Permasalahan yang dikaji dalam penelitian ini adalah Latar Belakang Berdirinya Sanggar Kesenian Minang Sakapua Siriah; Bentuk Struktur Kepengurusan; dan Peran sanggar dalam melestarikan Kesenian Randai. Penelitian ini dilakukan menggunakan metode penelitian sejarah melalui empat tahap. Pertama heuristik yaitu pengumpulan data. Tahap kedua, kritik sumber yaitu teknik pengolahan data, dan tahap ketiga interpretasi yaitu menafsirkan atau memberikan makna, dan tahap terakhir historiografi yaitu tahap penulisan. Hasil penelitian menunjukan, bahwa Sanggar Kesenian Minang Sakapua Siriah memiliki prestasi yang menonjol, dimana pernah menjadi juara Pekan Budaya Sumatera Barat tahun 2008 dan 2010 sebagai penampil terbaik randai tradisi. Selain itu sanggar ini juga pernah tampil di Istana Negara, Jakarta dalam memeriahkan HUT RI yang ke 63, dan juga pernah menjadi juara Pesta Budaya Seni Pameran Dagang Dan Industri (PEDATI) Nusantara VIII tahun 2008 di Bukittinggi. Keberhasilan Sanggar Kesenian Minang Sakapua Siriah dalam melestarikan kesenian randai tradisi terlihat dengan bergabungnya masyarakat, terutama generasi muda untuk bermain kesenian randai tradisi. Keberhasilan sanggar tidak diiringi pengelolaan sanggar dengan baik sehingga terjadi perpecahan di dalam sanggar yang mengakibatkan kegiatan sanggar berhenti dan akhirnya bubar pada tahun 2012. Kesimpulan penelitian ini adalah Sanggar Kesenian Minang Sakapua Siriah merupakan salah satu sanggar yang ikut melestarikan kesenian randai di Sumatera Barat sampai tahun 2012. Sanggar ini juga merekrut generasi muda terutama pemuda yang tinggal disekitar sanggar untuk menjadi anggota dan juga mengenalkan kesenian randai melalui acara pesta perkawinan dan peresmian yang diadakan oleh masyarakat serta di perlombaan atau festival kesenian randai. The problem which will be investigated in this research are The Background Establishment of The Sakapua Siriah Studio Art; The Form of The Management Structure; and The Role of The Studio in Preserving The Art of Randai. This research was conducted using the methods of Historical reseach through the four stages. First stage, Heuristic, is collecting data. Second stage, Critical of source, is data processing techniques. Third stage, Interpretation, is interpret or give meaning. The last stage, Histografi, is the process of writing stage. The result of this research showed that The Studio Art of Minang Sakapua Siriah had a prominent achievement, where it ever became a champion in Pekan Buadaya West Sumatera in 2008 and 2010 as The Best Performance of Randai Tradition. Besides of that this studio also appeared at the State Palace, Jakarta to enliven HUT RI 63rd, and it also ever became a champion in Pesta Budaya Seni Pameran Dagang dan Industri (PEDATI) Nusantara VIII 2008 in Bukittinggi. The success of Studio Art of Minang Sakapua Siriah in preserving The Traditional Art of Randai which could be seen with the merger of society, especially the young generation to play Randai as the Traditional Art. The successfull of the Studio did not accompanied by management of the Studio in well, with the result there is schism in the Studio as the effect the activities of Studio stoped and finally broke up in 2012. The conclusion of this research, is The Studio Art of Minang Sakapua Siriah include as the one Studio Art which participate to preserving Art of Randai Traditional in West Sumatera until 2012. This Studio also Recruits the young generations which lived around of the Studio to be the member and also to acquaint The Randai as an Traditional Art through the events, wedding event and official appoinment which be held by society as well as in the competition or Art Festival of Randai. Prestasi Sanggar Kesenian Minang Kesenian Randai merupakan warisan budaya masa Sakapua Siriah mulai menonjol sejak N. Khatib lampau. Sebagai seni tradisional, kesenian Randai Sampono menjadi ketua pada tahun 2007. Berkat tetap dilestarikan oleh masyarakat Minangkabau prestasinya Sanggar Kesenian Minang Sakapua hingga dewasa ini. 1 Salah satu cara Siriah sering menjadi utusan utama dari melestarikannya yaitu dengan mendirikan Sanggar Kabupaten Agam setiap mengikuti even atau kesenian randai. Di Padang Gadih, Jorong Koto Festival yang diselenggarakan oleh Pemerintah Alam, Kecamatan Palembayan, Kabupaten Agam Provinsi Sumatera Barat dan juga sering diundang terdapat sebuah Sanggar yaitu Sanggar Kesenian untuk tampil di Acara-acara perkawinan atau acara Minang Sakapua Siriah yang ikut melestarikan peresmian. Perkembangan Sanggar Kesenian kesenian randai di Sumatera Barat. Minang Sakapua Siriah juga tidak terlepas dari Peran Sanggar Kesenian Minang Sakapua dukungan salah satu perusahaan kelapa sawit yang Siriah dalam melestarikan tradisi randai di ada di Nagari Salareh Aia sebagai sponsor dalam Sumatera Barat ditunjukkan dengan mengenalkan mengembangkan sanggar ini. Banyaknya dana kesenian randai kepada masyarakat dengan tampil yang didapat oleh Sanggar Kesenian Minang di berbagai acara atau even yang diselenggarakan Sakapaua Siriah baik dari hasil mengikuti festival, oleh pemerintah seperti mengikuti festival budaya dan lomba, ataupun bantuan dari Perusahaan serta Sumatera Barat tahun 2008 dan 2010, pedati dari Pemerintah Kabupaten Agam, membuat nusantara VIII tahun 2008, dan acara-acara pengurus sanggar ini tidak terbuka soal keuangan lainnya. Selain itu sanggar ini juga pernah kepada anggotanya.5 mengikuti pawai budaya nusantara tahun 2008 Hal ini memicu terjadinya konflik yang menampilkan kesenian randai tradisi di internal di dalam Sanggar Kesenian Minang Istana Negara, Jakarta pada tahun 2008.     BAB IV GAMBARAN UMUM KOTA PAYAKUMBUH 4.1 Sejarah Singkat Kota Payakumbuh Kota Payakumbuh terutama pusat kotanya dibangun oleh pemerintah kolonial Hindia-Belanda. Sejak keterlibatan Belanda dalam Perang Padri, kawasan ini berkembang menjadi depot atau kawasan gudang penyimpanan dari hasil tanam kopi dan terus berkembang menjadi salah satu daerah administrasi distrik pemerintahan kolonial Hindia-Belanda waktu itu. Menurut tambo setempat, dari salah satu kawasan di dalam kota ini terdapat suatu nagari tertua yaitu nagari Aie Tabik dan pada tahun 1840, Belanda membangun jembatan batu untuk menghubungkan kawasan tersebut dengan pusat kota sekarang.Jembatan itu sekarang dikenal juga dengan nama Jembatan Ratapan Ibu. Payakumbuh sejak zaman sebelum kemerdekaan telah menjadi pusat pelayanan pemerintahan, perdagangan, dan pendidikan terutama bagi Luhak Limo Puluah. Pada zaman pemerintahan Belanda, Payakumbuh adalah tempat kedudukan asisten residen yang menguasai wilayah Luhak Limo Puluah, dan pada zaman pemerintahan Jepang, Payakumbuh menjadi pusat kedudukan pemerintah Luhak Limo Puluah. 4.2 Pemerintahan Kota Payakumbuh Kota Payakumbuh sebagai pemerintah daerah berdasarkan Undang-undang Nomor 8 Tahun 1956 tanggal 19 Maret 1956, yang menetapkan kota ini sebagai kota 57 kecil. Kemudian ditindaklanjuti oleh Peraturan Menteri Dalam Negeri Nomor 8 tahun 1970 tanggal 17 Desember 1970 menetapkan kota ini menjadi daerah otonom pemerintah daerah tingkat II Kotamadya Payakumbuh. Nevertheless the population growth rates were not the same among municipalities. In the period of 1971-80 the net population migration of all municipalities was +0,77%) and then in the period of 1980-86 has decreased to +0,34%,. In relation to that mentioded above it can be stated that Padang Panjang municipality has been always experienced the lowest population growth among eight municipalities in West Sumatera. Furthermore this municipality was one of the four municipalities experienced negative net population migration. And its net figure was the highest compared to the others, namely minus 1,75%. That's mean Padang Panjang has experienced highest de-urbanization process compared to the other three municipalities. Padang Panjang municipality can be included as a secondary city in West Sumatera, although still in the early phase of its development. This secondary city has functioned as a central place which must serve other popualtion live and stay in its hinterlands. And this secondary city has combination of characteristics of socio-economic way of lives, both urban and rural. It can be explained furthermore that urban life characteristics of Padang Panjang municipality is still limited and less prominent. Its population livings is relatively still based on agricultural sector or other related sectors.

As a consequence, more and more aspects of Indonesian regional culture have appeared in commercial recordings. Nowadays commercial cassettes and Video Compact Discs (VCDs) of regional pop and oral literature genres from different ethnic groups are being produced and distributed in provincial and regency towns, even those situated far from the Indonesian capital of Jakarta. Considering the extensive mediation and commodification of ethnic cultures in Indonesia, this paper investigates the impact of the rise of a regional recording industry on Minangkabau oral literature in West Sumatra. Focussing on recordings of some Minangkabau traditional verbal art genres on commercial cassettes and VCDs by West Sumatran recording companies, this paper attempts to examine the way in which Minangkabau traditional verbal art performers have engaged with electronic communication, and how this shapes technological and commercial conditions for ethnic art and performance in one modernizing society in regional Indonesia.     Review of Regional Finance of Government of Regency and City in West Sumatera Province Halkadri Fitra {[email protected]} Faculty of Economic Universitas Negeri Padang, Padang, Indonesia Abstract: This study aims to see the regional financial independence in 12 regencies and 7 cities in West Sumatera Province in the period 2012 to 2016. The data used are secondary data that is the realization of local revenue, total regional revenues, revenue transfer from the central government, others legitimate regional revenue as well as regional loans obtained from the Directorate General of Fiscal Balance at the Ministry of Finance of the Republic of Indonesia. This research is categorized into quantitative descriptive research so that it can give an explanation about the condition of regional financial independence. The results showed that the average ratio of financial independence of regency and municipal governments in West Sumatera Province is in very low category with value of 8.43% and has an instructive relationship pattern. The ratio of municipal autonomy of city government with the value of 11.29% higher than the district government which has a value of 6.77%. Nevertheless, from 2012 to 2016, district and city governments have attempted to raise the local financial independence ratio from 5.55% to 7.70% for district governments and from 9.67% to 12.67% for municipalities. For the district government, which has the highest ratio of regional financial independence in 2012 is Dharmasraya District and in 2013 to 2016 is Tanah Datar regency. As for the city government, starting from 2012 until 2016, the highest ratio of financial independence is obtained by the city of Padang.
