Earthquake in , West Province, Republic of Indonesia

HIGH LIGHTS • On 30 September 2009, a strong earthquake registering 7.6 Richter scale, depth 71 km under the sea level southwest , struck off the coast of Padang in at 17:16 pm local time, and followed by aftershock 6.2 RS. • Data from the Crisis Center- MoH reported 551 dead, and 788 people suffered from major injury, 2,680 minor injured, 618 missing, and 329 became internally displaced. • 38,001 buildings are damaged. • 4 hospitals, 12 community health center (Puskesmas), 10 Supporting Community Health Center 9Pustu) and 2 official houses collapsed. • Accessibility to affected area was disrupted. Electricity powers are still down in many areas. And there is a lack of clean water and oil supplies. • 3,000 health workers have been deployed by MOH to the affected sites. • WHO has raised US$ 175,000 through the SEARHEF to support the operational field hospital operations. • WHO-MOH and Partner Agencies strategizing field operation support to fill gaps in Padang City for all affected districts. WHO facilitate the PHO to set-up information room, field hospitals, integrated mobile clinics and mobile team, and activated the EWARS. • In collaboration with WFP to set-up the mobile warehouse to distribute the drugs.

Response

EHA-WHO and Crisis Center – Ministry of Health • WHO has raised US$ 175,000 to support field health operation. • WHO – MOH and partner agencies strategizing field operation support to fill gaps in Padang City for all affected districts. • Deployed more than 3,000 health staffs through Regional Crisis Center Jakarta, Makassar, Medan, Palembang, Surabaya, , and in close collaboration with National Army and Police Department. • WHO facilitate and support the PHO and DHO through Crisis Center in the following areas: a. Support and set-up the information unit in PHO. b. Internal coordination meeting ( daily meeting conducted at 08:00 am) c. Lead the Health Cluster Coordination (daily meeting conducted at 17:00 pm) d. In collaboration with MOH, Government of Australia, Russia, Japan and to set-up the field hospital mobile clinics in these areas: Sei Geringging, Lubuk Kalung, Padang Pariaman sub districts and near M. Jamil Hospital. e. Facilitate the activation of EWARS (Early Warning and Rapid Response System) which include 1 sms gateway and call system shared to all health workers. f. Facilitate the integrated mobile clinics and mobile team to assess, treat, refer and conduct the surveillance activity in collaboration with CDC-MOH. g. In collaboration with WFP, facilitate the transit store room and mobile store/warehouse to distribute the drugs. h. WHO and MOH are on the stage on finalizing the operational plan. • Besides conducting Rapid Health Assessment activities, MOH provided assistance as follows:

Situation Analysis • Clean water supply from the waterworks (PDAM) in 14 villages of Padang city, West Sumatra’s provincial capital, had not been restored due to a shattered pipeline. • Areas with huge levels of damage to infrastructure were in need of basic food and tents for temporary shelter • West Sumatra needs 10,000 tents for quake victim as quoted from Deputy Governor Marlis Rahman said that local government had received humanitarian assistance from many parties, but only a few of them sent in tents. • Indonesia’s health minister, Siti Fadillah Supari, said the government estimated the death toll could reach 3,000, adding that disease was becoming a concern, especially in Padang city, where a pervading stench of decomposing bodies hangs over the ruined buildings. MOH are now focusing on minimizing post-quake disease.

• Hundreds of doctors, nurses, search and rescue experts and cleanup crews arrived Saturday at the Padang airport from around the world with tons of food, tents, medicine, clean water, generators and a field hospital. But with no electricity, fuel shortages and telecommunication outages, the massive operation was little bit chaotic.

Government • Government of Indonesia would hand out cash to earthquake victims whose houses had been damaged; cash distribution is likely to start on November. • GoI also promising sufficient supplies of construction material would be available to restore the whole city.

Status of International Aid President and the Government of Indonesia welcoming international assistance and support in their relief effort through the close collaboration with the local government. • Deliveries came on C-130 cargo planes from the United States, Russia and Australia. Japanese, Swiss, South Korean and Malaysian search and rescue teams scoured the debris. Tens of millions of dollars in donations came from more than a dozen countries to supplement $400 million the Indonesian government said it would spend over the next two months. • New Zealand is giving $600,000 to help quake-struck Indonesia and a further $400,000 to assist Southeast Asian countries hit by a typhoon. • Australia will donate A$2.8 million with an additional option of a further A$1 million for post-quake hit West Sumatra. • The Kingdom of Saudi Arabia has sent a maximums Air cargo plane carrying two units of trucks, one ambulance disaster response unit, a Search and Rescue (SAR) team, medicines, and four sniffer dogs that will be used to identify the presence of victims • Singapore, said it would provide $50,000 worth of emergency relief supplies, including temporary shelters, blankets and medicines.
