This document was designed as a tool for assessing and guiding water management in Spain. Although Spain’s future water policy is outlined in the conclusions, the points mentioned refer only to quantitative aspects of water resources without considering the issue of quality. Nonetheless, the issue of river, reservoir, lake and groundwater pollution is taken into account in the assessment section. Amongst the problems related to water quality, the White Paper notes, among others, problems related with Directives 91/271/EEC and 91/676/EEC.     Manifest de Montoliu de Segarra Per a reclamar unitat territorial i institucional per a fer front a les deficiències recurrents en la xarxa de subministrament elèctric. La matinada del dissabte 25 de març les comarques del Pirineu, el Solsonès i part de les comarques de la Plana de Lleida, van patir una nevada primaveral, a conseqüència de la qual hi va haver afectacions a les xarxes de subministrament elèctric, cosa que va fer que bona part de la ciutadania i les empreses d’aquest territori es quedessin sense aquest servei bàsic. Alguns dels nuclis afectats per aquestes incidències han estat Agramunt, Rocallaura, els Omells de Na Gaia, Rocafort de Vallbona, Vallbona de les Monges i Llorens a l’Urgell; l’Ametlla de Segarra, la Guàrdia Lada, Guissona, Biosca, Palou, Florejacs i Sanaüja a la Segarra; Sant Esteve de la Sarga, Castellnou de Montsec, Bastús, Orcau, Castell de Mur, Gavet de la Conca i Tremp, al Pallars Jussà; el Soleràs, l'Espluga Calba, la Granadella, a les Garrigues; Peramola i Coll de Nargó a l’Alt Urgell; la Sentiu de Sió, Artesa de Segre, Ponts i Vilanova de l’Aguda, a la Noguera; Pinell de Solsonès; Alcarràs, al Segrià. Aquest fet, desgraciadament es repeteix periòdicament al nostre país, i en especial a les comarques rurals i de l’interior. Un fet que és contraproduent per a la consolidació de l’estat del benestar i fer real l’equilibri territorial arreu del país, ja que disposar de serveis i infraestructures en bon estat i plenament garantits i coberts arreu és bàsic. Paral·lelament a aquest fet puntual, els municipis de les mateixes comarques, pateixen molt sovint interrupcions del subministrament elèctric, més coneguts com a microtalls, com a conseqüència de les baixades de tensió constants que pateix al territori, degudes a una manca clara d’inversions en el manteniment i l’adequació de la xarxa elèctrica.

Universitat de Lleida El Cadastre de Patiño La derrota dels austriacistes en la guerra de Successió va permetre a Felip V la supressió de les constitucions catalanes i l’establiment d’un seguit de mesures de centralització, unificació jurídica i fiscalització. La instauració del Cadastre (R.D. 9-XII-1715) va ser obra del superintendent de Catalunya, José Patiño. La nova contribució gravava dos conceptes: els béns immobles (imposició o servei reial) i l’activitat professional (imposició personal). Les normes generals, establertes el 15 d’octubre de 1716, afirmen que la contri- bució reial “debe cargarse sobre las haciendas, ejecutando descripción y tasa- ción de todas ellas y regulando sus valores y frutos”; per això, el procediment “más conveniente y justificado para la exacción de dicha Imposición en este Principado debe ser el método inalterable de la descripción y estimación hecha en el Catastro de todos los bienes raíces con las circunstancias indivi- duales que se necesitan para su inteligencia y exactitu”.     n Comunicat de premsa n La Generalitat adjudica la redacció d’estudis per millorar diverses carreteres al conjunt del país El Departament de Política Territorial i Obres Públiques ha adjudicat a través de l’empresa pública GISA diverses redaccions d’estudis de millora de carreteres en diferents punts del país per un import total de 1,7 MEUR. Aquest estudis permetran impulsar les actuacions per desdoblar la carretera de Sabadell a Castellar del Vallès, la variant de Tortosa, el condicionament de la C-242 d’Alforja a Ulldemolins, el condicionament de la carretera de Coll de Comiols, millorar els accessos de la C-26 entre Algerri i Balaguer, millorar els accessos de la C-53 entre Tàrrega i Balaguer i les variants de Ponts, Coll de Nargó i Organyà a la C-14. Desdoblament de la carretera de Sabadell a Castellar del Vallès El DPTOP ha adjudicat l’estudi informatiu i d'impacte ambiental del desdoblament de la carretera B-124, des de la intersecció amb el centre de reciclatge de deixalles, fins a la intersecció amb la ronda de Tolosa (direcció Sentmenat) de Castellar del Vallès. La longitud de l’actuació és d’uns 3,2 km i es preveu que s’iniciï la informació pública en un any. L’import d’adjudicació dels estudis ha estat de 100.000 euros. Dins del nou estudi informatiu, es definirà bàsicament el desdoblament de la carretera B- 124 així com la remodelació dels accessos existents (als polígons industrials "Pla de la Bruguera" i "Can Carner", a les diferents gasolineres i àrees de servei afectades, etc.).
