CORRIDORS TO BE ELIMINATED FROM FURTHER CONSIDERATION 47 Hudson River Valley Greenway Link Task 4 Research INTRODUCTION The primary goal of the Hudson River Valley Greenway Link project is to align a north/south corridor linking the Old Croton Aqueduct (OCA) Trail in Yonkers with the Hudson River Greenway along the Hudson River at Dyckman Street in Upper Manhattan. In order to begin the process of identifying a preferred corridor, a number of potential alignments have been identified as part of Task 4. These alignments are described herein and will be analyzed in further detail in Task 6. The goals and objectives outlined in the Task 3 deliverable state a desire for a route that provides for both recreational as well as utilitarian trips. The alternatives described for further analysis are defined to emphasize the link’s function as a greenway, connecting to nature and the waterfront. -

April , The Honorable Kamala Harris President of the Senate U.S. Capitol Washington, DC The Honorable Nancy Pelosi Speaker of the House of Representatives U.S. Capitol Washington, DC Dear Madam President and Madam Speaker: I am pleased to transmit Amtrak’s Fiscal Year (FY) General and Legislative Annual Report to Congress, which includes our FY grant request, legislative proposals, and a summary of the various actions taken by Amtrak to respond to the Coronavirus pandemic. To overcome the setbacks to service and financial performance we faced during this crisis, we seek Congress’s continued strong support in FY so that we can return to the successes and growth we accomplished in FY . Amtrak is poised to be a key part of the nation’s post-pandemic recovery and low-carbon transportation future, but to do so we require continued Federal government support, including robust investment. Despite the difficulties of the past year, Amtrak was able to achieve significant accomplishments and continue progressing vital initiatives, such as: . Safety: Completed Positive Train Control (PTC) installation and operation everywhere it was required across entire network and advanced our industry-leading Safety Management System (SMS). Moynihan Train Hall: Amtrak, in partnership with New York State and the Long Island Rail Road, opened the first modern, large-scale intercity train station built in the U.S. in over years. FY Capital Investment: Performed $. billion in infrastructure and fleet work. FY Ridership: Provided . million customer trips, which, while a decrease of . million passengers from FY owing to the pandemic-related travel reductions; reflects record performance during the five months preceding the onset of the Coronavirus. -

PB97-917002 NTSB/SIR-97/01 WASHINGTON, D.C. 20594 RAILROAD SPECIAL INVESTIGATION REPORT DERAILMENT OF AMTRAK TRAIN NO. 12 AND SIDESWIPE OF AMTRAK TRAIN NO. 79 ON PORTAL BRIDGE NEAR SECAUCUS, NEW JERSEY, NOVEMBER 23, 1996 6813B Abstract: On November 23, 1996, the National Railroad Passenger Corporation (Amtrak) train No. 12 derailed while crossing Portal Bridge, a swing bridge spanning the Hackensack River in Secaucus, New Jersey. When the train derailed, it sideswiped Amtrak train No. 79, which was crossing the bridge in the opposite direction on an adjacent track. No fatalities resulted, but 42 passengers and crewmembers aboard train No. 12 were injured, as was 1 passenger aboard train No. 79. Estimated cost of the damaged train, track, and signal equipment and site cleanup exceeded $3.6 million. The safety issues discussed in this report are (1) Amtrak management oversight of the inspection, maintenance, and repair of the miter rail assemblies on Portal Bridge; and (2) the effectiveness of Amtrak’s emergency notification procedures. The report also examines the effectiveness of Amtrak locomotive event recorders in capturing critical operational data. As a result of its investigation, the National Transportation Safety Board issued safety recommendations to Amtrak, the Federal Railroad Administration, the Association of American Railroads, and the American Short Line Railroad Association. The National Transportation Safety Board is an independent Federal agency dedicated to promoting aviation, railroad, highway, marine, pipeline, and hazardous materials safety. Established in 1967, the agency is mandated by Congress through the Independent Safety Board Act of 1974 to investigate transportation accidents, determine the probable causes of the accidents, issue safety recommendations, study transportation safety issues, and evaluate the safety effectiveness of government agencies involved in transportation. -

NEW YORK METROPOLITAN TRANSPORTATION COUNCIL Hudson River Valley Greenway Link Technical Memorandum #3 Task #3 Goals and Objectives and Gap Analysis February 20, 2009 Submitted By: with: TASK 3: GOALS AND OBJECTIVES AND GAP ANALYSIS The purpose of this document is to outline the goals and objectives of this study and to identify alignments that have not been adequately explored in the previous planning efforts summarized in Task 2. This will allow for a definition of the scope and geographic limit of the research to be performed in Task 4. GOALS AND OBJECTIVES The purpose of this section is to facilitate the determination of the goals of this project and develop a direction and strategy for achieving them. The Steering and Technical Advisory Committees along with NYMTC will make the final determination of the goals and objectives. This document provides a jumping-off point from which further development and refinement will take place. Following is a preliminary list of goals and objectives for further discussion: Provide a continuous route that links communities across the region and provides access to important trip generators and bring trail users closer to nature; o Strengthen east-west routes to connect employment centers and neighborhoods with facilities along the greenway. o Identify efficient routes to and from major employment centers, commercial districts area schools and recreation facilities. Improve mobility and safety for cyclists and pedestrians in the subject corridor such that bicycling and walking become feasible alternatives to motorized travel; o Recommend off-road routes (separated from motor vehicle traffic) where possible and appropriate, preferably near the water.
