Will the Minister for Law and Justice be pleased to state:

(a) the details of lawsuits which have been filed against the National Accountability Bureau (NAB) in International Courts of arbitrations, since its inception along with present status thereof separately;

(b) the grounds of each said lawsuit upon filed in said Courts against the NAB along with expenditure incurred thereupon separately till now;

(c) whether NAB has conducted internal inquires at its own to examine failures on their part that forced the other party to file such lawsuits in International Courts of Law; if so, the details thereof; and

(d) the amount which has been paid by the NAB to complainants parties as damage/fine or under the head of any other nomenclature in view of decisions of International Courts?

Will the Minister for Energy be pleased to state the reasons for shut down of Gas in the country particularly in Sindh in the first week of December?

Will the Minister for Law and Justice be pleased to state:

(a) the procedure adopted for appoint of every officer working in the NAB at present alongwith the prescribed method of their recruitment;

(b) details of each employee including their parent departments absorbed in the bureau alongwith procedure adopted therefor;

(c) whether educational qualifications of each employee were verified from respective educational institutions and regulatory bodies and such credentials were examined with reference to their service record; if so, the details thereof;

3 (d) the irregularities reported in the process of making appointments in the bureau and fake educational credentials of several employees were also found; if so, the details thereof; and

(e) steps being taken by the Government to address the menace of illegal appointments in the NAB and make accountable those who have submitted fake educational credentials?

Minister for Law and Justice (Dr. Muhammad Farogh Naseem): (a) The initial appointments in NAB except first batch have been made by NAB itself or through a testing agency as per criteria given in NAB employees Terms and Conditions of service (TCS) 2002 and Methods of Appointment and Qualifications (MAQ) and amendments made therein from time to time.

NAB has recruited officers in BS-16 to 21 in 08 Batches since its inception till to date. The summary of recruitment is attached as annexed.

(b) Officers:—

Inducted 38, Retired due to superannuation 11, Retired in the light of judgment of the SCP in SCM 13/2016 are 06, Serving 18, Repatriated 02, expired 01.

(c) Officials:—

Inducted 82, Retired 15, Serving 63, Expired 04.

Details are annexed.

The respective degrees / certificates against which the officers are appointed against various posts in NAB are verified by the concerned institution or the Higher Education Commission.

(d) (a) 6 Officers were retired and 2 Officers were repatriated to their parent departments in the light of irregularities pointed out by 4 Hon’ble Supreme Court of in SMC 13/2016. (details annexed).

(b) One officer was dismissed by NAB due to fake degree. (details annexed).

(c) Mr. Asad Kharal, a journalist filed a CMA No. 7544/2017 in SMC No. 13/2016 wherein he inter-alia challenged the MSC (Computer Science) degree possessed by Major (R) Shahzad Saleem, Director (BS-20) NAB. In reponse, NAB filed report and para-wise comments in the August Court vide CMA No. 9591/2017 in SMC No. 13/2016. In addition, NAB requested Higher Education Commission for verification of said degree. In reponse, HEC vide letter, dated 31st December, 2018 conveyed that the degree issued by Al-Khair University in respect of Mr. Shahzad Saleem has been attested by the HEC on 20th October, 2015.

(e) The Hon’ble Supreme Court of Pakistan in Suo Moto vide SMC 13/2016 regarding illegal appointments in NAB directed NAB to comply with the findings of committee formed under SCP’s Order. Subsequently, NAB has submitted compliance reports in the August Court.

Will the Minister for Energy be pleased to state:

(a) the price at which petrol is being sold in the country at present; and

(b) the kind of taxes being charged with detail thereof?

(a) whether it is a fact that most of the Gas consumers installed pressure pumps/suckers in their houses due to the low Gas pressure in winter season;

(b) the steps being taken by the Government in this regard; and

(c) the number of persons found involved therein and the details of action taken against them?

(a) whether it is a fact that tenure of Mr. Muhammad Hanif, GM, SNGPL, Faisalabad has been completed;

(b) if so, when new GM will be posted in Faisalabad?

Will the Minister for Law and Justice be pleased to state:

(a) the steps taken by the present Government to eradicate corruption from Government departments so far; and

(b) the names of departments whose performance and financial audit is planned to be under taken at present? 6 Minister for Law and Justice (Dr. Muhammad Farogh Naseem): (a) The present government is committed to eradication of corruption and corrupt practices. It is pursuing an agenda of accountability across the board.

Federal Investigation Agency (FIA) is an anti-corruption agency functioning under the ambit of FIA Act, 1974.

Chief Minister Inspection Teams, exist in all the provinces to deal with the matters of anti-corruption in their respective provinces.

Prime Minister Inspection Commission has a vital role under the law to eradicate corruption in the country.

The NAB authorities are independent from the Government, but they are doing their utmost to check corruption.

(b) This part of the question pertains to Auditor General for Pakistan under Ministry of Finance.

Will the Minister for Energy be pleased to state:

(a) the expected increase in the prices of POL products in coming months, particularly with reference to getting loans from international lending institutions; and

(b) the strategy of the Government to keep the prices of POL products at affordable level for common man?

Will the Minister for Energy be pleased to state: 7 (a) whether the Sui Gas Department, Rawalpindi had started laying Gas pipelines from Mohallah Waris Khan to IJ Principal Road and from Railways Hospital, Rawalpindi to Chak Sadar Bridge;

(b) if so, the time by which the said work will be completed keeping in view the shortage of Sui Gas in the city?

Will the Minister for Energy be pleased to state:

(a) the time by which work of conversion of Thakot Grid Station from 33 KV to 132 KV would be completed; and

(b) whether electricity connection from Alai Power House is included in the Thakot Grid Station Program; if so, the time by which it will be implemented; if not, the reasons thereof?

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that Northern by-pass of Karachi which links the Karachi Port Trust to National Highway and Super Highway is a single road due to which accidents are occurring repeatedly;

(b) if so, the time by which the dual road will be completed?

Minister for Communications (Mr. Murad Saeed): (a) Presently most part of Karachi Northern Bypass is single carriageway. Level of service (LOS) is good and the accident ratio is not high. 8 (b) Its dualization has been planned. Procurement of consultants has been initiated. Option of its dualization through PPP mode or its funding through PSDP are being considered. The construction work may start after procurement of consultants and the contractor by the end of year 2019.

62. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that Motorway Toll Tax is being increased biannually; if so, the justification for increasing the toll two times in a year; and

(b) the name of authority that approved the said increase?

Minister for Communications (Mr. Murad Saeed): (a) & (b) No.

63. *Sahibzada Sibghatullah:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that road from Chakdara-Timergara, Akhagram-Dir and Kalkatak-Chitral of N-45 has been approved by the Government;

(b) whether it is also a fact that a portion from Timergara to Akhagram is not included in the project; if so, the reasons thereof; and

(c) the steps being taken by the Government to include the said portion in the existing project?

Minister for Communications (Mr. Murad Saeed): (a) Yes it is true that Government approved the PC-1 amounting to Rs. 17,423 million including updated FEC cost of Rs. 16,030 Million equivalent to US $ 153,1 Million proposed to be funded through Korean EXIM Bank for Improvement & Widening of road from Chakdara-Chitral (N-45) (130 Km) in following three sections. 9 1. Chakdara - Timargara Section (38.85 km) 2. Akhagram - Dir Section (43.39 km) 3. Kalkatak - Chitral Section (47.98 km)

The PSDP allocation 2018-19 is Rs. 542,149 Million,

(b) Timergara - Akhagram (26 KM) section of N-45 was rehabilitated through Periodic. Maintenance scheme under Annual Maintenance Plan (AMP) of NHA in 2015. It is a 2-lane single carriageway and is in fair condition.

(c) Already built.

64. *Malik Sohail Khan:

Will the Minister for Energy be pleased to state the time by which the facility of Gas will be provided to village Pind Sultani and surrounding areas of Tehsil Jand, District Attock?

Will the Minister for Energy be pleased to state the line losses of FESCO and the number of lines and load in Tehsil Tandlianwala and Jaranwala and the number of more transformers required therein alongwith the time by which this task will be completed?

66. *Dr. Mahreen Razzaq Bhutto:

Will the Minister for Energy be pleased to state:

(a) the steps being taken for physical safety of Linemen in various DISCOS; and

10 (b) the number of Linemen in HESCO-SEPCO who were killed due to electrocution while performing duties during last one year? Deferred for answer on Next Rota Day. 67. *Ms. Mehnaz Akber Aziz: Will the Minister for Human Rights be pleased to state: (a) whether it is a fact that Pakistan ratified ‘United Nations Convention on Rights of Persons with Disabilities (2006)’ on 5th July 2011 but have not submitted its preliminary report by September 2011 for meeting deadline or subsequent deadlines and so far has not submitted even a single report to the relevant UN Committee; if so, reasons for non-compilation and non-submission of initial report and subsequent periodical reports by Pakistan on the implementation of UN Convention on the Rights of Persons with Disabilities; (b) the time by which Pakistan’s periodical reports on ‘UN’ Convention on the Rights of Persons with Disabilities will be submitted by sharing of its draft with Parliament before submission to relevant UN body? Minister for Human Rights (Dr. Shireen M. Mazari): (a) Yes, it is a fact that Pakistan ratified the United Nations Convention on the Rights of Persons with Disabilities, (UNCRPD) on 5th July, 2011, however initial report was due after two years of ratification i.e. August, 2013. It is mentioned that prior to 18th Amendment in the Constitution, matters pertaining to disability including UNCRPD were dealt by the Directorate General of Special Education working under the then Ministry of Social Welfare and Special Education. After the devolution, UNCRPD along with the following ratified Conventions were transferred to Ministry of Human Rights (MoHR): i. International Convention on the Elimination of all Forms of Racial Discrimination (ICERD); 11 ii. UN Convention on the Rights of the Child (CRC);

iii. Convention on the Elimination of All Forms of Discrimination against Women (CEDAW);

iv. International Covenant on Economic Social and Cultural Rights (ICESCR).

Besides, two Conventions [International Covenant on Civil and Political Rights (ICCPR) and Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)] were already with MoHR.

During this period, preparation of Obligatory Reports on these Conventions which were also due and pending, was considered on priority, keeping in view their significance for GSP+ Status. As a result, efforts were made to clear the backlog. So, the MoHR prepared these Reports during 2016-17 and submitted to the concerned UN Committees except CEDAW. These Reports have also been presented before UN Committees, whereas. 5th Periodic Report on CEDAW has also been submitted which will be presented during November, 2019. Besides, MoHR prepared and submitted Pakistan’s 3rd Universal Periodic Review Report, which was reviewed in November, 2017 at Geneva. Updated Reporting Status of Human Rights Conventions is annexed.

The European Union had granted GSP Plus Status to Pakistan on 13th December, 2013. One of the conditions under GSP Plus relates to ratification and effective implementation of twenty seven Conventions mandatory for GSP Plus pertaining to Human Rights, Labour, Environment, Narcotics and Good Governance. These Conventions had already been ratified by the Government of Pakistan. However, submission of obligatory reports was imperative to continuously enjoy the status of GSP+.

It is pertinent to mention that UNCRPD was not included in the 27 Conventions mandatory for GSP+, therefore, process to prepare Pakistan’s Initial Report on UNCRPD started after submission of Obligatory Reports on the above mentioned Conventions, related to GSP+. As a result, Initial Report prepared with the coordination of relevant Provincial and Federal Departments was forwarded to Ministry of Foreign Affairs in February, 2018. As established practice, MoFA shared the subject Report with its 12 Mission in Geneva and proposed amendments. Last amended/updated Report has been shared with MoFA on 14th January, 2019.

(b) Submission date may not be given at this stage, as MoFA will decide the submission of Report in consultation with Pakistan’s Mission in Geneva. As per previous practice, copy of the Report will also be shared with the Parliamentary Committees on Human Rights. 13 68. *Mr. Saad Waseem:

Will the Minister for Law and Justice be pleased to state:

(a) the details of references of NAB and appeals filed by or against the NAB which are pending particularly in accountability courts and other courts in general, at present, alongwith time since when each of said reference or appeal is pending in respective courts;

(b) the last date of hearing of each said reference and appeal; and

(c) details of inquiries pending in NAB alongwith time since the each inquiry is pending?

Minister for Law and Justice (Dr. Muhammad Farogh Naseem): (a) The summary of the references and appeals filed in different courts are given in the following table. (c) 959 inquiries were in progress as on 25-02-2019 at the regional Bureaus of NAB, which will be completed within due time frame fixed for each or the time frame for such inquiries would be extended for the purpose to trace out the evidences required for disposal / decision on merit. Keeping in view, initial stage of quasi judicial proceedings under NAO, 1999 under taken for inquiry and investigation provisions owing to fundamental rights under constitution, disclosure of identity of the alleged public office holders and other persons as well as further details may cause undue prejudice to the person’s Facing inquires and the proceedings of NAB. Therefore, the details asked by Hon’able member does fall under rule 78-(u) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The rule is as under:—

“it shall not ordinarily ask about matter pending before any statutory tribunal or statutory authority performing any judicial or quasi-judicial functions or any commission or court of inquiry appointed to enquire into or investigate any matter but may refer to matters concerned with procedure or subject or stage of enquiry if it is not likely to prejudice the consideration of the matters by the tribunal or commission or court of enquiry”.

69. *Mr. Sher Akbar Khan:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that extension of Metro Bus Project from Peshawar Morr to New Islamabad International Airport is facing delay due to lack of interest by the Government; if so, the reasons thereof;

(b) the steps being taken by the Government to complete the said project; and

(c) the time by which said project will be completed?

Minister for Communications (Mr. Murad Saeed): (a) Government is taking interest in completion of Islamabad Metro Bus Project. However, some adjournments have occurred due to delay in quarterly release of PSDP funds. Package 1,2,3 & 4 are substantially completed. 15 (b) Government is taking keen interest in early completion of the said project. Continuous progress monitoring is being made on senior forums. Progress Review Meetings are even held in the Prime Minister’s Office and all possible steps are being taken by the Government for early completion of the project.

(c) The expected completion date of Islamabad Metro Bus Project for balance E/M works is 30th June, 2019.

Will the Minister for Energy be pleased to state:

(a) the details of importing cargo (R)LNG orders in the country since January, 2018 till date;

(b) whether it is a fact that such orders were later reduced to half; if so, the justification thereof;

(c) the details and name of authority which made such decision to reduce the number of cargoes of (R)LNG;

(d) whether it is also a fact that such reduction/cancellation/ rescheduling had forced the Government to pay millions of dollars under the heads of rescheduling of idle terminal charges etc. if so, the details thereof;

(e) if the answer to parts (a), (b), (c) and (d) above are in the affirmative, is there any plan to investigate reduce/cancel/ reschedule such orders and make the responsibles accountable for the same; if so, action taken; if not, the reasons thereof?

Will the Minister for Law and Justice be pleased to state whether there is any proposal of the Government to establish evening courts in the country; if so, when it will be implemented?

Will the Minister for Energy be pleased to state:

(a) whether it is a fact that Sui Northern Gas Pipeline Limited and Sui Southern Gas Company Limited had posted/earned profit in recent years; if so, the details of last five years;

(b) if both the entities had posted profit in recent years, the justification of deficit of 157 billion or so, as it is claimed by the Government alongwith components of such deficit in clear terms; and

(c) whether the amount of aforesaid deficit has been spent or invested on some projects; if so, the details thereof; and

(d) whether the Gas entities or Government earned profit or are expected to earn profit on such spending or investment in coming years; if so, the details thereof;?

Will the Minister for Energy be pleased to state:

(a) the names of the companies from whom all the DISCOs of WAPDA procure the transformers and cables alongwith the details thereof; 17 (b) the names of companies whose transformers and cables are sub-standard and whether all the electric appliances of poor consumers are often burnt due to cable fluctuation; if so, the steps being taken to control this alongwith complete details; and

(c) the details of modern technology being adopted to control to said line losses?

Will the Minister for Communications be pleased to state the location-wise new Motorways being constructed in Sindh by the present Government?

Minister for Communications (Mr. Murad Saeed): A part of Sukkur-Multan (M-5) motorway is being executed in Sindh province; however this project- started on 05-08-2016. The present Government is ensuring its timely completion. The present Government is however preparing the detailed design and commercial feasibility of Sukkur- Hyderabad (M-6) 300 Km motorway to be executed on BOT basis. The timeline for award of this project is December, 2019.

76. *Mr. Abdul Majeed Khan:

Will the Minister for Energy be pleased to state:

(a) the National Assembly Constituency-wise total number of Gas schemes approved for the province of Punjab during the last five years;

(b) the National Assembly Constituency-wise total number of Gas schemes that will be approved for the said province in the near future; and

18 (c) the National Assembly constituency-wise details of funds released for the said schemes so far?

Will the Minister for Postal Services be pleased to state:

(a) whether it is a fact that the recruitments were made on the posts of Post Master and Runner in Postal Services by the last Government in Mansehra, Batgram, Kohistan and Torghar;

(b) if the answer to part (a) above is in the affirmative, whether merit was observed in this regard; and

(c) the details of number of persons recruited alongwith names?

Minister for Postal Services (Mr. Murad Saeed): (a) Yes recruitment to the post of Mail Peon / Runner (BPS-01 to 04) in Postal Services was made during the last Government in Mansehra, Battagram, Kohistan and Torghar. However no recruitment against the post of Postmasters (BPS-09) has been made

(b) The recruitment was made after taking proper examination under the rules and on merit.

Will the Minister for Communications be pleased to state whether it is a fact that NHA has separated National Highway Road from Hingorja to District Khairpur city by a wall from National Highway at the distance of more than one mile and there is no crossing to the city and vehicles are helplessly driven on the wrong side on both sides by the users causing a number of accidents; if so, the time by which NHA will arrange crossing to the city; if not, the reasons thereof?

Minister for Communications (Mr. Murad Saeed):  There is no crossing at Hingorja because National Highway Authority has constructed a New Jersey Barrier (NJB) in urban area to streamline the traffic.

 A U-turn has been provided at 1.6 KM from Hingorja.

 Crossing/ U-turn within the congested urban area will present a traffic hazard and further increase congestion. 23 85. *Syed Javed Husnain:

(a) the term and conditions on which the contract to establish petrol pumps as well as petrol reservoirs on Pakistan Motorways has been awarded to Hascol Petroleum;

(b) the details of the facilities which Pakistan Motorways is bound to provide/utilize in respect of purchase of land and establishment of colonies in the surrounding areas of Chakeri Interchange by the said company?

Minister for Communications (Mr. Murad Saeed): (a) NHA has entered into an agreement with M/s Motorway Operations and Rehabilitation Engineering (Private) Limited (a subsidiary owned by FWO) for “Overlay & Modernization of Lahore-Islamabad Motorway (M-2)” under a BOT based Concession Agreement signed on 23rd April, 2014 for a period of twenty (20) years. Operation, Management and Maintenance of Motorway M-2 including Motorway Service Areas (MSAs) is the responsibility of M/s MORE which is subsidiary of M/s FWO.

In accordance with the Concession Agreement Schedule-E, Page-184, all the 10x Service Areas on Motorway M-2 has been handed over to the Concessionaire (M/s MORE) and now being maintained by the Concessionaire. Moreover, all the lease agreements within the service areas with different vendors/ licensees etc. are directly made by the Concessionaire (M/s MORE).

Hascol fuel stations on Motorway M-2 are being operated through rental agreement with M/s MORE (Pvt) Ltd. Following facilities are being provided at petrol pump:

i. Rs. 1/Ltr rebate to all commuters on OGRA rates.

ii. Free/General public bathrooms maintained by Hascol.

iii. Fully stocked Air Conditioned rest rooms offered at discounted rates Rs. 50/person entry. 24 iv. Free Air check / oil change facility.

The reservoir (oil storage /distribution facility) is part of development of strategic storage of Pakistan under Ministry of Petroleum. It is owned/ established by M/s Frontier Oil Company (Pvt)Ltd. located along M-2 near Chakri. The land for this facility has been purchased /leased by M/s Frontier Oil Company (Pvt)Ltd from private land owners and no land acquisition / purchase undertaken through MoC/NHA.

(b) Neither any direct access to oil storage facility has been provided through Motorway M-2 nor any direct access is contemplated. The facility is being served through already established Chakri Interchange. Land has been purchased / leased by FOC Pvt Ltd from private land owners. No establishment of colonies has been undertaken, nor any such facility is required / planned.

86. *Mr. Salahuddin:

Will the Minister for Science and Technology be pleased to state the action taken against those officers who have dual nationality and domicile?

Minister for Science and Technology (Mr. Fawad Ahmed): 60 officers working in the allied organizations of Ministry of Science and Technology including PCSIR, NUST, PSQCA, and CUI have dual Nationality. The detail may be seen at Annex-I. However, no officer has dual domicile in MoST and its subordinate organizations.

In this regard, it is to be clarified that no action has been initiated against those officer who have dual nationality, as there is no clear cut direction by the Federal Government regarding the action against officers who have dual Nationality.

(a) whether it is a fact that a nine years old girl was raped and killed in Lahore in a incident; and

(b) the steps taken or being taken by the Government to save the lives of minors in the country?

Minister for Human Rights (Dr. Shireen M. Mazari): (a) A nine-year old girl, namely Ayesha Jamil, was murdered on 18th December 2018 in precincts of Police Station Lohari Gate, Lahore. According to the police report FIR was registered and maternal uncle was found guilty during investigation and he is in police custody. The complainant Tariq Jamil stated that he had married Fatima Fardos and has one son and a daughter from this marriage. From the last one and half years, he was having strained relations with his wife, who along with the children was living in her parents’ house. His wife had gone to perform Umrah when his sister-in-law informed him telephonically on 18th December 2018 that his daughter had been strangulated to death .On his complaint, FIR No. 367/18 dated 19th December 2018 under section 302 of PPC was registered. According to the Police report, during investigation, deceased’s maternal uncle, and aunt (mother’s sister) 26 were interrogated. Their DNA tests were conducted. On the report of DNA, the maternal uncle of the deceased, Tamjeed Taimoor, was found guilty. Therefore, the uncle of the deceased was nominated in the case and his physical remand was obtained. He is in Police custody and was sent on judicial remand on 1st February 2019. A Challan had also been submitted before the court.

(b) In the wake of 18th Constitutional Amendment, the subject of minors has been transferred to the Provinces. However, various measures have been undertaken/being taken by the Ministry of Human Rights. In the wake of 18th Constitutional Amendment, the subject of minors has been transferred to the Provinces.  The Zainab Alert Response and Recovery Bill, 2019 has been drafted for establishment of Zainab Alert, Response and Recovery Agency (ZAARA). The ZAARA will be mandated to introduce alert, response and recovery mechanism of missing children so that incidents like murder of Zainab, a nine-year old resident of Kasur do not occur again. The said bill has been recently passed by the Cabinet.

 A commission is being established under the National Commission on the Rights of the Child Act, 2017. The selection of Chairperson and Members of said Commission is in process. The Commission will examine existing child related laws relating and propose such legislations which will ensure protection of children’s lives.

 The Criminal Law (Second Amendment) Act, 2016 has been enacted to criminalize child exposure to seduction, child pornography, cruelty to a child, trafficking in human beings and proposed strict punishments for perpetrators so that such acts could be prevented.

 Children who experience violence, maltreatment and abuse are most vulnerable and at higher risks of committing suicide or 27 murder. For protection of such vulnerable children, a Child Protection Institute is being established under ICT Child Protection Act, 2018 which has mandate to rescue, provide care and protection of vulnerable children. The case for creation of the posts for the said institute is in process with Management Services Wing, Establishment Division.

 At ICT level, Police Helplines 15 & 8090 are functional for early reporting and response in case of kidnapping etc. Moreover, a free legal advice helpline 1099 in the Ministry of Human Rights is also functional to provide free legal advice in cases of human rights violations.

Motorway (M-1)

Grass has been planted in median and other plants/ trees have been planted from shoulder to fence within the ROW of M­1. These plants in the 3 shoulders and grass in the median are Maintained by NHA in its Routine Maintenance Contracts awarded on yearly basis. Moreover flowery and other plants are planted in the median & shoulders by Forest Department KPK in close coordination with Afforestation Wing NHA.

Motorway (M-2)

Motorway M­2 is on BOT with M/s MORE (FWO) plantation and maintenance (Maintenance of green belts area) is a part of their agreement.

Motorway (M-3)

Eleven (11) contact for one year planation and four years maintenance in the ROW from Pindi Bhattian to Gojra Section, work commenced in July 2018.Green belts of Median of Pindi Bhattian­Faisalabad being maintained through contractor on yearly basis.

(b) Motorway (M-1)

The total expenditure incurred on cutting of grass in median, removal of wild plants in shoulders and overall maintenance of green bells on M­1 is Rs. 136 Million during last five years.

Motorway (M-3)

The Cost incurred on removal of un­wanted growth/ weeds is Rs. 31,792,883.00 for Pindi Bhattian Faisalabad and Rs. 4,640,000.00 for Faisalabad­Gojra Section.

(c) Motorway (M-1)

The green belts are maintained by NHA by incorporating them in Routing Maintenance Contracts or separately on yearly basis through Contractors. The performance of the Contractor has been satisfactory so far. 4 Motorway (M-3)

Out of which only two Post Offices i.e. (Kalas Sharif & Ali Pur Syeddan) have been merged with Miani and Bhera Post Offices respectively due to shortage of staff. However, the delivery service in these areas has not been disturbed.

(b) Necessary steps are being taken for opening of Extra Departmental Branch Offices in (Kalas Sharif & Ali Pur Syeddan).

Minister for Communications (Mr. Murad Saeed): NHA intends to undertake Hyderabad Sukkur Motorway under Public Private Partnership (PPP) on Bulid­Operate Transfer (BOT) basis. Process of detailed design and commercial feasibility has already been initiated. Once detailed design and commercial feasibility is completed procurement process on BOT basis shall be commenced. It is expected that Concession Agreement shall be signed by January 2020.

25. Pir Syed Fazal Ali Shah Jillani:

(a) whether it is a fact that cemented polls erected in 1990 in village Gagi Wahan, Tehsil Sobbo Dero, District Sanghar have collapsed and almost 70% population is deprived of electricity;

Will the Minister for Human Rights be pleased to state the steps taken or being taken by the Government against the rapid increase of women honour killings in the country?

Minister for Human Rights (Dr. Shireen M. Mazari): Though the subject of women development and empowerment has been devolved to the province as a result of 18th Amendment in the Constitution, efforts are underway to address the issue of violence against women including honour killing. Significant initiatives in this regard are as under:

1. Criminal Law (Amendment) (Offences relating to honour) Act, 2016 has been enacted to prevent crimes in the name/pretext of honour. In this regard, amendments have been made in several sections in Chapter XV of PPC to broaden the legal ambit of honour crimes. Crimes committed in the name of honour, now also include hurt and determine stringent punishment for such offences as well as it includes the definition of fasaad­fil­arz for which the sentence is life imprisonment (25 years) which cannot be waived or compounded.

2. National Action Plan to improve Human Rights situation in the country prepared by the Ministry of Human Rights is being implemented with the collaboration of relevant stakeholders. 13 The Plan sets protection and empowerment of women as a priority area for intervention including national policy guidelines on Gender Based Violence, review all discriminatory legislation against women, establishment of new crisis centres for women and strengthening of existing centres/ services at district level and designing and execution of Men Engage Model program to eliminate Gender Based violence.

3. The Gender Crime Centre (GCC), National Police Bureau, Ministry of Interior, gathers and analyze data on violence against women, especially cases of gang rape, rape, abduction, kidnapping and “honor killings” on regular basis. This data guides the relevant stakeholders to take requisite measures (Administrative, policy and legislative) to address violence against women.

4. Women Protection Centres established all over the country including Shaheed Benazir Bhutto Human Rights Centers for Women in Islamabad provide free legal, psychological and medical aid to the women victims of violence including women having fear of honour killing.

5. A Model Policy on Violence against Women and Girls has been drafted wherein remedial measures have been proposed to address all forms of violence against women as well as honour killing.

6. Women Police Stations have been established in major cities all over the country wherein women police staff has been appointed to deals with issues of violence including women having fear of honour killing.

7. Women and Child Protection Centre has been established at Women Police Station, G­7, Islamabad on 29th January 2018 to monitor incidents of violence. Human rights and gender watch committee has been put in place to monitor and handle such cases. Human rights officers have been designated in 22 police stations in Islamabad including women police station. 14 8. A Helpline (1099) for Legal Advice on Human Rights Violations and to provide referral system has been established in the Ministry of Human Rights.

Similar initiatives are being taken by the Provincial Governments to combat all forms of violence against women including honour killing.

(a) is it true that NEPRA in its tariff determinations for RFO based Independent Power Producers (IPPs) producing power from reciprocating engines allowed 15% equity IRR & 45% average thermal efficiency over tariff control period of 25 years to these IPPs, whereas in actual operations these are achieving higher efficiency;

(b) is it true that IPPs reportedly are deriving much higher profit over & above 15% IRR fixed by NEPRA in the original tariff determination order; and

16 (a) whether National Commission of Human Rights or the Ministry itself on behalf of Government has taken notice of miserable conditions of inmates in different jails of the country;

(b) the details of those inmates who were provided medical attendance and treatment outside jails for the last three years;

(c) the details of those inmates who died in the jails;

(d) whether it is a fact that authorities concerned have given VIP treatment to different inmates in recent times; if so, the justification thereof; and

(e) the steps being taken by the Government to provide best heath facilities to inmates?

Minister for Human Rights (Dr. Shireen M. Mazari): (a) The issue of inmates in jails relates to the Ministry of Interior and Provincial Home Departments. However, the Ministry of Human Rights and National Commission for Human Rights (NCHR) take notice of the condition of inmates in jails and conduct visits of jails in different parts of the country. The Ministry of Human Rights arranges visits of different prisons in order to monitor human rights situation of inmates in jails. Recently a team from Ministry of Human Rights visited Central Prison, Haripur and found a woman imprisoned along with her three year old daughter for want of sureties. She was released on production of sureties arranged by District Police Officer Haripur, after intervention of the Ministry of Human Rights. Similarly, two children who were living in Jail with their convicted mothers of life imprisonment u/s 302­109­147­149 PPC, had been identified during the visit. In order to protect future of both children and to provide them with their right to education, the Ministry arranged for the custody of children and shifted them to Zamang Kor Institute, Peshawar established by Khyber Pakhtunkhwa government under Khyber Pakhtunkhwa Child Protection and Welfare Act, 2010. 17 (b) The part (b) to (e) of the Question do not relate to Ministry of Human Rights. However, this Ministry has coordinated with the Provincial Prisons Departments and obtained the following information: ———————————————————————————— Sr. No. Province Number of inmates provided medical treatment/ attendance during last three years ———————————————————————————— 1. (e) The Government endeavors to provide best possible health facilities and treatment to ailing inmates by appointing medical officers, budget for medicine, pathological and radiological tests, required gadgets and machinery e.g; x­rays machines, dental units etc. and even surgical care at the relevant hospitals. 18 During the visits of the jails the Ministry of Human Rights and National Commission for Human Rights (NCHR) both gave recommendations to the jail administration that there should be enough qualified staff as well as essential medicines for the inmates.

North Head office vide its Memo dated 21-02-2018 had requested GM (P&D), Head Office Lahore to arrange survey, feasibility, technical evaluation of the proposed operational phase, which carried out the requisite survey etc. such survey report is pending since long for want of allotment of Job Number;

(c) if so, what steps have been taken to allot the Job Number for the above mentioned localities and release of requisite material?
