at IMFG focuses on comparing land value capture in São Paulo, Brazil and Toronto, Canada. There are many conflicts across the country between natives and non-natives over resource development. Six Anishinabi leaders from Northern Ontario are in jail at the moment because they tried to stop a uranium mine on their traditional territory. Tensions remain high on the boundary between the Six Nations Reserve and Caledonia, Ontario. The Six Nations people oppose a housing project on land they claim as theirs. Disagreements about industrial development occur within aboriginal families, as well. <00:33> Today's generation of aboriginal leaders can make decisions their elders oppose, and these disagreements can create some tension. Peter Penashue is Deputy Grand Chief of the Innu Nation in Labrador, and he supports the provincial government's plan to develop more hydroelectric power on the Churchill River. Page 1 of 10 Peter Penashue: Yes, the project released for operation in 1974, and at that time the land that was flooded was 5,700 square kilometres, which was a huge tract of land and flooded many of the traditional lands of the Innu people, and valuable historical lands, and flooded the burial grounds. -

MYTH MAKING, JURIDIFICATION, AND PARASITICAL DISCOURSE: A BARTHESIAN SEMIOTIC DEMYSTIFICATION OF CANADIAN POLITICAL DISCOURSE ON MARIJUANA DANIEL PIERRE-CHARLES CRÉPAULT Thesis submitted to the University of Ottawa in partial Fulfillment of the requirements for the Doctorate in Philosophy degree in Criminology Department of Criminology Faculty of Social Sciences University of Ottawa © Daniel Pierre-Charles Crépault, Ottawa, Canada, 2019 ABSTRACT The legalization of marijuana in Canada represents a significant change in the course of Canadian drug policy. Using a semiotic approach based on the work of Roland Barthes, this dissertation explores marijuana’s signification within the House of Commons and Senate debates between 1891 and 2018. When examined through this conceptual lens, the ongoing parliamentary debates about marijuana over the last 127 years are revealed to be rife with what Barthes referred to as myths, ideas that have become so familiar that they cease to be recognized as constructions and appear innocent and natural. Exploring one such myth—the necessity of asserting “paternal power” over individuals deemed incapable of rational calculation—this dissertation demonstrates that the processes of political debate and law-making are also a complex “politics of signification” in which myths are continually being invoked, (re)produced, and (re)transmitted. The evolution of this myth is traced to the contemporary era and it is shown that recent attempts to criminalize, decriminalize, and legalize marijuana are indices of a process of juridification that is entrenching legal regulation into increasingly new areas of Canadian life in order to assert greater control over the consumption of marijuana and, importantly, over the risks that this activity has been semiologically associated with. -

Macdonald* & THE EPIPHENOMENAL OR THE Robert Wolfe** REAL CONSTITUTION?t The idea of the NationalPolicy as both a collective endeavour and a framework for detailed policy analysis is more constitutive of the Canadianstate and its governing instruments than is any of its renamed Constitution Acts. Nationalpolicies orig- inate in the actions and demands of citizens and are often framed by cultural and economic elites before being appropriated by politicians. This essay begins with a descriptive genealogy of Canada's three National Policies (NP1, from the 1840s through the 1930s; NP2, from the 1930s through the 1970s; and NP3, from 1980 onward). In subsequent sections, the essay elaborates the principles and components of Canada's contemporary National Policy, based on the notion of embedded citizen agency. It then explores a set of hypotheses about integrative action in the traditionalanalytic registersfor thinking about the National Policy: economic, communications, and social policy. Canada's third National Policy is an emerging fact reflected in a number of initiatives taken by both Liberal and Conservative governments over the past thirty years. -

Privy Council (for Canada) The Privy Council for Canada is a group of prominent individuals appointed, for life, by the Governor General. The appointments are made, as a matter ofconvention , on the advice of the Prime Minister. The Privy Council is tasked with aiding the reigning monarch (and thus the Governor General) by providing advice on significant issues.[1] Privy Council – A Brief History The origins of the English Privy Council date back to that country’s earliest history,[2] but little is known of its structure or procedures before 1540.[3] In addition to its advisory role to the British Monarch, from 1833 until 1949, the Judicial Committee of the Privy Council served as the highest Court of Appeal for Canada: supreme even to our own Supreme Court.[4] During this period, Canadian constitutional law was largely shaped from London.[5] The Canadian Privy Council was established by theBritish North America Act, 1867 (later renamed the Constitution Act, 1867).[6] Unlike its counterpart in the United Kingdom, it never functioned as a court. Instead, it was tasked with advising the Monarch, and with passing all orders-in-council / acts of executive power.[7] Privy Council – The Job Today, the Privy Council continues its historic role, advising the Governor General on various matters of state, including the use of royal prerogative (e.g. declaring war, assenting to legislation and calling an election).[8] However, advice given by the full council is not binding: the Governor General is, in practice, only obligated to follow the advice -

This is from pg. 44 of Benjamin Perrin, Invisible Chains: Canada's Underground World of Human Trafficking (Viking Canada, 2010): A March 2007 email to the Canadian Embassy in Romania from a regional intelligence officer for the Canada Revenue Agency in Niagara Falls, Ontario, identified aspects of the problem. “I have read some dancer contracts and a couple of clauses really troubled me,” the officer wrote. According to her report, one clause stated, “[T]he club owners have the right to hold all ID until the terms of the contract are fulfilled,” while another required “that monies will be held until terms of the contract are fulfilled, less disbursements. These two clauses themselves smack of slavery.” Frederick Matern, one of Canada’s top immigration officials in Bucharest, replied in a detailed, but heavily censored, email obtained under the Access to Information Act. Among other things, Matern raised concerns about women from the region being brought to Canada to work as exotic dancers, including evidence of blatant deception by the contractors. “In order to conform to HRSDC [Human Resources and Social Development Canada] requir[e]ments,” Matern noted, “we are getting shown very different contracts by people seeking work permits. I suspect that the contracts that conform to HRSDC are nowhere close to the truth.” Indeed, in a case documented by the Canada Border Services Agency, a woman from Romania came to Canada under a work permit as an exotic dancer. -
