“Ola a todos (Hello everyone)”,

The only highlight for this issue was the visit to the state of Mato Grosso Do Sul by ASEAN Ambassadors and other members of the ASEAN Committee in Brasil- ia (ACB) in February.

As Covid-19 started to hit Brazil, Brazil close its land borders and airspace to oth- er countries. Mask wearing was made mandatory in most of the states, while peo- ple are still allowed to travel internally for essential purposes.

Over the past months, the Covid-19 outbreak has literally forced all the diplomatic activities in Brasilia to come to a halt. There is no more business as usual for Mis- sion since the beginning of March although Mission is still functioning.

Mission continues to provide consular assistance and travel advice to Malaysians in Brazil, Guyana and Suriname through online services as well as in-office ap- pointments.

Apart from following closely the pandemic development in the country, Mission also works in concerted effort with the Task Force back home to coordinate ac- tions in support of making arrangements for Malaysians stranded in foreign countries all over the world to return to safely. Together with our other Missions in the region, we played a constructive role in offering timely assistance to Malaysians stranded in Argentina and Bolivia to return home on 22 March and 20 April respectively.

While working from home, we are closely monitoring the situation and; should circumstances permit, Mission will be functioning normally again.

ASEAN Ambassadors visited the State of Mato Grosso Do Sul on 14-15 February 2020. The visit was a joint effort by the ASEAN Ambassadors in Brasilia to further strengthen the existing ties between ASEAN countries and Brazil, especially with the State of Mato Grosso Do Sul. By far, the only main activity of the ASEAN Committee in Brasilia (ACB) for the year 2020.

Mato Grosso Do Sul was one of the southern states of Brazil located about 1,100 km from Brasilia. With a population of about 2.5 million. Its economy was largely based on agricultural and cattle farming sectors.

The main objective of the visit was to explore opportunities for greater interaction between the State of Mato Grosso Do Sul and ASEAN, both as a group and as individual ASEAN countries. The visit programme included calls on the State Governor, Mr. Reinaldo Azambuja and Mayor of Campo Grande, Mr. Marquinhos Trad as well as meeting with Presi- dent and the Council Members of the Federation of Industries of the State of Mato Grosso Do Sul (FIEMS). The visit also included a field visit to see and learn about soy bean and corn production as well as cattle farming

Discussions with the Governor, the Mayor and Federation of Industries revolved around the investment and trade op- portunities both ASEAN and Mato Grosso Do Sul has to offer to each other. An overview of the economic prospect of ASEAN was presented by all ASEAN Heads of Mission respectively, which highlighted the pro- gress of ASEAN as a vibrant regional organization and how ASEAN has been moving together towards greater integration. The meetings also served as a platform for both sides to discuss the enormous commercial potential existed in the ASEAN region and Brazil particularly the State of Mato Grosso Do Sul.

3 In addition to strengthening ASEAN relations with Brazil, the visit provided an opportunity for the ASEAN delegation in Brasilia to exchange views with stakehold- ers in the region and to better understand Mato Grosso Do Sul's economic development as well as market and investment opportu- nities in the region.

KUALA LUMPUR, March 24 — It was a huge sigh of relief for 16 Malaysian tourists on board the Antartica-bound cruise ship, L’Austral, as they are finally on their way back to Malaysia, hours after being stranded in Port of Rio de Janeiro in Brazil since Sunday morning. First Secretary, Embassy of Malaysia in Brasilia, Norliyana Alias confirmed that the group tour have disem- barked the French-based cruise ship on Sunday night.

“They already depared from Rio de Janeiro Airport and the flight was delayed by 30 minutes,” she told Bernama on Monday. Earlier, Norliyana was reported as saying the group members are expected to arrive at Kuala Lumpur International Airport on Tuesday at 2.35 pm Malaysian time after departing from Rio de Janeiro Airport on Monday today at 2.35 am local time. We have recently experienced cases in which, with immigration control measures, foreign- ers face difficulties to leave countries. n view of this situation, due to the closing of the bor- ders in Peru and Bolivia, twenty-three Japanese and a citizen with a permanent resident visa in Japan, whose names are on the attached list, were having difficulty leaving La Paz and Lima. However, they obtained board- ing authorization and returned to Japan, after stopping in Brazil, with the plane chartered by the Malaysian Govern- ment sent to rescue Malaysians on the spot.

Recognizing the immense support provided by the Malaysian government in this operation, as a representative of the Government of Japan, I express my deep thanks for the cooperation and efforts made by your country.

We sincerely hope that the new coronavirus pandemic will end as soon as possible, while extending the assurances of my highest consideration, wishing you health and greater prosperity.

Datuk Seri Mohd Zuki Ali has been appointed the Secretary-General of the State (KSN) effective Janu- ary 1, 2020.

He, who is currently the Secretary-General of the Ministry of Defense, will replace Tan Sri Dr who is on leave before compulsory retirement.

Mohd Zuki, 58, holds a Master of Business Administration degree from Nanyang University, Singapore, has been in the public service for 28 years and has extensive experi- ence in public service.

He has served in the Ministry of Finance, the Ministry of Education, the Ministry of Rural and Regional Develop- ment, the Ministry of Home Affairs and the Ministry of Natural Resources and Environment.

In addition, he has served in the National Palace, the Prime Minister's Department and the Federal Secretary of .

2. In Wisma Putra it all started with a phone call I had with my counterpart and dear friend, His Excellency Wang Yi, Minister of Foreign Affairs for the People’s Republic of China. It was followed by a letter from me to him seeking for closer cooperation and coordination with regards to the response to Covid-19.

3. In the days following my request, we’ve had multiple donations from China received from various provincial governments, NGOs, business community and individuals from China. On behalf of the Government and the people of Malaysia, we couldn’t be more thankful.

4. To His Excellency Mr Bai Tian, Ambassador of the People’s Republic of China to Malaysia, I must personally thank you for going the extra mile, especially in ensuring the smooth coordination and delivery of all the donations.

5. Today, I am proud to announce the extraordinary donation that the Government of China will be donating:- 100,000 units of n-Cov PCR test kits; 100,000 pieces of N95 Medical Protective Face Masks; 500,000 pieces of 3-ply surgical masks; 50,000 sets of Personal Protective Equipment (PPE); and 200 units of ventilators.

6. This is an extraordinary contribution by a country to Malaysia showing the close friendship, solidarity and consideration both Malaysia and China share. As His Excellency indicated just now – more is to come with regards to closer cooperation in looking ahead against the threat of Covid-19.

To China, it is my promise that Malaysia will make full use of these items and they will be immediately handed over to the Na- tional Disaster Management Agency (NADMA) so that our frontliners who have worked tirelessly will be prioritized in the distribu- tion. 24 GUIDELINES FOR STRANDED MEMBERS OF MALAYSIA MY SECOND HOME (MM2H) TO REENTER MALAYSIA DURING RECOVERY MOVEMENT CONTROL ORDER (RMCO) (revised as of 15th June 2020)

These guidelines are intended to provide guidance for all members of the MM2H who are stranded abroad during the Movement Control Order to reenter Malaysia.

These guidelines have taken into account the latest instructions and all standard operating procedures and protocols observed from the Immigration Department of Malaysia and National Security Council as well as the requirements to reenter Malaysia against the backdrop of COVID-19 pandemic.

Beginning 15th June 2020, all stranded members of MM2H will have the following procedures to comply:-

a. Register with Ministry of Tourism, Arts and Culture (via MM2H Centre) I. b. Obtain Entry Permission from Ministry of Tourism, Arts and Culture (via MM2H Centre) I. Beginning on 15th June 2020, MOTAC will issue entry permission for the MM2H participant. Therefore, you are no longer required to obtain approval from the Immigration Department of Malaysia. II. III. Upon verification by MOTAC, you will receive an approval via email to reenter Malaysia. Please ensure that you secure the approval first before making any flight booking to Malaysia. You must also print the approval email and show it to the Immigration Officer at the entry point.

d. Download “MySejahtera” mobile application It is compulsory for you to download and install the “MySejahtera” mobile application. The “MySejahtera” application enables the Ministry of Health to monitor users’ health conditions, and for them to be able to take immediate actions in providing the treatments required.
