LC Paper No. CB(2)295/15-16(01) For Information Legislative Council Panel on Home Affairs The Design and Maintenance of the Artificial Turf Football Pitches under the Management of the Leisure and Cultural Services Department Purpose This paper briefs Members on the design and maintenance of the artificial turf football pitches under the management of the Leisure and Cultural Services Department (LCSD). Background 2. Since the provision of the first artificial turf football pitch in Boundary Street Recreation Ground by the Urban Council in 1981, the Government has provided artificial turf football pitches in various districts to meet the keen public demand for turf football pitches and facilitate the promotion, training and development of the sport in Hong Kong. In 2003, the LCSD introduced the third generation (3G) artificial turf pitches and started to convert some of the existing natural turf pitches or first/second generation artificial turf pitches1 into 3G turf pitches. 3. Following the passage of a motion by the Legislative Council on “Promoting the development of local football” in June 2008, the Home Affairs Bureau commissioned a consultant to review the development of local football. One of the recommendations of the consultant was to significantly increase the provision of football pitch facilities by providing more artificial turf pitches. The target was to raise the number of 3G artificial turf pitches from 11 to 34 within five years. The recommendation was discussed and accepted at the meeting of the Panel on 1 A first/second generation artificial turf pitch is similar to an artificial turf carpet without rubber granules.

Harbour Business Forum On-Site Liaison: Paul Zimmerman, Convener of Designing Hong Kong Harbour District Submitted by: Brian Berard Eric Rosendahl Jarrad Fallon Lucas Scotta Santiago Lora Alexander Wong Alexander Muir Becky Yang Submitted to: Project Advisor: Creighton Peet, WPI Professor Project Co-advisor: Andrew Klein, WPI Assistant Professor Project Co-advisor: Kent Rissmiller, WPI Professor Abstract Victoria Harbour is one of Hong Kong‟s greatest assets; however, the balance between recreational and commercial uses of the harbour favours commercial uses. Our report, prepared for Designing Hong Kong Ltd., examines this imbalance from the marine perspective. We audited the 50km of waterfront twice and conducted interviews with major stakeholders to assess necessary improvements to land/water interfaces and to provide recommendations on improvements to the land/water interfaces with the goal of making Victoria Harbour a truly “living” harbour. ii Acknowledgements Our team would like to thank the many people that helped us over the course of this project. First, we would like to thank our sponsor, Paul Zimmerman, for his help and dedication throughout our project and for providing all of the resources and contacts that we required.

District Turf Overall Pitch no. Natural turf pitch/ Size of turf Year of commissioning Refurbishment programme in coming pitch usage rate Second generation pitch (Year of last 2 years in 2020 artificial turf pitch/ (7-a-side/ refurbishment) Third generation 11-a-side) artificial turf pitch Refurbishment Year Estimated works expenditure ․ Regarding the maintenance of turf pitches, is complete returfing of the pitches carried out regularly? If so, what are the replacement schedule and expenditure involved? If not, what are the reasons? Asked by: Hon LUK Chung-hung (LegCo internal reference no.: 60) Reply: The information on the natural and artificial turf pitches managed by the Leisure and Cultural Services Department (LCSD) is set out at Annex. In general, the LCSD arranges returfing for natural turf pitches every summer. The scale of returfing area varies among pitches depending on the size of the damaged area at each individual pitch. Most of the returfing work is only carried out at the heavy traffic area near goal mouth and central corridor region. Moreover, over-seeding of Ryegrass is carried out at pitches where needed in winter to increase the grass density for the sake of presentation, durability and safety as well as to protect the summer grass.

In 2018, there were 29 local and 134 imported dengue fever cases, 2 imported chikungunya fever cases in Hong Kong. No Zika virus infection case and Japanese encephalitis cases were reported 4.
