Mission: At Sharpstein, we strive to create an academically challenging, student centered community where we demonstrate a personal commitment to the academic success and general well-being of all students; we continue to seek and implement effective teaching strategies and we encourage students to become productive citizens and lifelong learners.

What we Learn

The curriculum is designed to teach your children information and processes, and to challenge them to develop their potential and function as independent lifelong learners.

Students in grades K-5 have instructional lessons in the content areas of:

Dual Immersion program is available in grades 3-5 Environmental education units are covered in grades 3-5. AIDS information is included in the fifth grade Human Growth and Development curriculum.

Dual Immersion Program

Third/Fourth/Fifth Grades- All students receive literacy instruction in both languages with mixed language grouping. The rest of the day is 50/50 in all content areas.

SHARPSTEIN ELEMENTARY SCHOOL RULES AND PROCEDURES

The following are school wide procedures practiced by the students and staff at Sharpstein Elementary School. These rules are in place to ensure the safety and security of all students and staff at Sharpstein Elementary.

SCHOOL GROUNDS (SCHOOL ARRIVAL/DEPARTURE):

GOAL: TO ENSURE SAFETY FOR ALL STUDENTS.

ARRIVAL AT SCHOOL:

1.) STUDENT ARRIVAL TIME – NO STUDENT SHOULD BE ON SCHOOL GROUNDS BEFORE 7:30 – ALL STUDENTS ARE TO REPORT TO EITHER CAFETERIA OR GYM – STUDENTS ARE TO USE RESTROOM CLOSEST TO THE GYM BEFORE 8:00.

2.) ONCE A STUDENT IS FINISHED W/BREAKFAST THE STUDENT NEEDS TO REPORT TO GYM.

3.) THERE SHOULD BE NO PLAYING ON SCHOOL GROUNDS W/O SUPERVISION.

A.) PARENTS ARE RESPONSIBLE FOR THEIR CHILD’S SUPERVISION BETWEEN 7:40 AM – 8:00 AM AND 2:50PM – 3:10PM

B.) TEACHER SUPERVISION SHALL TAKE PLACE BETWEEN 8:00 AM – 2:50 PM.

Dismissal Procedure:

1.) REMEMBER TO BRING HOME YOUR BACKPACK AND ALL MATERIALS NEEDED.

2.) PACK UP FOR DISMISSAL AND LINE UP ACCORDING TO YOUR CLASSROOM EXPECTATIONS.

3.) TEACHERS WILL ESCORT THEIR CLASS TO THEIR TEACHER CHOSEN DESIGNATED EXIT FROM THE BUILDING.

4.) KEEP PERSONAL SPACE.

5.) NO TALKING IN LINE WHILE INSIDE THE BUILDING.

6.) WALK AND KEEP HANDS AND FEET TO SELF.

7.) ONCE YOU HAVE EXITED THE BUILDING QUICKLY GO STRAIGHT TO WHERE YOU ARE SUPPOSED TO BE (WALKING HOME, WAITING FOR BUS, OR WAITING FOR PARENT PICK UP). PLEASE DO NOT RE-ENTER THE BUILDING UNLESS IT IS AN EMERGENCY.

8.) WHILE WAITING TO CATCH THE BUS AT THE END OF THE SCHOOL DAY STAY BEHIND THE MARKED YELLOW LINE ON THE SIDEWALK IN THE BUS LOADING ZONE.

9.) NO RIDING OF BIKES AND OR SKATEBOARDS IS ALLOWED ON SCHOOL GROUNDS (INCLUDING SIDEWALKS).

10.) THERE SHOULD BE NO PLAYING ON SCHOOL GROUNDS W/O SUPERVISION.

A.) PARENTS ARE RESPONSIBLE FOR THEIR STUDENT’S SUPERVISION BETWEEN 7:40 AM – 8:00 AM AND 2:40PM – 3:10PM.

B.) TEACHER SUPERVISION SHALL TAKE PLACE BETWEEN 8:00 AM – 2:50 PM.

School Bus Procedures:

STUDENT CONDUCT ON BUSES TO AND/OR FROM SCHOOL

RIDING A SCHOOL BUS TO AND/OR FROM SCHOOL IS NOT AN UNDENIABLE RIGHT. IT IS A PRIVILEGE WHICH EACH SCHOOL BUS RIDER IS RESPONSIBLE FOR RETAINING BY MAINTAINING APPROPRIATE BEHAVIOR WHILE LOADING, RIDING, AND UNLOADING.

OUR PHILOSOPHY IS: "WE BELIEVE ALL STUDENTS CAN BEHAVE APPROPRIATELY AND SAFELY WHILE RIDING ON A SCHOOL BUS. WE WILL TOLERATE NO STUDENT PREVENTING DRIVERS FROM DOING THEIR JOB OR PREVENTING OTHER STUDENTS FROM HAVING SAFE TRANSPORTATION."

STUDENT PASSENGERS ARE EXPECTED TO FOLLOW BUS RULES WHICH ARE POSTED IN EACH BUS.

THESE RULES ARE AS FOLLOWS:

A. FOLLOW THE BUS DRIVER'S INSTRUCTIONS AT ALL TIMES. B. KEEP ALL BODY PARTS/OBJECTS INSIDE BUS. C. STAY IN YOUR SEAT AND KEEP AISLE CLEAR. D. NO SWEARING, LOUD TALKING, PUSHING, OR FIGHTING. E. DO NOT LITTER, WRITE ON, OR DAMAGE BUS. F. STUDENTS SHALL OBSERVE RULES OF CLASSROOM CONDUCT WHILE RIDING ON BUSES. NOISE SHALL BE KEPT DOWN TO AVOID DISTRACTING THE DRIVER. STUDENTS SHALL REFRAIN FROM THE USE OF OBSCENE LANGUAGE OR GESTURES.

THESE BASIC RULES FOR STUDENT PASSENGERS RIDING A SCHOOL BUS TO AND/OR FROM SCHOOL ARE SATISFACTORY FOR THOSE FAMILIAR WITH SCHOOL BUS TRANSPORTATION. HOWEVER, THESE RULES ARE NOT ADEQUATE FOR SOME STUDENTS, PARENTS/GUARDIANS, TEACHERS, AND SCHOOL ADMINISTRATORS AS THEY ARE NOT DETAILED ENOUGH FOR SOME OF THOSE INDIVIDUALS. THEREFORE, THE FOLLOWING SCHOOL BUS CONDUCT GUIDELINES HAVE BEEN ESTABLISHED TO AID THOSE INDIVIDUALS TO UNDERSTAND WHAT IS EXPECTED OF A STUDENT PASSENGER. THESE RULES AND GUIDELINES ARE PRESENT TO ENSURE A SAFE RIDE TO AND/OR FROM SCHOOL AND WILL BE PROVIDED TO ALL K-8 STUDENTS AT THE BEGINNING OF EACH SCHOOL YEAR.

DISCIPLINE PROCEDURES:

THE FOLLOWING PROCEDURES WILL BE UTILIZED WHENEVER A STUDENT PASSENGER CHOOSES NOT TO FOLLOW ANY ONE OF THE RULES.

FIRST INCIDENT THE STUDENT PASSENGER WILL RECEIVE A VERBAL WARNING FROM THE SCHOOL BUS DRIVER.

SECOND INCIDENT THE BUS DRIVER WILL DISCUSS THE VIOLATION WITH THE STUDENT AND MAY ASSIGN THE STUDENT TO A PARTICULAR SEAT. THE DRIVER WILL DETERMINE THE LENGTH OF TIME THAT THE STUDENT WILL REMAIN IN THE ASSIGNED SEAT. A "BUS INCIDENT REPORT" (AVAILABLE IN THE TRANSPORTATION DEPARTMENT) WILL BE INITIATED BY THE BUS DRIVER. THE TRANSPORTATION DIRECTOR WILL COMPLETE THE "DISCIPLINARY ACTION TAKEN" PORTION OF THE REPORT AND COPIES WILL BE MAILED TO THE PARENT/GUARDIAN AND SCHOOL PRINCIPAL.

THIRD INCIDENT

THE STUDENT PASSENGER MAY BE SUSPENDED FROM RIDING THE SCHOOL BUS. THE BUS DRIVER WILL INITIATE A “BUS INCIDENT REPORT” NOTING THE SPECIFIC DETAILS OF THE RULE(S) VIOLATED. THE TRANSPORTATION DIRECTOR WILL COMPLETE THE "DISCIPLINARY ACTION TAKEN" PORTION OF THE REPORT, WHICH WILL INDICATE THE NUMBER OF DAYS AND DATES OF SUSPENSION, AND SEND COPIES AS NOTED ABOVE. THE SUSPENSION DATES MAY BE DELAYED FOR TWO (2) SCHOOL DAYS TO ALLOW TIME FOR PARENT/GUARDIAN TO BE MADE AWARE OF THE SUSPENSION.

FURTHER INCIDENTS ALL FURTHER BUS INCIDENTS WILL BE DOCUMENTED ON A "BUS INCIDENT REPORT" AND APPROPRIATE DISCIPLINARY ACTION WILL BE TAKEN. THIS ACTION MAY INCLUDE SUSPENSIONS FOR LONGER PERIODS OF TIME, USING THE PROCEDURES NOTED ABOVE.

IF A SEVERE RULE VIOLATION IS COMMITTED BY THE STUDENT PASSENGER, THE PROCEDURES NOTED IN THE FIRST AND SECOND INCIDENTS WILL BE BYPASSED AND PROCEDURES NOTED IN THE THIRD INCIDENT WILL BE USED.

A SEVERE RULE VIOLATION IS DEFINED AS ANY ACT WHICH MAY JEOPARDIZE ANYONE'S SAFETY OR CAUSE DESTRUCTION OF SCHOOL PROPERTY. SUSPENSIONS FOR DAMAGING OR DESTROYING TRANSPORTATION EQUIPMENT SHALL BE IMMEDIATE AND SHALL CONTINUE UNTIL RESTITUTION FOR DAMAGES IS MADE.

STUDENTS WHO HAVE BUS RIDING PRIVILEGES SUSPENDED ARE REQUIRED TO ATTEND SCHOOL. ABSENCES RESULTING FROM SUCH SUSPENSION WILL BE REGARDED AS TRUANCY.

DISTRICT POLICIES

SEXUAL HARASSMENT OF STUDENTS PROHIBITED-POLICY 3205 (Visit the wwps.org for additional information and reporting forms)

This district is committed to a positive and productive education free from discrimination, including sexual harassment. This commitment extends to all students involved in academic, educational, extracurricular, athletic, and other programs or activities of the school, whether that program or activity is in a school facility, on school transportation or at a class or school training held elsewhere.

For purposes of this policy, sexual harassment means unwelcome conduct or communication of a sexual nature. Sexual harassment can occur adult to student, student to student or can be carried

out by a group of students or adults and will be investigated by the District even if the alleged harasser is not a part of the school staff or student body. The district prohibits sexual harassment of students by other students, employees or third parties involved in school district activities.

The Director of Human Resources, 364 South Park Street, Walla Walla, , 99362, (509) 527-3000, has been designated to handle questions and complaints of alleged harassment. Please review the WWPS Elementary Handbook for additional information on policies related to harassment, intimidation, bullying and students’ rights and responsibilities.

Suicide Prevention - Policy 2145 This policy ensures the district has a plan in place for recognizing, screening, referring and responding to students in emotional and behavioral distress."

ATTENDANCE GUIDELINES

Daily on-time attendance is critical to the success of your child and his/her ability to be successful in school. If your child is “open enrolled” and attendance/tardies are significantly impacting his/her ability to access his/her education, it is the obligation of the school to meet with the parent and attempt to remediate the attendance concerns. The district will work to honor the elementary open enrollment request, however the “open enrolled” status may be revoked if the attempts to support regular and on-time school attendance fail.

UNEXCUSED ABSENCES ( Becca Bill Procedures)

1. IF A STUDENT HAS ONE (1) UNEXCUSED ABSENCE IN A MONTH, THE SCHOOL WILL CONTACT THE PARENTS. 2. IF A STUDENT HAS (2) UNEXCUSED ABSENCES IN A MONTH, THE SCHOOL WILL SEND A PRINCIPAL’S LETTER, AND A PARENT CONFERENCE MAY BE HELD WITH THE PRINCIPAL OR DESIGNEE TO MAKE A PROGRAM ADJUSTMENT OR OTHER CORRECTIVE ACTION. 3. IF A STUDENT HAS THREE (3) UNEXCUSED ABSENCES IN A MONTH, THE SCHOOL WILL REQUEST A SUPERINTENDENT’S LETTER BE SENT, AND THE PRINCIPAL OR DESIGNEE MAY MAKE A PROGRAM ADJUSTMENT OR DETERMINE OTHER CORRECTIVE ACTION. 4. IF A STUDENT HAS FIVE (5) UNEXCUSED ABSENCES IN A MONTH, THE SCHOOL WILL REQUEST A PROSECUTING ATTORNEY’S LETTER TO BE SENT. IN ADDITION, A PARENT CONFERENCE MAY BE HELD WITH THE PRINCIPAL OR DESIGNEE, AN ATTENDANCE CONTRACT MAY BE DEVELOPED AND SIGNED BY THE PARENT/GUARDIAN, STUDENT AND SCHOOL REPRESENTATIVE, AND THE STUDENT MAY BE REFERRED TO THE INTERAGENCY TRUANCY COMMITTEE. 5. IF A STUDENT HAS SEVEN (7) AND TEN (10) UNEXCUSED ABSENCES IN A MONTH, A PETITION WILL BE FILED IN SUPERIOR COURT.

SEXUAL HARASSMENT Students and staff are protected against sexual harassment by anyone in any school program or activity, including on the school campus, on the school bus, or off-campus during a school-sponsored activity. Sexual harassment is unwelcome behavior or communication that is sexual in nature when:  A student or employee is led to believe that he or she must submit to unwelcome sexual conduct or communications in order to gain something in return, such as a grade, a promotion, a place on a sports team, or any educational or employment decision, or  The conduct substantially interferes with a student's educational performance, or creates an intimidating or hostile educational or employment environment.

Examples of Sexual Harassment:  Pressuring a person for sexual favors  Unwelcome touching of a sexual nature

 Writing graffiti of a sexual nature  Distributing sexually explicit texts, e-mails, or pictures  Making sexual jokes, rumors, or suggestive remarks  Physical violence, including rape and sexual assault

COMPLAINT OPTIONS: DISCRIMINATION AND SEXUAL HARASSMENT If you believe that you or your child have experienced unlawful discrimination, discriminatory harassment, or sexual harassment at school, you have the right to file a complaint.

Before filing a complaint, you can discuss your concerns with your child’s principal or with the school district’s Section 504 Coordinator, Title IX Officer, or Civil Rights Coordinator, who are listed above. This is often the fastest way to revolve your concerns.

Complaint to the School District Step 1. Write Out Your Complaint In most cases, complaints must be filed within one year from the date of the incident or conduct that is the subject of the complaint. A complaint must be in writing. Be sure to describe the conduct or incident, explain why you believe discrimination, discriminatory harassment, or sexual harassment has taken place, and describe what actions you believe the district should take to resolve the problem. Send your written complaint—by mail, fax, email, or hand delivery—to the district superintendent or civil rights compliance coordinator.

Step 2: School District Investigates Your Complaint Once the district receives your written complaint, the coordinator will give you a copy of the complaint procedure and make sure a prompt and thorough investigation takes place. The superintendent or designee will respond to you in writing within 30 calendar days—unless you agree on a different time period. If your complaint involves exceptional circumstances that demand a lengthier investigation, the district will notify you in writing to explain why staff need a time extension and the new date for their written response.

Step 3: School District Responds to Your Complaint In its written response, the district will include a summary of the results of the investigation, a determination of whether or not the district failed to comply with civil rights laws, notification that you can appeal this determination, and any measures necessary to bring the district into compliance with civil rights laws. Corrective measures will be put into effect 11

within 30 calendar days after this written response—unless you agree to a different time period.

Appeal to the School District If you disagree with the school district’s decision, you may appeal to the school district’s board of directors. You must file a notice of appeal in writing to the secretary of the school board within 10 calendar days after you received the school district’s response to your complaint. The school board will schedule a hearing within 20 calendar days after they received your appeal, unless you agree on a different timeline. The school board will send you a written decision within 30 calendar days after the district received your notice of appeal. The school board’s decision will include information about how to file a complaint with the Office of Superintendent of Public Instruction (OSPI).

Complaint to OSPI If you do not agree with the school district’s appeal decision, state law provides the option to file a formal complaint with the Office of Superintendent of Public Instruction (OSPI). This is a separate complaint process that can take place if one of these two conditions has occurred: (1) you have completed the district’s complaint and appeal process, or (2) the district has not followed the complaint and appeal process correctly.
