REPORT ON INFRASTRUCTURE PROJECTS IMPLEMENTED IN THE 2009/10 FINANCIAL YEAR FRANCES BAARD DISTRICT MUNICIPALITY Project description Capital Funding Electrification of 552 sites, Phase 3 (216 R 1,850,000 Sites) Water Reticulation: Barkly West (Allocate R 412,257 saving - Original allocation R650 000) Re-allocation - Water reticulation in R 237,742 Rooirand DE BEERS HOOGTE ELECTRIFICATION PHASE 3 An additional 552 er- ven were developed in De Beers Hoogte in Barkly West which required the provi- sion of electricity to 216 stands. The electrical reticula- tion network consists of 11kV distribution, 400V reticulation and service connections for 216 stands. Through this project 16 people from the area were employed. WATER RETICULATION FOR 34 SITES IN BARKLY WEST Sites behind the court in Barkly West were made available for purchase by the public. The municipality had to service the sites before they could sell them to the community. The project provided work to 8 people; 4 males, 3 females and 1 youth. The water reticulation network for 34 sites in Barkly West included: • Waterlines with metered connections to 34 sites • 244m waterline 63mm diameter uPVC • 598m waterline 90mm diameter uPVC • 34 metered connections DIKGATLONG WATER RETICULATION 180 SITES IN ROOIRAND 180 sites were identified for development in Rooirand. This meant that water connections and standpipes had to be installed to provide water to the stands. The district municipality assisted with the installation of the required standpipes to 155 stands. Employment was created for 9 males, 1 female and 1 youth. DIKGATLONG Project Description Capital Funding Replacement of the Ikhutseng Water Pressure Tower Structural Assessments of Water Storage Facilities R 2,500,000 Supply and delivery of Sewerage Tanker Supply and delivery of Refuse Truck Council has approved these projects late in the financial year and as a result they have been rolled over to the 2010/11 financial year. MAGARENG Pampierstad: Water & Sanitation 1450 Sites The Frances Baard District Municipality was involved with the construction of a Water Reticulation Network for 1,450 stands in Sakhile, Pampierstad. The network consists of approximately 31950m of UPVC pipes ranging from 75mm in diameter to 110mm in diameter. An existing water treatment plant, with sufficient capacity, will provide water for this new development. This means that the households in this area will have direct connecting water services to their stands. A total of 300 people from the area have been temporarily employed. Funding Municipal Infrastructure Grant (MIG) R 11,512,142 FBDM R 2,500,000 Housing Infrastructure Grant R 18,728,224 PHOKWANE PHOKWANE Upgrading of the wastewater treatment plant, Jan Kemp- dorp This project entailed the upgrading of the Jan Kempdorp Waste Water Treatment Works (WWTW), to a capacity of 2600m3/d (cubic meters per day). The existing WWTW were operating above the designed capacity and was not able to produce an effluent that complies with the standards set by the National Water Act. As an oxidation pond system is highly unlikely to produce effluent complying with the set standards, it was proposed that the WWTW be upgraded to a 2600m3/d activated sludge plant. The existing element of the WWTW could then be incorporated into the final design. A total of 19,771 residents from 4,249 stands of the Jan Kempdorp CBD and all the surrounding suburbs have benefited from this development. Impact of the project The aim of this project was to get the treatment plant functional again and to upgrade it to the sludge activated process in order to accommodate also the industrial effluent. A total of 70 people were employed through this project. Funding Municipal Infrastructure Grant (MIG) R20,994,071 FBDM (MIG) R1,960,078 Project description Capital Funding Provision of Water & Sanitation to R 2,500,000 200 Houses in Ikageng (Phase 2) Ikageng is a residential area of Ritchie, which forms part of the Sol Plaatje Municipal area. The project objective was for the construction of water and sanitation services within the suburb. The project outcome was to service 202 formal houses on the identified sites. The Ritchie community does experience water supply problems and the local authority is in the process of upgrading the bulk infrastructure to accommodate the present demand as well as the future demand for new developments. The estimated total population of the Ritchie area is 10,442 people. The beneficiaries of the proposed services are 1,313 people from 202 households. The works include the construction of a water reticulation network with metered stand pipes, the construction of a sewer connector service with sewer site connections, the construction of top structures and toilets as well as the construction of a sewer pump station. The FBDM contributed R2,300,000 for the 2008/09 Financial Year and R2,500,000 for the 2009/10 Financial Year. Sol Plaatje Municipality funded the rest from their MIG allocation. The project was advertised in February/March 2010, but the tenderers did not comply with the conditions of the tender. The project was then re-advertised, but the interest in the project was still not very good because of the size of the project (only 350m). The responsive bids were however evalu- ated and we are hoping to appoint a contractor within the 2009/2010 financial year. General maintenance to Infrastructure at Koopmansfontein The project entails renovations and repairs to the houses at Koopmansfontein before they are transferred to the beneficiaries. Subsidies Sanitation in the DMA and other rural areas The project was completed successfully. The health and hy- giene training formed part of project which was provided to all beneficiaries involved. 147 toilets were erected. DISTRICT MANAGEMENT AREA DISTRICT MANAGEMENT.
