Merger of Public Community Education and Training Colleges in Northern STAATSKOERANT, 7 APRIL 2015 No. 38674 3 GOVERNMENT NOTICES DEPARTMENT OF HIGHER EDUCATION AND TRAINING No. 297 7 April 2015 CONTINUING EDUCATION AND TRAINING ACT NO 16 OF 2006 MERGER OF PUBLIC COMMUNITY EDUCATION AND TRAINING COLLEGES IN THE NORTHERN CAPE PROVINCE I, Bonginkosi Emmanuel Nzimande, MP, Minister of Higher Education and Training, after consultation with public adult learning centres [deemed to have been established as community education and training colleges from 1April 2015 in terms of section 3(1)(b)] and in accordance with section 6(1) and 6(5) of the Continuing Education and Training Act, 2006 (Act No. 16 of 2006), hereby merge the Northern Cape community education and training college and the community education and training colleges listed in the Schedule, into a single community education and training college from 1 April 2015. The date of the establishment of the new institution, the type and name of the new institution, the physical location and official address of the new institution, and the transitional arrangements required to ensure the effective implementation of the establishment process are set out in Schedule 1 hereto. The type and name of the new institution A public community education and training college to be known as the Northern Cape Community Education and Training College Administrative Centre (CETCAC). The physical location and official address of the new institution The physical location of the institution will be in Upington. The official address is: Northern Cape Rural TVET college, Upington Campus, Steve Naude Street, Upington, 8800. The transitional arrangements (a) The physical location of the merged institution will be in Upington (seat), with official address Northern Cape Rural TVET college, Upington Campus, Steve Naude Street, Upington, 8800. (b) I hereby approve the carrying out of teaching by the new institution beyond the seat contemplated in paragraph (a) on the sites formerly operated by the merging institutions in the Province. The information contained herein was extracted from the relevant specialist studies. Please refer to Section 3.5 for a list of all the relevant specialists and their fields of expertise and to Appendix E for the original specialist reports. 6.1 Brazil Site 6.1.1 Physical (a) Location The Brazil site is situated in the Kleinzee / Nolloth region of the Northern Cape, within the jurisdiction of the Nama-Khoi Municipality ( Figure 16). The site has the following co-ordinates: 29°48’51.40’’S and 17°4’42.21’’E. The Brazil site is situated approximately 500 km north of Cape Town and 100 km west-southwest of Springbok. Kleinzee is located 15 km north, Koiingnaas is 90 km south and Kamieskroon is located 90 km southeast of the Brazil site. The coast is composed of both sandy and rocky shores. The topography is characterised by a small fore-dune complex immediately adjacent to the coast with the highest elevation of approximately nine mamsl. Further inland the general elevation depresses to about five mamsl in the middle of the study area and then gradually rises towards the east.
