SECTION I FINANCE & ACCOUNTING THE ANALYSIS OF THE OPERATIONAL FRAMEWORK OF THE ROMANIAN NATIONAL BANK’S MONETARY POLICY, IN THE CONTEXT OF THE EUROPEAN MONETARY INTEGRATION Anişoara Niculina APETRI 1 Irina Ştefana CIBOTARIU2 Camelia Cătălina MIHALCIUC3 ABSTRACT The monetary policy has an impact on the real economy through the financial markets and the anticipations on the ones participating on them. Therefore, the reactions triggered by the monetary policy decisions are felt, first of all, on the financial markets and, further on, having repercussions on the expenditure, the production, the labor force occupation and, finally, on the prices. In order to fulfill its fundamental objective of assuring and maintaining price stability, the RNB must dispose of a coherent and functional transmission mechanism and a set of monetary policy instruments, by which to influence the real macro-economical variables. The National Bank has the possibility, by the operational framework of the monetary policy and, especially by the monetary market operation, to influence the inter-banking interest rates which, at their turn, influence the interest rates practiced by the banks in the relations with the non-banking clients. The conclusions of the made research show out that the modifications made by the RNB at the level of its instruments aimed, on one side, to increase the role of the interest rates within the framework of the monetary policy transmission mechanism and, on the other hand, to harmonize them with the set of instruments and procedures of the European Central Bank, so to bring them close to equality. But, the functions, the characteristics and the efficacy of the monetary policy instruments used by the RNB are partially different compared to the ones specific to the ECB. -

Draft Map and the List of Administrative Units
Defining the Scope of Application for the Strategy for Development of Sustainable Tourism of the Carpathians: Draft map and the list of administrative units The Carpathian Convention Working Group on Sustainable Tourism at its meeting on 12-14 May 2014, Bratislava, Slovakia, discussed the map presented below. The Working Group concluded that along with administrative units, the map should include the geographical scope of the Carpathians as it is currently defined by the Party. The geographical scope of the Carpathians defines the core area for implementing the actions outlined in the strategy, while the administrative borders are useful for decision making, resource allocation and monitoring purposes. The Working Group decided to develop two maps that may be useful during the implementation of the strategy: 1. A map of local administrative units on LAU1 level in EU countries, “raions” in Ukraine and municipalities in Serbia that also features the geographical scope of the Carpathians. Such map may be helpful when involving the authorities and stakeholders into project development and implementation and when action is needed for decision making and implementation on the smallest administrative level. 2. A map of administrative units at NUTS3 or NUTS2 level, “oblast” in Ukraine and districts in Serbia that also features the geographical scope of the Carpathians. Such map would be useful when action is needed on the regional decision level, and whenever the interlinkage of the Carpathians with surrounding areas is important (e.g. for optimizing -

Herrschaften Oravicza und Bokschan: Geognostische Karte (1860); Geologische Karte von Steierdorf im Banat (1867[?]); Geognostische Übersichtskarte des Kohlenbergbau Terrains von Steierdorf (1872[?]). The aim of this study is on the one hand, to offer a brief survey on the historical cartographic overview of the maps with special respect to the geological mapping activity concerning Anina (Steierdorf) region (or in a wider sense, the Banat Mountains) in the mid- nineteenth century. On the other hand, the paper summarizes the cartographic analysis of the maps, which has been made using MapAnalyst software application in order to test their cartographic accuracy, as well as to make possible (or easier) the geo-refe- rencing process. This analysis, together with the study of the geological content of the maps is necessary when the goal is to test their reliability for the present researches. -

Almăjana 65 [VALEA ALMĂJULUI] „Valea Almăjului a fost şi rămâne una dintre zonele cele mai mândre ale românilor, unde datinile şi obiceiurile sunt la ele acasă. Existenţa umană în inegalabilul areal se întinde pe mii de ani, aşa cum atestă arheologii. Legenda spune că, la început, era un lac mare, iar, când stăpânul acestor locuri şi‑a căsătorit fiica, voiajul de nuntă a fost cu barca pe lac, cu vin şi lăutari. Din prea multă veselie ori fiindcă s‑a rupt gheaţa, barca s‑a răsturnat şi mirii s‑au dus la fund. Ca să îi găsească, tatăl miresei a poruncit să fie secat lacul şi, astfel, săpându‑se văi adânci de scurgere, uscatul a luat locul apei. Nu ştiu dacă nefericiţii miri au fost găsiţi, dar, mai apoi, valea a devenit leagănul a mii şi mii de alte căsătorii, generaţii întregi de oameni dând culoare şi sunet acestor ţinuturi minunate. Semenicul veghează de la distanţă liniştea almăjenilor. Prin Nergana şi Nergăniţa, cele două surori ale Babei Dochia, transformate în stânci, apoi în izvoare, el trimite cele mai frumoase balade şi legende, peştii cei jucăuşi şi apa cristalină, dătătoare de speranţă şi viaţă. Feciorii încearcă să imite mersul şerpuitor al Nerei, cu vârtejurile şi învolburările sale, prin brâurile şi poşovăicile ce le joacă de sărbători. The Development of Industrial Activities in the Town of Bocşa (Caraş-Severin County)

This study is focussed on the more challenging location of a developing economic area in the west part of Romania, meaning the town of Bocşa. The Metal Construction, The Poultry (“Avicola”) and Timber enterprises are the most important economic units. Work was perceived as being relatively unefficient through unacceptable work practices through the high status and relatively good wages enjoyed under communism. After the Romanian Revolution in 1989 training costs have been an element of risk that most entrepreneurs are unwilling to take except where family ties exist and premises are readily available at low cost. It is only now most of the enterprises are restructured and begun to restart their efficient activities. However the FDI are small and the foreign entrepreneurs are skeptical as far as the local industrial development is concerned. Rezumat. Dezvoltarea activităţilor industriale în oraşul Bocşa (judeţul Caraş-Severin). Studiul se concentrează pe localizarea unui areal de dezvoltare economică din partea de vest a României, mai precis pe activităţile industriale din oraşul Bocşa. Întreprinderile cele mai importante ale acestei localităţi sunt: CMB (Construcţii Metalice Bocşa), “Avicola” Bocşa şi unităţile de prelucrare a lemnului. Munca a fost percepută ca fiind ineficientă în perioada comunistă, datorită unor salarii mari în comparaţie cu valoarea produselor finite. În ultimii ani, costurile de reorientare profesională au constituit pentru antreprenori un element de risc, iar angajaţii care - în marea majoritate au legături de familie între ei (prieteni, rude, membrii aceleiaşi familii etc.) - preferă să lucreze pe salarii mici. -

Religious migration is a specific type of migration, one of the oldest that exist, and is directly or indirectly connected to the development of a religious systhem in a given territory. Religious migration takes into account the amount of population movements in a territory, from religious reasons, such as: missionarism, religious persecutions, pilgrimages etc. On the other hand, indirectly speaking, migrations with religious character also mean the movements of populations with different religions from one territory to another, fact that leads to substantial modifying of demo- religious structure. Religious migrations had and still have an important role in the evolution of the religious phenomenon all over the world, ensuring a dynamic character to major and minor religions. Religious missions, which are a specific form of confessional migration represent a complex historical an geographical phenomenon, that is worth being carefully studied, as it illustrates a series of aspects regarding the geographical dimension of a religion. Therefore, the geographical analysis of the missionary movement offers a series of clues regarding the development of religious communities, the impact that a newly appeared belief can generate on the mental and social space, with all the consequences that this fact can have in the systhem of values, in the demographical structure or in the inter-confessional relationships. -

Mirela MINICĂ University “Eftimie Murgu” of Reşiţa Faculty of Economics [email protected] Abstract The article presents the main characteristics of rural tourism, the premises for its apparition and development, the components of the rural touristic product and of this activity’s management, proposing also a 7-day tour product entitled “Holiday in the Mountainous Banat”. Key words: rural tourism, touristic product, brand, local policies. 1. Introduction The touristic activities represent a factor of fast local and regional economic development due to the preponderance of SMEs in this field. For the mountain rural areas situated near powerful urban economic centres (within 50-100 kms), tourism represents a prominent factor for creating and securing jobs. Grace to the effect of economic multiplication, tourism is a multi-valent domain, the touristic services providing imposing the carrying on of a multitude of economic activities: accommodation, food supply, recreation, transport. Moreover, touristic activities have a strong triggering effect upon the development of retail, both at the destination area and along the touristic flows. 2. Rural tourism Rural tourism is carried on in relatively unpolluted unperturbed areas, inhabited by traditional communities, satisfying a set of needs: • The need for “evasion” in order to reduce the stress condition, being accompanied by an active or passive participation in the deployment of touristic activities; • The need for health maintaining or recovery; • The need for belonging and affection; • The need for knowledge and education; • The need related to the desire to visit relatives and friends; • The need for beauty and novelty, etc. -

So, the development of these forms of tourism is required in the rural area, both economically and socially. Known as an important ethnographic area of the country, with traditional elements specific, Almaj Valley through natural and cultural potential available, it stands more and more lately by intensifying rural tourist and ecotourist activity. However, tourist infrastructure is very underdeveloped, to rural communities returning the mission to get more involved in this purpose, having in view, the national and international recognition of the high tourism potential of this area Romanian area still retains, quite well, the traditional, cultural, ethnographic and folklore valences specific to rural areas, providing favorable conditions for development of rural tourism and agrotourism. Romanian villages have a rich tourist potential, having diversified tourist resources: traditions, customs and folk values, cultural monuments, historical and art and an unpolluted natural environment with a rich natural tourism potential. Almajului Depression known as well as the Almaj Country, Almajului Valley or Bozovici Depression is situated in the South-East side of Banat Mountains, in the south of Caras-Severin county, near the Parallel 45°, being an intramountainous depression, of ellipsoidal form of NE-SW orientation, belonging to Nera basin. -
