Rapid Assessment of Flood Disaster Caused By 2011 Monsoon Rains in District & Mirpurkhas

District Badin & Mirpurkhas are among the severely hit areas resulting in thousands of people stranded in flooded villages. Various breaches in canals and drains connected with giant Left Bank Outfall Drain (LBOD) have left number of villages inundated. A large number of people, including women & Children, have been displaced who have taken shelter on road side and other nearby government buildings. Huge losses to the crops, livestock, infrastructure, houses have been done. Communication systems have severely been disturbed hence restricting movement resulting in further fatalities. Disruption to communication networks has led to inaccurate reporting of the full scale of the disaster and the long-term implications for food security resulting from the losses in crops – yet to be determined.

Proactive Role of NRSP – Rapid Assessment of the Disaster NRSP is present in almost all flood affected area of the Districts of Badin and Mirpurkhas. As such, NRSP has been able to conduct a rapid assessment of flood damages. To complete this assessment, the organisation has capitalised its network of Local Support Organization, Community Organisations update and activists to facilitate information collection providing a full and up to date overview of the scale of the disaster, and the location of those affected. In the 42 UCs surveyed, 114,337 households were found to be severely affected by the floods. The total estimated population of Badin and Mirpurkhas is 1.4 million &1.2 million respectively. Following is demographic information of the two districts.

Scope & Extent of Damage According to the survey made by NRSP through its net work of grass roots level instituations immediately after the floods, it has been found that in District Badin; 8 UCs of Taluka Badin, 2 UCs of Taluka Shaheed FazilRahu and 6 UCs of Taluka have been worst affected. While, 5 UCs of Taluka , 5 UCs of Taluka Jhudo, 6 UCs of , 3 UCs of Taluka Mirpurkhas, 3 UCs of Taluka Hussain Bux Mari and 3 UCs of Taluka Sindhri have been worst affected. It is evident from the tables below that 68% of the population of worst affected union councils of District Badin and 33% population of worst affected union councils District Mirpurkhas has been affected (see Annex-1 for detailed summary).

Rain Floods have caused damage to the houses, Livestock, Crops and Businesses in the above said affected areas. According to the mat department’s forecast more rains are expected in these areas from 14th August for three days. A detailed survey is required to know the extent of damages.

About NRSP

Established in 1991, NRSP is the largest Rural Support Programme in the country in terms of outreach, staff and development activities. It is a not for profit organization registered under Section 42 of Companies Ordinance 1984. NRSP's mandate is to alleviate poverty by harnessing people's potential and undertake development activities in .

The NRSP’s core strength is in its outreach. It is the largest civil society organization in Pakistan. Operating in 56 districts, in all four provinces and AJK, the company covers more than 1.5 million households through 115,000 COs.This structure is overseen by 5,087 staff working from 167 field offices across Pakistan. Almost all staff is primarily field-based, each holding an extensive local knowledge base and network of local contacts, comprising community members, and local government and NGO workers.

NRSP works for the people through the community organizations which are essentially the “organizations of people”. As such it has developed an extensive network of more than 115,000 COs working for their own needs throughout the country. This model consists of four key stages: a) mobilization through CO formation; b) needs identification by the community; c) preparing development plans; d) implementation and assessment. The community therefore moulds its own development agenda taking ownership of the project and contributing to its implementation. Whereas the COs are the foundation of institutional structure of communities, the VOs and LSOs are the federations of COs at village and union council level respectively. NRSP is currently working with more than 1.5 million poor households organized into a network of Community Organizations. With sustained incremental growth, it is emerging as Pakistan's leading engine for poverty reduction and rural development.

NRSP believes and works to link the communities with government, private agencies and service providers to build the capacity of communities, enable efficient delivery of services and diversify development portfolios at the grassroots. Above all through the linkages, NRSP builds a cadre of human capital who take on the developmental agenda forward.

Being a support organization, NRSP attempts to complement the work of government by nurturing a network of Community Organizations as vehicles for delivery of projects to the poor people.
