This bid will be evaluated in terms of the 80/20 preference point system as prescribed in the Preferential Procurement Regulations, 2017 pertaining to the PPPF Act (No 5 of 2000) and the Supply Chain Management Policy of Frances Baard District Municipality. FBDM is not bound to accept the lowest bid. FBDM reserves the right to partial acceptance of one or more bids. The closing date for submissions is 09 December 2019 at 12h00. Bids will be opened in public immediately after the stated closing time. INTRODUCTION: Frances Baard District Municipality hereby invites professionals, consortium of service provider to conduct Land use survey for Dikgatlong Local Municipality. This survey will follow on the latest Reviewed land use scheme which was conducted in the 2017/18 financial year. This process is a result of the was not carried and therefore initiated to augment into the scheme. The focus of this survey will be in the urban area of the municipality and with estimated land parcels of 10359. The areas for these settlements is highlighted in figure 1 below. PROJECT OBJECTIVES • To do update to the existing land use data set for the municipality. • To a database for the land use register that link to land use scheme. 3. SCOPE OF WORK The overarching goal is to update land use in urban areas of the Dikgatlong municipality and surrounding farms; estimated number of land parcels is 10359. It is required that services provider appointed align the survey to current scheme provided by the district. The municipality is comprised of a spread the following towns: Windsorton, Barkly West, Longlands, Delportshoop, Koopmansfontein, Ulco and Stillwater from where the study must be carried out. 4. DELIVERABLES The following deliverables are required: a. Submissions should be in both hard and electronic versions. All spatial information collected should be submitted in GIS capable file format (shape- files) for use in a GIS environment. The shapefiles must have clear attribute information, in the structure which is given in the data set provided; b. It is recommended that more visual representation (maps, graphics and photographs) form the bulk part of the spatial analysis/current reality; c. Supply detailed land use maps accompanied by land use register; and d. A close-out report for the project should accompany electronic data set indicated above. 4. TECHNICAL REQUIREMENTS The service provider must include the following in the proposal: a. A detailed work plan indicating the schedule of activities with time frames with cost breakdown (including disbursements); b. A detailed summary for personnel nominated for involvement in the project, with attached curriculum vitae with a background in database expertise; c. A team registered with recognised professional bodies in Town planning and Geographic information system; d. Attach the registration for professional bodies in South African Geomatics Council (SAGC) and South African Council for Planners (SACPLAN); e. Evidence of the strong background in land use surveys, and application of GIS for management; f. A brief report on projects of similar nature, listing at least two (2) contactable references; and 3 g. Sample extracts, and spatial layouts where similar assignment was successfully completed. 5. DOCUMENTATION AND RELEVANT INFORMATION The following documents will be made available to the prospective bidder subject to restrictive clauses on utilisation: • Cadastral data set for the municipality (both registered and approved); and • Land use data set; Ownership to information collected in this undertaking by service provider and paid for by Frances Baard district municipality, remain vested with the municipality. All reports should be submitted in hard copy and electronic GIS format. 6. IMPLEMENTATION SCHEDULE The duration of the project is three (3) months from the date of appointment. The use of services of locals is recommended as part of empowerment to the local community. The service provider will be required to commence with the assignment within seven (7) calendar days after appointment and SLA are signed. 7. REPORTING REQUIREMENTS • The service provider upon appointment will be required to report on monthly basis to the steering committee of the project; and • The Steering Committee must be established and sit within the first week of the appointment, to approve proposed project programme. 8. PROPOSED EVALUATION The evaluation of this bid will be conducted in the following two (2) stages. Firstly, the assessment of functionality will be done in terms of the evaluation criteria and the minimum threshold. A bid will be disqualified if it fails to meet the minimum threshold for functionality as per the bid invitation. Thereafter, only those qualifying bids will be evaluated in terms of the 80/20 preference points systems, where the 80 will be used for price ONLY and the 20 for points awarded for B-BBEE status level of contribution. Only service providers that can demonstrate the required experience and skills relating to the execution of this project will be considered. The following criteria will be taken into account for appointment of a successful service provider: 4 9. FUNCTIONALITY CRITERIA Criteria to be used for functionality (see attached functionality evaluation criteria checklist). Statutory and general The following conditions will apply: • Price (s) quoted must be valid for at least ninety (90) days from date of your offer. • Price quoted must be firm and must be inclusive of VAT. • A firm delivery period must be indicated. • CSD summary report indicating that all requirements are in order (valid). • Proof of municipal account.     REPORT ON INFRASTRUCTURE PROJECTS IMPLEMENTED IN THE 2009/10 FINANCIAL YEAR FRANCES BAARD DISTRICT MUNICIPALITY Project description Capital Funding Electrification of 552 sites, Phase 3 (216 R 1,850,000 Sites) Water Reticulation: Barkly West (Allocate R 412,257 saving - Original allocation R650 000) Re-allocation - Water reticulation in R 237,742 Rooirand DE BEERS HOOGTE ELECTRIFICATION PHASE 3 An additional 552 er- ven were developed in De Beers Hoogte in Barkly West which required the provi- sion of electricity to 216 stands. The electrical reticula- tion network consists of 11kV distribution, 400V reticulation and service connections for 216 stands. Through this project 16 people from the area were employed. WATER RETICULATION FOR 34 SITES IN BARKLY WEST Sites behind the court in Barkly West were made available for purchase by the public. The municipality had to service the sites before they could sell them to the community. The project provided work to 8 people; 4 males, 3 females and 1 youth. The water reticulation network for 34 sites in Barkly West included: • Waterlines with metered connections to 34 sites • 244m waterline 63mm diameter uPVC • 598m waterline 90mm diameter uPVC • 34 metered connections DIKGATLONG WATER RETICULATION 180 SITES IN ROOIRAND 180 sites were identified for development in Rooirand. This meant that water connections and standpipes had to be installed to provide water to the stands. The district municipality assisted with the installation of the required standpipes to 155 stands. Employment was created for 9 males, 1 female and 1 youth. Youth Month is a singular and most symbolic period in our psyche as a nation that signifies the depth of our people’s commitment in remembering the gallant fight waged by the Youth during the years of oppression and struggle against a regime that envisioned South Africa through the narrow lens of race differences. Therefore, the nationwide protest of young people that gave birth to the 1976 June 16 uprising was a culmination of decades of struggle against an inhumane system designed on the prescripts of separate development on the basis of race. We would therefore like to honour the sacrificed lives of those brave young souls who dared to challenge the brutal and murderous apartheid state machinery. 1 Honourable Speaker, this is also the year where we celebrate the life of Charlotte Maxeke, an activist, one of the first Black women graduates in South Africa and one of the first Black South Africans to fight for freedom from exploitative and social conditions of African women.

OVERVIEW OF DEPARTMENTAL PERFORMANCE 2.1 Service Delivery AND Organisational ENVIRONMENT The SAPS has conceptualised “frontline service delivery” in the context of the Constitutional requirement as per Section 205, the Basic Values and Principles Governing Public Administration as per Section 195 of the Constitution; Outcome 12 of the Medium Term Strategic Framework: An efficient, effective and development-orientated public service: Service delivery focusing on quality and access; and the White Paper on Transforming Public Service Delivery. Furthermore, the Minister of Police had declared 2013/14 “the year of the frontline office”, which provided the catalyst for this conceptualisation. The Minister’s engagement with SAPS management prompted an analysis of service delivery in the context of the four dimensions identified as being fundamental to frontline service delivery, namely the individual as a SAPS employee; the physical touch points from which our services are provided; the quality of the service provided; and the extent to which we engage with and involve our communities in the provision of our policing service. The conceptualisation of frontline service delivery necessitated a clear understating of the primary interface between the SAPS and the beneficiaries of its services, the citizens of this country. The SAPS, like all government departments, comprises two fundamental types of frontline service delivery points, namely the front office and the back office.
