However, these potentials have not been fully utilized for increasing local economic development and peoples welfare. The purpose of this study is to determine the most appropriate strategies in accordance with the objective conditions of Padang Panjang Regency, using soft system methodology (SSM). The results showed that establishing connectivity and cooperation with the surrounding area are the most appropriate strategy to ensure sustainability of tourism sector in Padang Panjang Regency, while the most suitable cooperation with surronding area is integrated promotion and travel packages. INTRODUCTION Tourism industry is the third largest industries that contribute to the gross national income in Indonesia, Tourist growth in Indonesia has continued to increase in the last 10 years, and has not been impacted by the national economic crisis. This sector has caused the local economy to increase dramatically. Tourist arrivals also lead to the development of local businesses by providing services and facilities for tourists during their trips. It also encourages equitable development throughout Indonesia, reducing unemployment and poverty in the regions. Padang Panjang is one 19 regency/city in west sumatra Indonesia which has potential of atractive tourist destination, because it has some cultural sites, such as minangese culture center and thawalib education center, one of the oldest religion education system in Indonesia, and the most popular cultural attractions in West Sumatra [1].

However, large data analysis on the TPR in Indonesia is still limited. In this study, we determined COVID-19 TPR dynamics of Indonesian West Sumatra Province in the rst year of cases were recorded. Method: We conducted an observational study with a cross-sectional approach from one-year secondary data of COVID-19 test using qualitative reverse transcription polymerase chain reaction (q-RT-PCR) in West Sumatra collected from April 2020 until March 2021. The TPR(s) in the province, its regions (cities/ regencies), and districts were determined annually, quarterly, and monthly to analyze their trends. Results: From a total of 410,424 individuals taking COVID-19 q-RT-PCR examination during one-year observation, the provincial TPR was 8.11%. The highest TPR quarterly and monthly was detected in the third quarter (October 2020 – December 2020, 12.18%) and October 2020 (15.62%) respectively.

Sejak keterlibatan Belanda dalam Perang Padri, kawasan ini berkembang menjadi depot atau kawasan gudang penyimpanan dari hasil tanam kopi dan terus berkembang menjadi salah satu daerah administrasi distrik pemerintahan kolonial Hindia-Belanda waktu itu. Menurut tambo setempat, dari salah satu kawasan di dalam kota ini terdapat suatu nagari tertua yaitu nagari Aie Tabik dan pada tahun 1840, Belanda membangun jembatan batu untuk menghubungkan kawasan tersebut dengan pusat kota sekarang.Jembatan itu sekarang dikenal juga dengan nama Jembatan Ratapan Ibu. Payakumbuh sejak zaman sebelum kemerdekaan telah menjadi pusat pelayanan pemerintahan, perdagangan, dan pendidikan terutama bagi Luhak Limo Puluah. Pada zaman pemerintahan Belanda, Payakumbuh adalah tempat kedudukan asisten residen yang menguasai wilayah Luhak Limo Puluah, dan pada zaman pemerintahan Jepang, Payakumbuh menjadi pusat kedudukan pemerintah Luhak Limo Puluah. 4.2 Pemerintahan Kota Payakumbuh Kota Payakumbuh sebagai pemerintah daerah berdasarkan Undang-undang Nomor 8 Tahun 1956 tanggal 19 Maret 1956, yang menetapkan kota ini sebagai kota 57 kecil. Kemudian ditindaklanjuti oleh Peraturan Menteri Dalam Negeri Nomor 8 tahun 1970 tanggal 17 Desember 1970 menetapkan kota ini menjadi daerah otonom pemerintah daerah tingkat II Kotamadya Payakumbuh. Selanjutnya wilayah administrasi pemerintahan terdiri atas 3 wilayah kecamatan dengan 73 kelurahan yang berasal dari 7 jorong yang terdapat di 7 kanagarian yang ada waktu itu, dengan pembagian kecamatan Payakumbuh Barat dengan 31 Kelurahan, kecamatan Payakumbuh Timur dengan 14 kelurahan dan kecamatan Payakumbuh Utara dengan 28 kelurahan. Sebelum tahun 1970, Payakumbuh adalah bahagian dari Kabupaten Lima Puluh Kota dan sekaligus ibu kota kabupaten tersebut.

In general, it will not be able to represent the socio-cultural diversity in Indonesia, but in particular it will be able to describe the particularity of sosio-cultural Minangkabau community. Markets In Solok Selatan Regency was established by the Nagari Community, a specific traditional government in Minangkabau Ethnic. These markets are generally enlivened once a week, Muara Labuh and Padang Aro Market that they have 2 market days a week. Because almost of all the markets enlivened once a week, the market day always move from one market to the next market. The main components of the implementation of buying and selling process are the merchants and the buyers. Merchants can be classified on the professional, semi-professional, and subsistence merchant. Nevertheless the population growth rates were not the same among municipalities. In the period of 1971-80 the net population migration of all municipalities was +0,77%) and then in the period of 1980-86 has decreased to +0,34%,. In relation to that mentioded above it can be stated that Padang Panjang municipality has been always experienced the lowest population growth among eight municipalities in West Sumatera. Furthermore this municipality was one of the four municipalities experienced negative net population migration. And its net figure was the highest compared to the others, namely minus 1,75%. That's mean Padang Panjang has experienced highest de-urbanization process compared to the other three municipalities. Padang Panjang municipality can be included as a secondary city in West Sumatera, although still in the early phase of its development. This secondary city has functioned as a central place which must serve other popualtion live and stay in its hinterlands. And this secondary city has combination of characteristics of socio-economic way of lives, both urban and rural. It can be explained furthermore that urban life characteristics of Padang Panjang municipality is still limited and less prominent. Its population livings is relatively still based on agricultural sector or other related sectors.

    Wacana, Vol. 12 No. 1 (April 2010): 35—69 The impact of the West Sumatran regional recording industry on Minangkabau oral literature SURYADI Abstract Due to the emergence of what in Indonesian is called industri rekaman daerah ‘Indonesian regional recording industries’, which has developed significantly since the 1980s, many regional recording companies have been established in Indonesia. As a consequence, more and more aspects of Indonesian regional culture have appeared in commercial recordings. Nowadays commercial cassettes and Video Compact Discs (VCDs) of regional pop and oral literature genres from different ethnic groups are being produced and distributed in provincial and regency towns, even those situated far from the Indonesian capital of Jakarta. Considering the extensive mediation and commodification of ethnic cultures in Indonesia, this paper investigates the impact of the rise of a regional recording industry on Minangkabau oral literature in West Sumatra. Focussing on recordings of some Minangkabau traditional verbal art genres on commercial cassettes and VCDs by West Sumatran recording companies, this paper attempts to examine the way in which Minangkabau traditional verbal art performers have engaged with electronic communication, and how this shapes technological and commercial conditions for ethnic art and performance in one modernizing society in regional Indonesia.
