Il intervient dans le cadre des procédures d’autorisation environnementale (au titre des installations classées pour la protection de l’environnement) et de permis de construire. Le projet s’implante sur l’ancien site PSA d’Aulnay-sous-Bois. Il fait suite à l’obligation pour les activités de « Chimirec » de libérer les terrains qu’elles occupent actuellement à Dugny afin qu’y soit réalisé un projet en vue de l’organisation des jeux olympiques de 2024. Le projet Chimirec consiste notamment, sur une emprise d’environ 5,7 ha, en la construction d’un bâtiment prin- cipal d’exploitation de 21 000 m² de surface de plancher à usage industriel, ainsi que d’un bâtiment de bureaux accueillant le siège de Chimirec. Au total, 180 personnes seront employées sur le site. Enfin, le projet « Chimirec » est concomitant au projet « Fifty » voisin, qui développe des entre- pôts logistiques sur environ 80 000 m² d’un lot contiguë du même site. Une demande de permis de construire commune a été déposée par la société Fifty.

    PREFE T DE LA SEINE-SAINT-DENIS Appel à projets 2019 des contrats de ville de Paris Terres d’Envol La politique de la ville, coordonnée par le Commissariat général à l’égalité des territoires (CGET), vise la réduction des inégalités entre les territoires en mobilisant des crédits spécifiques et de droit commun au bénéfice des quartiers les plus fragilisés. Dans le cadre de la réforme de la politique de la ville instituée par la loi Lamy du 21 février 2014, des contrats de ville ont été édictés et conclus pour la période 2015-2020 afin de fixer les grands enjeux du territoire. Depuis le 1er janvier 2016, dans le cadre de la loi NOTRe du 08 août 2015, l'Établissement Public Territorial (EPT) Paris Terres d’Envol exerce la compétence politique de la ville. Il regroupe les villes d’Aulnay-sous-Bois, Drancy, Dugny, Le Bourget, Le Blanc-Mesnil, Sevran, Tremblay-en-France et Villepinte. Les 4 contrats de ville de Paris Terres d’Envol constituent la feuille de route pour la période 2015-2020.
