    REPORT ON INFRASTRUCTURE PROJECTS IMPLEMENTED IN THE 2009/10 FINANCIAL YEAR FRANCES BAARD DISTRICT MUNICIPALITY Project description Capital Funding Electrification of 552 sites, Phase 3 (216 R 1,850,000 Sites) Water Reticulation: Barkly West (Allocate R 412,257 saving - Original allocation R650 000) Re-allocation - Water reticulation in R 237,742 Rooirand DE BEERS HOOGTE ELECTRIFICATION PHASE 3 An additional 552 er- ven were developed in De Beers Hoogte in Barkly West which required the provi- sion of electricity to 216 stands. The electrical reticula- tion network consists of 11kV distribution, 400V reticulation and service connections for 216 stands. Through this project 16 people from the area were employed. WATER RETICULATION FOR 34 SITES IN BARKLY WEST Sites behind the court in Barkly West were made available for purchase by the public. The municipality had to service the sites before they could sell them to the community. The project provided work to 8 people; 4 males, 3 females and 1 youth. The water reticulation network for 34 sites in Barkly West included: • Waterlines with metered connections to 34 sites • 244m waterline 63mm diameter uPVC • 598m waterline 90mm diameter uPVC • 34 metered connections DIKGATLONG WATER RETICULATION 180 SITES IN ROOIRAND 180 sites were identified for development in Rooirand. This meant that water connections and standpipes had to be installed to provide water to the stands. The district municipality assisted with the installation of the required standpipes to 155 stands. Employment was created for 9 males, 1 female and 1 youth. Therefore, the nationwide protest of young people that gave birth to the 1976 June 16 uprising was a culmination of decades of struggle against an inhumane system designed on the prescripts of separate development on the basis of race. We would therefore like to honour the sacrificed lives of those brave young souls who dared to challenge the brutal and murderous apartheid state machinery. 1 Honourable Speaker, this is also the year where we celebrate the life of Charlotte Maxeke, an activist, one of the first Black women graduates in South Africa and one of the first Black South Africans to fight for freedom from exploitative and social conditions of African women.

The Minister’s engagement with SAPS management prompted an analysis of service delivery in the context of the four dimensions identified as being fundamental to frontline service delivery, namely the individual as a SAPS employee; the physical touch points from which our services are provided; the quality of the service provided; and the extent to which we engage with and involve our communities in the provision of our policing service. The conceptualisation of frontline service delivery necessitated a clear understating of the primary interface between the SAPS and the beneficiaries of its services, the citizens of this country. The SAPS, like all government departments, comprises two fundamental types of frontline service delivery points, namely the front office and the back office.
