ALI BIN HAMSA CHIEF SECRETARY TO THE GOVERNMENT OF MALAYSIA: THE COMMONWEALTH ASSOCIATION FOR PUBLIC ADMINSTRATION AND MANAGEMENT (CAPAM) BIENNIAL CONFERENCE 2016 PUTRAJAYA, July 14 (Bernama) -- The Malaysian Government, in collaboration with the Commonwealth Association for Public Administration & Management (CAPAM) and the Commonwealth Secretariat, will be organising the Commonwealth Association For Public Administration And Management (CAPAM) Biennial Conference 2016 from the 18th to the 20th of August, 2016 at the Putrajaya International Convention Centre. The conference with the theme‘Innovation: A Public Service Imperative’ will be officiated by YAB. Dato’ Sri Najib bin Tun Abdul Razak, Prime Minister of Malaysia, and is expected to be attended by over 1,000 delegates from Commonwealth member countries. CAPAM was set up in 1994 as a forum to exchange innovative ideas, sharing and practices in people-centric service delivery. It acts as an excellent platform to develop the leadership traits of public sector leaders and leadership development to be more sustainable, as well on management reform and improved public services. CAPAM also acts as a centre of excellence in promoting governance in the public service today, towards a more responsive and dynamic mode. Malaysia is one of the pioneer countries of CAPAM, in which Malaysia has played an important role and has contributed vastly to the various activities and development of CAPAM, particularly in the field of public administration and management. Tun Ahmad Sarji bin Abdul Hamid (Secretary of State at that time) was appointed as Vice President for the term 1994-1996 and went on to become President for the term of 1996-1998. In 2014, Malaysia was entrusted to head CAPAM with Tan Sri Ali Hamsa, Chief Secretary to the Government of Malaysia, being elected as the President of CAPAM for the 2014 – 2016 term. The CAPAM Biennial Conference is held every two (2) years, and Malaysia last hosted the CAPAM Biennial Conference in 2014. The mandate given to Malaysia to be the host for the third time shows deep confidence by CAPAM for Malaysia to organise this event once again. Through this conference, Malaysia is able to: (a) Provide a platform for sharing experiences, expertise in the field of good governance, particularly in relation to the transformation carried out by their respective governments in the development of national public service. Among those which can be highlighted by Malaysia is on Government Transformation Program (GTP) initiatives, the Economic Transformation Programs (ETP) and the concept of 1Malaysia (People First, Performance Now); (b) strengthen Malaysia's commitment and support for initiatives and organization various programs in Commonwealth countries; (c) strengthen the role of the state in CAPAM and leveraging the image and credibility of Malaysia at the international level; (d) foster sharing of best practices among participating countries regarding the administration of public management that can serve as a benchmark for public service agencies in Malaysia; (e) highlight the various initiatives and programs implemented in the country towards addressing issues of public service delivery; (f) increase and strengthen the development of government services in addition to further enhance bilateral relations between Malaysia and the countries that were invited; and (g) Showcase Putrajaya as a modern, planned city that serves as the administrative centre of Malaysia government and is a symbol for the government’s efficiency and effectiveness. Various programmes have been lined up, among them the 6th Commonwealth Ministers’ Forum, CAPAM Board Meeting and General Members Meeting, CAPAM International Innovation Awards Ceremony and the Commonwealth and CAPAM Civil Service Exhibition. Through the International Innovation Awards Ceremony, 3 of Malaysia’s initiatives have made it to the final stage of the competition which will be held on 15 to 16 August 2016.
