Current State, Local, Tribal and Territorial Government Coordinating Council Members’ Biographies Chair - Curtis Parsons, Homeland Security and Emergency Management Coordinator, Lenawee County, Michigan Mr. Parsons is a twenty-five year veteran of the fire service with fifteen years as a chief officer. He is a certified firefighter, fire officer, and licensed fire code inspector with the state of Michigan. He founded the Lenawee County CISD team and served on the county technical rescue team. In a career running parallel to his involvement in the fire services, he was also employed at a chemical manufacturing facility. As site safety trainer he instructed employees in hazardous materials, response & mitigation, incident command, and confined space entry and rescue procedures. He retired from the chemical industry after thirty-five years to accept his current position with Lenawee County. Curtis is a member of the Michigan Emergency Management Association (MEMA), the Michigan Fire Inspectors Society, and the national All-Hazards Incident Management Team Association. He sits on the local county planning committee, the county medical control authority, and the county health and American Red Cross board of directors. He holds a bachelor's degree in public safety and a master's degree in leadership with a concentration in emergency management from Siena Heights University and has earned the designation as a Professional Emergency Manager (PEM) with the Michigan State Police. He serves as the Michigan Region One committee chair for the development of a regional all-hazards incident management team and the board's executive committee. Developing a Local Recovery Management Framework: Report on the Post-Disaster Strategies and Approaches Taken by Three Local Governments in the U.S. Following Major Disasters Laurie A. Johnson Laurie Johnson Consulting | Research Email: [email protected] Comparative case studies of post-disaster recovery are limited, and even fewer have explored organizational approaches to disaster recovery, especially local governments. This paper describes research on the post-disaster strategies and approaches taken by three local governments in the U.S. following major disasters: Los Angeles, California (following the 1994 Northridge earthquake); Grand Forks, North Dakota (following the 1997 Red River flood); and New Orleans, Louisiana (following 2005 Hurricane Katrina). The management practices, recovery timelines, and resulting outcomes were examined for each city. This research proposes a local recovery management framework that can extend the Incident Command System (ICS)-based emergency management structure into recovery, helping to standardize recovery management practices and improve local government effectiveness in recovery. Such a model has diagnostic application to determine gaps in local government capabilities to manage post-disaster recovery and identify needed support and resources—both financial and technical; it can also serve as a framework for recovery exercises and training. Smith & Wesson Ladysmith Smith & Wesson J-Frame revolvers have had your back since 1950. These small revolvers were designed to fire a full power round and are as simple and easy to use as they are reliable. Available in various calibers and with three diverse hammer designs, it is no surprise that the Smith & Wesson J-Frame has become the most popular, small-frame, defense revolver on the market. In 1952, Smith & Wesson debuted two J-frame Centennial® revolvers, the Model 40 and Model 42, named in honor of the companyâ™s 100th year. The Model 42 Centennial Airweight® was designed as a lightweight aluminum Smith & Wesson only manufactured approximately 4,575 1st Model Ladysmith revolvers circa 1902 to 1906. The top of the barrel is marked with the two line address/patent dates flanked by Maltese crosses, caliber marking on left barrel side, and S&W Trade Mark logo on left side of frame. Nickel finish, blue hammer and trigger, and fitted with smooth pearl grips with gold S&W medallions. Smith & Wesson has produced firearms over the years in several standard frame sizes. M-frame "refers to the small early Ladysmith frame".[1] Later LadySmith small revolvers were made on the somewhat larger J-frame, the standard S&W small-frame revolver. The tiny M-frame .22" hand-ejector Ladysmith revolver was produced from 1902 through 1921, and later diminutive revolvers were termed LadySmith, capitalizing the "S".[1]. During the 1980s, prior to the 1986 FBI Miami shootout[citation needed], the Federal Bureau of Investigation adopted a revolver very similar t Smith & Wesson. -
